 Minutes of Regular Meeting
February 23, 2015 Present: Joel Gagnon (Chair) Matt Ulinski Mary Woodsen Jenny Caldwell Dan Klein Others Present: Ronda Roaring Jack Miller The Meeting was opened at 7:10 pm Public Comments/Privilege of the floor None Minutes The minutes of the November 2014, December 2014 and January 2015 were approved with minor corrections. Matt will send to Jordie for posting on CAC page of Danby web site. He will send minutes from March 2014 to present. Discussion Easement Update Matt is still working on the Palmer and Melchen easements. He will follow up soon. Danby Park Rebecca Brenner from the Danby Town Board has suggested that the CAC be a conduit for the funds Danby Park. Jack Miller read email to Town Board from Ric Dietrich indicating that the Town could fund the Danby Park with no pass through. Joel: would it be useful for CAC to be conduit for Danby Park? Mary: let us discuss. Dan: what is needed to do this? Why go through effort? Joel: budget and oversight of town funds is important/necessary. Matt: worried about pass through without oversight and this would create additional burden on CAC. Jack: this question came from meeting he attended. Jenny: do we have budget for funding easements. Does Danby Park (over 100 acres) want easements? Joel: The park is already well protected because changing the use of a park takes an action of the state legislature. Joel: do we want to convey our willingness to do this – or not? Mary and Dan: sounds like the Town Board needs to make decisions before CAC acts. Action Item: Jack will let the Town Board know that the CAC would entertain doing this. Outreach Joel: Mary proposed a tree walk. Mary: one in April or early May. Joel: wooly adelgid idea. Mary: we should put together a schedule/calendar. Dan: we already have a walk on May 2 of Water Property. Ronda: should the water park property walk be public? Mary: who should we invite to lead it? Don Schaufler? All: other places to walk: Danby Park, Jennings Pond. Dan: before trees leaf out? Mary: April 11, 18, 25. Give Don Schaufler options and rain date. Time of day: 11AM at Jennings Pond or Danby Park. Action Item: Dan will contact Don about an April Tree ID walk and mention May 2 (11AM). Joel: what about Jenny’s idea of info session on the hemlock wooly adelgid invasion. Jenny described project: establishing back yard hemlock hedges on which to grow the biological control (a slow reproducing, non-native predator beetle). Dan: how does this work. Jenny and Mary: we should get more info. Joel: good for Danby News and way to identify people with hemlocks. Dan: are beetles available to do this. Joel: find out conditions Action Item: Jenny will get more info. Rack Card Mary: developed booklet and wrote up rack card. Ronda: status of post-easement document? Joel: waiting for post-easement period of Palmer or Melchen. Ronda: what about legal issues. Joel and Ronda: have Guy look at first. Matt: rack card was good. Mary: needs to be shorter with more white space. Ronda: who pays? Mary: we could do ourselves. Dan: can Jack check and see if the Town Board has money for CAC? There was supposed to be a CAC budget item. Action Item: Mary and Jenny to work on this. Jenny will ask Ted about an insert for the Danby Area News. Jack will check on money in budget. Motion: Authorize Mary and Jenny to come up with rack card and get up to 25 printed. Joel Moved. Dan seconded. All approved. Discussion: Dan how to pay? Joel: CAC has money from Hansen. Dan: how many? Ronda and Joel: contact Ted Crane about putting in Danby News. Open Space Inventory Ask Jake to send list of what criteria he is using for Open Space Inventory (OSI) tool. Easements Ronda: reach out to seniors, or at Danby church. Action Item: Joel can ask Matt Cooper and Sue Beeners to clue us in about available properties where approaching the owners about conservation easement donation might be opportune. Adjournment The meeting was adjourned at 8:47 PM. The next meeting is on March 23, 2015 at 7:00PM.
