April 25, 2016 Present: Joel Gagnon (Chair) Matt Ulinski Don Schaufler Jenny Caldwell Mary Woodsen Dan Klein (Absent) Bill Evans (Absent) Others Present: Ronda Roaring Jack Miller The Meeting was opened at 7:00 PM Note: There was no meeting on March 28, 2016 Public Comments/Privilege of the Floor Ronda Roaring spoke about logging on town property. She said her research said that logging on the property is illegal. She also said that the Water District Property belongs to the town, needs a SEQR to log and is in a UNA. Additions to Agenda Add discussion of privacy via email. Minutes The February minutes were approved with additions and corrections as noted. Joel moved, Jenny seconded. All present approved. Discussion NY State Ag Easements Joel attended the NY State Ag Easement Meeting. $26 million is available in grants from the state to buy development rights of farms. Priority given to soil quality, development pressure, climate change vulnerability, contiguity to protected lands. State is divided into five regions, with maximum $2 million per project. County usually organizes the applications for the grants. Grants are assessed by Ag and Farmlands Protection Board. Carl Crispell has done a pre-application. How can Town of Danby support this? CJ contacted Scott Doyle (county planning department) who handles applications for the county. Motion: The CAC authorizes Joel to send a letter to the Ag and Farmland Protection Board supporting Carl Crispell’s application for a NY State Ag Easement Grant. Joel moved. Mary seconded. All approved. Water District Property: Two foresters/timber harvesters looked at land. Joel brought Wagner plan for CAC to look at. Logging would require SEQR if town board wanted to approve it or to develop municipal plan for overseeing property. No additional SEQR required once part of municipal plan. Town Emails: Matt discussed how to create Town Email addresses and that he was willing to help members set theirs up. You can also set up your email service to send/receive emails from the town’s site. Matt has Jordie set up a town group email for the CAC. There was a discussion about adding CJ, Pamela and Jack to the group. It was decided to wait and add them later if necessary or desirable. Executive Session: Joel moved we go into executive session at 8:00PM to discussion specific easements. Jenny seconded. All present voted in favor. Out of Executive Session at 8:25 Adjournment The meeting was adjourned at 8:25 PM. The next meeting is May 23, 2016 at 7:00PM. Submitted by Matt Ulinski
