Minutes of Regular Meeting
March 24, 2014

The Meeting was opened at 7:05 pm
Council Positions
Joel suggested we review board leadership with the addition of new members. Dan said there were no
term limits on other boards. There was a suggestion to rotate leadership throughout the year. Jake, Kate and
Dan recommended Joel continue on as chair. Others approved. Joel agreed.
Recommendation: The Danby Conservation Advisory Council recommends the Town Board
reappoint Joel Gagnon as Chair of the Danby Conservation Advisory Council for the 2014 term. Approved
unanimously.
Deputron Hollow Property
There was a discussion of the Town Board's recommendation to relinquish claim on the south side of
the Deputron Hollow Property. Sue Beeners provided copies of the survey by TG Miller. Joel provided
background on the property. Sue said there were several claims of title on the property and it would be
expensive for anyone to pursue and establish ownership. Rodney Palmer is one of the disputed owners. He
has been paying taxes on the property.
There was a discussion about the value of the property, pros and cons about pursuing title, or pursuing
an easement, looking at the whole area holistically, and costs.
Resolution: The Danby Conservation Advisory Council recommends the Town Board consider the
option of obtaining a conservation easement on the property in question at the south side of Deputron
Hollow Road in exchange for giving up the Town's claim on the land. This would resolve a problem both for
the land owner and the Town. Dan moved, Mary seconded, approved unanimously.
Hanson Conservation Easement Update
Joel updated the CAC on the Hansen Easement. It is with Hansen's lawyer.
Executive Session
Discussed potential easements.
Incorporating Open Space Characterization into Critical Environmental Area Group
A suggestion at the last Planning Board Meeting was to include the CAC Open Space Characterization
Criteria in the town CEA. Sue Beeners said she would like to see a consolidation of information about

properties and CEA's. Jake's model is designed to help the CAC fulfill its mission to characterize Danby
property. Jake will talk to Anne Klingensmith, but the model is really designed to identify undeveloped space
and assess value to CAC.

The meeting was adjourned at 8:40 pm.
