Adam Wood, Jude Wood, Laurie Dykoschak-Hill, David Hudson, Elaine Papageorgie, Tom Schloegel, Erika Dagress. 1. Approval of Minutes: Minutes were approved with minor changes from 12/20/22. Clarifying verbiage was added by Mr. DePaolo to change the term in item #3 to “use-by-right” to “highway-by-use” and in item #9. Carried. 2. Member Comments / Concerns: None a. Consider Modifications to the Agenda: Mr. Slater added two topics of: Cornell Speed Limit Request and Piped Ditches 3. Inlet Valley Way/Calkins Road Intersection Safety Mitigation – Mr. Slater Mr. Slater reviewed safety concerns that led to submission of a Notice of Defect by a resident that lives on Calkins Road. He explained that Town staff has visited and assessed the area of concern and explained possible impacts of previous work that was done by the Town at the intersection. Signage was also reviewed in conjunction with a Cornell Local Roads representative, and it was recommended that double-line striping with a break at Inlet Valley Way be added to the Calkins Rd. curve. It was also recommended to redirect and narrow the entry to Inlet Valley Way in a way that vehicles are required to slow or stop before entering/exiting Calkins Rd. He shared a Public Works map as an alternate proposal that carves out some of the blacktop at the end of Inlet Valley Way to tighten the intersection, explaining that the radiuses would be softened more than shown for large vehicle access. He also recommended replacing the existing W1-1 signs with W1-10 signs and curve or chevron signage above and below the intersection. The Postmaster has communicated that if the mailboxes are relocated that they should remain on the current side of the road. Mr. Howe reported that the Committee is in support of the mitigation plan. Members of the HOA were given the opportunity to express their concerns which included: the ineffectiveness of striping if snow is on the ground and the lack of signage that would require stopping, creation of a pinch-point for emergency and oversized water delivery vehicles, confusion as to who has the right-of-way, low visibility on the curve due to planted fields, hindering the ability to access mailboxes from vehicle windows by crossing the centerline on Calkins Rd., vehicles traveling down Calkins Rd. cutting the curve, needing a “running start” in winter to get up the hill on Inlet Valley Way. Recommendations included: holding off on the berms to consider other options, adding a speed bump for vehicles coming down Inlet Valley Way forcing them to slow down, moving mailboxes onto Inlet Valley Way property, removing the bush near the roadside library for improved visibility. Public Works staff stated that they have the capability to model large vehicle access to determine the radius needed. Mr. DePaolo suggested reconsidering installation of the upper berm to allow expanded access and reiterated that this is not simply a resident’s complaint. It is a Notice of Defect, which will be provided to the HOA, that requires the Town to mitigate safety issues. Mr. Slater offered consideration of a yield sign at the end of Inlet Valley Way and a private road sign. Mr. Rosen emphasized the importance of adherence to highway standards. Mr. Howe stated that the concerns will be discussed among Committee members, and they will reach out to the HOA for clarification of concerns. Mr. Slater will reach out to the Postmaster to discuss moving the mailboxes onto Inlet Valley Way. The issue will be revisited at the next meeting. 4. Water and Sewer Benefit Assessment for Cemeteries in the Town – Mr. Thaete Mr. Thaete reported that some cemeteries around the Town have not been charged for water and sewer units in the past. Due to a reevaluated assessment, they are now classified as “institutional” and are being charged. A Caretaker at the South Hill Cemetery sent a letter in opposition to being charged for two units, as prescribed by the new classification formula, and suggested that the Town takeover maintenance of the cemetery. Mr. Slater asked if the Committee wanted to consider a variance to the Water and Sewer Benefit Assessment Resolution. Mr. Thaete explained that everyone in the Town is getting a benefit unit charge with no exception and asked if there should be exceptions for cemeteries. He highlighted a waiver option where the Town can deviate from the benefit formula and make considerations on a case-by-case basis vs. doing a townwide exemption for cemeteries. Mr. Howe felt that charging the fee could be forgiven for this year for cemeteries that were not previously charged, but that a policy for a case-by-case consideration should be developed for the future. Mr. Thaete will write a letter to the Town Board to have the fee forgiven for this year for cemeteries who were not charged prior to the reassessment. 5. Update on Event at Tutelo Park to Celebrate the Area’s Indigenous History – Mr. Howe Mr. Howe explained that the event on May 6th is being held to show reverence to the land of the Gayogo̱hó꞉nǫ' People and to talk about events that could take place at Tutelo Park in the future (ethnobotanic trail, sculptures, sign updates, lacrosse demonstration, artwork, etc.). He gave an update on resources he is working with to contribute to the event. a. 6. Cornell Speed Limit Request – Mr. Slater Mr. Slater received an email from the Cornell Transportation Department asking that the Town request a speed reduction from NYSDOT to 25 mph for the Town roads that are encompassed in Cornell’s campus. He reported that Forest Home Drive is already at 25 mph. The Committee was in favor of Mr. Slater requesting the speed reduction. 7. Piped Ditches – Mr. Slater Mr. Slater reported that a request was received from a resident to pipe the ditch in front of their property in the northeast. He stated that several requests are received each year with very few realized. He asked how the Committee wants to proceed with these types of requests with the resident paying for the pipe, but the town installing them. Discussion was held regarding flow/velocity characteristics, downstream impacts, criteria for approving piped ditches vs. when not to, parking advantage, appearance, increased maintenance issues for the Town, geographic challenges, safety concerns due to deep ditches and/or swales, connecting to driveway culvert pipes that may be at different heights, etc. Mr. Thaete stated that NYSDEC actively promotes open ditches due to the advantage of grass in a non-piped ditch slowing the flow and filtering the runoff, some water going back into the ground rather than all the discharge impacting downstream areas. Mr. Howe suggested looking at a neighborhood holistically vs. the individual residence when considering requests. The Committee agreed that a study and criteria would be needed before approving requests. 