Bill moved September minutes, as amended, Mary seconded
Passed unanimously
Mary will send out revisions to article 3 in easement template regarding
Town responsibility and landowner responsibility for violations.
CJ: Joint Scoping Session with Town Board, Planning Board, and CAC on
November 29, 7:00 pm, to come up with a work plan for the Town for
2017 and beyond.
West Danby Water District management plan
CJ says logging would be a SEQR action
Include the fact that it is a UNA and bordered by Land Trust land
Add to Active pro – income from logging could be directed to WDWD
Having the land open for both hunting and recreation would require
some amount of active management
Does law that applies to landowners giving them liability from hunting
issues apply to Towns?
How much might the income be from logging?
Get rid of active con statement about esthetics.
Could be used as a demonstration plot of sustainable forestry.
Dan will incorporate these ideas, send the edited document out one
more time to CAC members, and then CAC will send it off to the Town
Board.
Melchen/Palmer easement properties
Application to subdivide has been submitted to the Town, as was laid
out in the easement.
Melchen has other land potentially for sale, and we should
communicate with him about the future of his land.
Easement Monitoring
It is time for the annual monitoring for our 3 easements. Matt will
contact Ted Melchen and Eric Palmer to arrange a time to monitor and
will let us know when it will occur. Bill will do the same for the Selin
parcel.
Should we have an easement monitoring protocol? It was agreed not
to develop one now, unless someone wanted to take this on as a
project. Eventually we will need one.
Updates on potential easements
Joel spoke with Dan Moore. Dan will be in town soon and would like
to meet with us. Joel will arrange and let us know.
Other people have had conversations, but no specific progress has
occurred. Jenny will contact Dan Hoffman.
Should we have signs on our easements saying “This land protected
by an easement with the Town of Danby”? Matt and Bill will ask
Melchen, Palmer, and Selin how they feel about this when they contact
them about monitoring.
