I-11 Receive & file Notice of Submission of Joint Application dated March 15, 2022 for
the Homer Solar Energy Center (HSEC), LLC, a Major Renewable Energy
Facility to be Located in the Towns of Homer, Cortlandville and Solon, in
Cortland County, NY. The Joint Application is for a Clean Water Act submitted in
connection with HSEC’s proposed major solar electric generating facility of up to
90 megawatts
I-12 Authorize Supervisor to sign C’Ville LLC Access Indemnity Agreement subject to
Town Attorney review dated April 6, 2022 regarding the access of Byrne Hollow
Crossing for the purpose of determining the desirability and feasibility of
constructing a wellhead on the property, including the drilling of test wells
I-13 Receive & file the Cortland County Planning Department Review &
Recommendations dated March 11, 2022 and Cortland County Planning Board
Resolution # 22-09 dated March 16, 2022 regarding the Site Plan Review,
Conditional Permit Aquifer Protection Permit & Floodplain Development Permit
for Gutchess Lumber Co. Inc located at 890 McLean Road, Tax Map #

I-19 Resolution to acknowledge successful completion of six month probationary
period for Julie Gross,Real Property Assistant as of April 12,2022 and authorize
compensation in the amount of $500.00
I-20 Resolution to authorize hiring Val Hall as a part-time employee at $30.00 per
hour to assist in the Assessor Office
I-21 Resolution to "Acknowledge Notification from the State dated March 16, 2022 for
Filing of Local Law No. 1 of 2022 on March 3, 2022 - "A Local Law to Amend the
Zoning Code to Further Safeguard the Existing Wellhead Protection Areas Within
the Town of Cortlandville's Aquifer Protection District and Other Related
Amendments"

I-22 Resolution authorizing Water & Sewer Superintendent to hire a full-time Water
Treatment Operator as per Town Board Resolution #323 dated November 17,
2021. Michael T. Banyak has been hired with a start date of April 11, 2022.
His starting salary with a CDL License is $38,004.80.When he has
successfully completed both sections of Water License Certifications B & D and
the six month probationary period, a $2,000 stipend for each will be given for a
total salary of 44,004.80

I-24 Receive, file & discuss the correspondence dated March, 28, 2022 regarding
the Scoping Document for Draft Environmental Impact Statement, Cortlandville
Sand & Gravel Mine (Route 13 Rocks, LLC) NYSDEC Mine Permit #
7-1122-00043/00008. The DEC will accept written comments on the Draft
Scoping Document until close of business April 28, 2022. Comments must be
submitted in writing or via email to Dr. Cynthia M. Hill, NYS Department of
Environmental Conservation
I-25 Authorize Supervisor to sign Annual Grant Administration & Writing Service
Agreement with Thoma Development Consultants for the year 2022 subject to
Town Attorney review
I-26 Receive & file the email dated March 31, 2022,sent to Planning & Zoning Officer
Bruce Weber from Jamie Easton, Director of Land Development, EP Land
Services, LLC regarding the proposed project of Regan Development, NYS
Route 13, Tax Map #95.00-10-11.100. Regan Development will not proceed with
this project at the NYS Route 13 site
I-27 Adopt a resolution to acknowledge a typographical error in the Town Code;
specifically the “bulk regulations” chart pertaining to “Permitted uses subject to
site plan approval in R-3 Districts.”
I-28 Receive & file the correspondence received April 1, 2022 from Empire State
Development regarding Byrne Holdings Inc. located at 3156 Byrne Hollow
Crossing, Byrne Capital Upstate Revitalization Initiative (Capital Grant). There
will be a Virtual Public Hearing on Wednesday, April 13, 2022 from 2:00 p.m. -
3:00 p.m. regarding the proposed expansion of manufacturing plant and
equipment purchases at the Cortlandville Plant and East Syracuse location. The
