Minutes of Regular Meeting September 22, 2014

The Meeting was opened at 7:05 pm
August Minutes:
Joel moved to approve the minutes of the August meeting. Mary seconded. All present approved.
Moving forward:
Discussion of creating a closing document for landowners after easement completion. Mary suggested
creating a one page document about property monitoring. Jake suggested a two column format with what is
allowed/what is not allowed, tax information, what land owners should do immediately, and in the following
year(s).
Action Item: Mary will put together a draft
Status of current easements:
At next Town Board meeting, vote is scheduled on road extension and Palmer and Melchen
easements. Discussion of cabin on Melchen property. CAC has concerns about current status and what
happens after the easement is signed.
Action Item: Jake will call Ted Melchen about the cabin.
Lessons Learned:
Discussion of how the templates worked. There were multiple revisions and issues with the template
dealt with to create Palmer and Melchen easements. There were suggestions to create add-ons to template,
adding directly to existing template or reworking and turning into a packet.
Easement process is very slow. Need to be clear what CAC role is and what the entire process is:
code review, attorney review, town board review, landowner review.
Discussion of cabins, tents, etc. on properties. Joel: Easements curtail possibilities of future
development, not to prevent what is otherwise allowed under town law.

Discussion of other landowners to contact about future easements. Dan suggested an article in the
Danby Area News and potential mailing to Danby landowners.
Action Item: CAC members to contact landowners directly.
