Approval of Minutes: Minutes were approved from 3/21/23 with a minor change. Clarifying verbiage was made by Mr. Rosen to item #4 regarding construction of NYS Route 13A. The minutes were moved by Mr. DePaolo, seconded by Mr. Rosen. Carried. 2. Member Comments / Concerns: None a. Consider Modifications to the Agenda: None 3. West Hill Park – Presentation and Next Steps – Mr. Howe Mr. Howe introduced Professor Mitch Glass, who teaches Landscape Architecture at Cornell. He introduced two of his students, Coco Dawkins and Hugh Peng, who have designed a conceptual idea for the Town’s West Hill Park open area which is where the West Hill Community Garden is currently located. Another team will present the proposal at the Town Board Meeting on 4/25/23. The students shared the West Hill Lookouts site analysis, survey summary, and design and described various improvements such as mitigation of drainage issues to include a bioswales and wetland gardens, parking lots (based on the assumption that there will be an access road), gravel or wood boardwalk multi-use trail, pavilion, soccer fields, bird lookout, dog play area, plantings, and a landscape viewing/winter sliding mound. The cost of the 7+ year phased plan is rudimentarily estimated to be $933,640. Mr. Rosen raised the issue of sanitary facilities as something to think about. The Committee felt that the proposal was presented well with good ideas and quality imagery. 4. Forest Home Vehicle Restrictions Update/Discussion – Mr. Slater Mr. Slater presented background information regarding restriction signage in the Forest Home area for further discussion, due to heavy truck traffic. He reminded the Committee that weight restriction signs were installed, based on a report that was submitted by the Forest Home Association. A sign at the Tower Rd./Judd Falls Rd. intersection triggered complaints, which resulted in laws being revised and penalties being updated. Truck traffic laws have been passed for Sand Bank Rd., but legislation was tabled for the Forest Home area per the Town’s Attorney. The document submitted by the FHA was sent to the Traffic and Safety Bureau for review/recommendations and updated. Therefore, there are discrepancies between the two reports, such as advisory signs cannot be displayed along with regulatory signs and regulatory signs should only be placed at locations where drivers have the ability to turn onto or off of the road. Mr. Slater presented a map of current locations of signs and the types of signs in the Forest Home area. He asked the Committee for further direction for compliance, but also felt that enforcement of current laws is not taking place. Mr. Slater stated that it will take considerable time and effort to research with agencies and facilitate signage that involves the City. Mr. Howe will verify if the restriction by length for Forest Home has already been approved through the Town Board. Mr. Thaete asked if the Committee is considering removal of all weight signs. Members felt that the restriction by length is an important component due to the geometrics of the hairpin turn, which is where trucks primarily get hung up. Mr. Slater said he asked the Sheriff’s Department if any tickets had been issued for that area and none had. Cornell Police have the capacity to issue tickets as well. Herb Engman acknowledged that the current practice is not working. He stated that the emphasis on weight restriction is not the main priority and the sign is confusing as it shows a box truck rather than a tractor trailer truck. He has witnessed over-length vehicles enter the area and then maneuver back out. His preference was to have signs that restrict length with absolute verbiage, that would also address a weight restriction. Bruce Brittain stated that the current signs are legal, are in accordance with the Manual of Uniform Traffic Control Devices and are in appropriate locations for diverting trucks away. He didn’t feel that the report from the Traffic and Safety Bureau was written utilizing information from the MUTCD. He agreed that enforcement is the issue and suggested asking the Sheriff and Cornell Police to start enforcing the signage. Caroline Arms said she was more interested in deterrent than enforcement. She saw no point in removing the “no trucks” signs and emphasized length restriction. David Kuckuk’s primary concern was the safety of other drivers, pedestrians, and cyclists who are affected by large trucks that should not be in the area. He referenced several tight intersections in the area where large trucks cause unsafe situations. He did not feel that enforcement would be a priority for law enforcement. Mr. DePaolo verified that there are exceptions for local delivery and stated that it would be helpful to advise drivers on what route(s) to take if they exceed any of the restrictions. The Committee felt that engaging a Professional Traffic Engineer to review the area and the signage package would be beneficial. Mr. Thaete stated that a Request for Proposal and a Scope will be needed to move forward to determine a timeline. The item will be discussed at a future meeting. 5. Review of a Draft Streetlight Policy – Mr. DePaolo Mr. DePaolo presented a draft Streetlight Policy for standardizing processes by which the Town of Ithaca will determine streetlight installation, removal, or modification. To provide prioritization of future streetlight placement and usage and outline a review process that will result in approval or denial of requests for installation, removal, relocation, or modification of streetlights. In his research, he found that it was more feasible to manage/track small geographical areas vs. one large township. The intent is to allow for case-by-case assessments and, in the absence of easily documented health and safety issues within an area, to allow residents in the area to provide input via a petition with a 60% signature threshold. The petition would be submitted to the Town Clerk and reviewed by the Town Engineer and/or Highway Superintendent. The review report will go to the Public Works Committee for review, and be forwarded with a recommendation to the Town Boad, which will make a determination on the application. Discussion was held regarding the definition of “affected area”, scheduling and a budget process, community requests, installation standards, a process for new developments, etc. The item will continue to be addressed at the next meeting. 6. Project Updates a. Paving may be starting as early as the end of April. b. The streetlight project is transitioning out of the construction phase and into the maintenance phase. c. The brush and leaf pickup event began this week. d. Game Farm Trail is now complete with crosswalk striping and signage. A grand opening will be held on 5/20/23. e. Northeast I&I Study has kicked off. Sewer meters will be in the ground three weeks from now and the study will progress with more information to come. f. Town Hall Weatherization project is making progress. Option packages are being reviewed and finalized. Results should be available in the next two weeks. A resolution will be presented to the Town Board at the 4/24/23 meeting to add items to the contract. g. Public Works Mechanical/Electrical/Plumbing analysis is under way. A meeting with the Consultant will take place on 4/20/23 to determine deficiencies, to be followed with design options and costs. h. Six Mile Creek Project with CWIO is well under way. Barton & Loguidice hired TG Miller to do surveying and hydrology analysis and are looking at locations in the town for mitigation factors. i. Forest Home Pump Station #1 bids came in high with only one bid. The project was rebid. Engineering is reaching out to other contractors to make them aware. j. Public Works Fuel Station Project is on track. Contracts are signed and it will likely be a late summer project. k. Ridgecrest Watermain Project should be breaking ground within a couple weeks. l. Bridge NY Application – no word yet. I was glad to see that the road was improved to improve the safety of this area, and I understand that signs and road painting will be added to connect the west side of the trail to the new branch of the trail on the east side of the road. My concern is that there is very limited parking at this trail juncture, and I'm wondering if there is any plan for adding additional spaces. I frequently find that there are no parking spaces available (I believe the current lot can accommodate around five vehicles). Consequently, many cars park along the side of the road in undesignated areas adjacent to the trail. The "no parking" signs that indicate additional parking is available on Stevenson Road are often ignored. Parking on Stevenson currently makes little sense since one cannot walk from there to paved trail on the west side due to the temporary fence at Game Farm Road. Even after this fence is removed, I anticipate that people will continue to park 3 along the side of Game Farm Road. These trails are a valuable community asset that would seem to warrant additional parking at this access point. Thanks for any assistance you can provide in examining this issue.
