Renewal dated May 4, 2022 regarding Approval of Request for Release of Funds
NYS CDBG Project # 287HR317-21
b.) Acknowledge that the Town Court was awarded JCAP Grant # 5314 in the
amount of $277.90 to purchase two United Visual 3 Door Modular Box Lockers
with keyed lock from Global Industries
I-6 Authorize Supervisor to sign the Revised Extra Work Authorization Project #
31591 from CHA dated April 29, 2022 regarding Gutchess Lumber Sports
Complex Phase 2 Construction Administration & Stormwater Pollution Prevention

I-7 Authorize Highway Superintendent to purchase a Sander/Spreader in the amount
of $11,300 for the Highway Department (Larry to provide paperwork)
I-8 Receive & file the correspondence from Water & Sewer Superintendent
regarding an estimate from CHA Engineering Consultants to install
Sewer lines to a few areas within the Town. The estimate is for 25 manholes,
and 8,800 linear feet gravity main with a cost of 2 million
I-9 Receive & file correspondence dated May 16, 2022 from The Deputy Secretary
of the Treasury - Washington regarding the Treasury urging State and Local
Governments to continue to use State and Local Fiscal Recovery Funds (SLFRF)
to confront the most pressing challenges that our economy and communities face
I-10 Receive & file correspondence dated May 5, 2022 from the City of Cortland,
Deputy Superintendent of Public Works requesting permission to close Carroll
Street for the Dairy Parade on Tuesday, June 7, 2022. The parade route has
changed this year due to the Main St construction. The parade will will proceed
north along North Main and Homer Ave and then travel west on Carroll St and
end at the Cortland County Fairgrounds

I-11 Acknowledge lawsuit received on May 18, 2022,filed by Rt 13 Rocks LLC versus
the Town of Cortlandville et. al., specifically a Summons/Complaint and Verified
Complaint/Verified Petition, which was filed in the Cortland County Supreme
Court as Index Number EF22-182
I-12 Accept letter of Retirement from John McNerney, Part-time Town Recreation
Director through the City Youth Bureau. The Town has an Annual Contract with
John McNerney to oversee the Town’s Recreation Department. John retired from
the City Youth Bureau which will cancel our contract with him. His retirement date
was effective Thursday, April 28, 2022
I-13 Resolution to appoint John McNerney as Part-time Parks and Recreation
Director to oversee the Town’s Recreation Department. His start date is May 2,
2022 with a salary of $35,000 per year
I-14 Resolution to authorize the Highway Superintendent to purchase a new
insulated garage door for the Highway Garage. The Town has an Annual
Maintenance Agreement with Genson Overhead Door to inspect the garage
Doors. One of the doors is old & needs to be replaced to keep the garage
secure
I-15 Acknowledge hiring and resignation of Eric S. Lyon as Building & Grounds
Laborer starting May 3rd to May 5, 2022 at at salary of $17.28 per hour
I-16 Resolution to Acknowledge Notification from the State dated May 16, 2022 for
the filing of Local Laws 2, 3 & 4 of 2022 filed on May 04, 2022:
“Local Law # 2 of 2022 Adopting the Town of Cortlandville’s Solar Energy
System Pilot Law of the Town of Cortlandville, New York”
“Local Law # 3 of 2022 Adopting the Town of Cortlandville’s Battery
Energy Storage System Law of the Town of Cortlandville, New York”
“Local Law # 4 of 2022 Amending the Town of Cortlanville’s Zoning Code
to Permit Solar Energy Systems in the Town of Cortlandville, New York”

I-17 Receive, review and discuss the following Grant applications from Non-Profit
Organizations. The Town set aside $50,000 of ARPA funds designated
specifically for Non-Profit Organizations, no more than $5,000 per organization.
Formal applications were submitted to the Supervisor ’s Office by May 16, 2022
to identifying a specific project that will benefit the people of the Town of
Cortlandville

I-18 Resolution to authorize salary and benefits for Kathleen M.A. Timmerman, of
1203 Gallagher Road as an appointed Deputy Town Clerk for the Town of
Cortlandville. Her start date will be May 19, 2022 with a salary of $38,000
I-19 Resolution to authorize the Highway Superintendent to hire Robert Brown III,
5216 Townline Road, McGraw, NY as Laborer Rate C at $20.62 per hour with the
intention of getting his CDL