8. Project Updates a. Streetlight Policy – begin drafting a policy to include what criteria warrants adding or removing streetlights and the cost associated. Mr. Slater reported that he met with the contractor to discuss the final punch list for the conversion contract. He has signed a change order to improve the gateway communication issue. He hopes to move onto the maintenance contract in March or April. b. Ridgecrest Watermain Project is still on track for springtime. c. Forest Home Pump Station #1 and PWF Fuel Station will be bid in the next couple of weeks. d. Just received bids for generator purchases for the Troy/Coddington Water Booster Project, however there is a long lead time. e. Town Hall Weatherization Project has been awarded, pending signed contracts. Old Town Hall plans are being digitized for the architect. f. Game Farm Trail Crossing – materials are being ordered for a springtime restart. g. Six Mile Creek Project – Still waiting on MWBE waiver. h. Bridge NY application should be finalized this week. i. Town Hall Hot Water Heater Installation bids are coming in. The meeting was adjourned at 10:34 a.m. Our next meeting is scheduled for 3/21/23. We have observed increases in traffic levels, aggressive driving, and accidents and feel the situation in our neighborhood is dangerous to us as residents, and also for those passing through our neighborhood, especially pedestrians and cyclists. The purpose of this letter is to register our concerns about 13A. Concerns: • Excessive speed in general. In particular, motorists drive very fast in the straightaways; one is from 79 onto Floral Ave (an area where residents have to park on the inlet side and then cross 13A to reach their homes), and the other between Coy Glen Rd and Bostwick Rd. Speeding is worst during evening commuting hours, and with trucks late into the night. Excessive speeds pose dangers to those of us slowing to turn into our driveways and there have been many near-misses where cars veer into our lawns to avoid rear-ending a turning vehicle. Furthermore, all of the issues below are all intensified by high speeds. • High volumes of trucks. We understand that 13A is a New York State truck route. The number of trucks has increased in recent years and it is disruptive to those living on the road. They are very loud and shake our homes, wake us at night, and often travel at high speeds and drift into the shoulder (where there is one) endangering pedestrians and bicyclists (not to mention frequently downed mailboxes). The issues below are all intensified by the increasing volume of truck traffic. • Bostwick Road intersection. There are occasional accidents and daily near- misses due to excessive speed and reckless overtaking by drivers impatient with traffic slowing to turn onto Bostwick. Furthermore, because of the speed at which people travel on the straightaway approaching the Bostwick Road intersection, motorists miss the intersection and nearby residents experience excessive turning around in their driveways as motorists double back. This has caused damage to private driveways and creates unsafe conditions for children playing in driveways and yards. • Dangerous conditions for pedestrians and cyclists between Towerview Apartments and the Town-City line. This portion of the road has no sidewalks or space for bicyclists and pedestrians, creating very unsafe conditions for all. The Amabel Neighborhood, currently being built, will increase residential traffic. Motorists understandably wish to pass slow moving bicyclists and often do so in ways that endanger oncoming traffic, and/or the bicyclists they are passing. We know of many instances where cyclists have fallen when fast moving vehicles left them no room to navigate. Along Floral Ave, at least one of these involved a truck sideswiping a bike, nearly killing the cyclist· • Inappropriate infrastructure for trucks at intersection of 13A and Route 79. Large truck traffic turning onto/off of 13A regularly drives on median, bike lane and/or sidewalk. Their cumbersome size, in an area where adolescents frequently travel to a public school on Elm Street and where the crosswalk is not readily visible to those turning onto 13A, does not allow drivers the maneuverability to prioritize and safeguard pedestrians and cyclists. A NYS DOT traffic study was conducted in March 2019 (Case 3180350, File 50.12-13A) which concluded there was no basis for lowering the speed limit along the 45 MPH segment of Route 13A. We understand that there will be another traffic study done on 13A this year and we expect it will show an increase in overall traffic volume and the proportion of truck traffic. As residents and users of this road, changing traffic patterns are affecting our quality of life. Last week a cyclist was hit by a car along the Floral Ave straightaway, and is reportedly in critical condition in the hospital. We urge you to address the hazardous conditions on Floral Ave/Five Mile Drive/13A before further accidents occur where others are injured, if not killed. From discussions of these concerns with city, town, and state officials, as well as citizens living on or adjacent to the route, various measures have been surfaced that could improve the situation. We are interested in pursuing the viability of the following measures to improve safety along 13A: 1. Reducing Speed: a. To 25 MPH in the city (Floral Ave) where the narrow street with tall, granite curb make it very hazardous for pedestrian and bicycle traffic (along ½ of which there is no sidewalk) b. To 30 MPH in the town (Five Mile Drive) where fast moving vehicles discourage and endanger residents from walking and cycling. c. Assessing the impact of emergency vehicles, including police, speeding along the route far in excess of speed limits, necessitating traffic to move aside where there is limited space for ordinary traffic and thus further endangering all using the roadway. 2. Implement Traffic Calming Measures such as “speed cushions” to slow vehicles while allowing for easy passage of emergency vehicles, along the road where there are no shoulders and/or tall curbs or where there are numerous accidents (e.g. intersection with Bostwick Road). 3. Limiting Large Truck Traffic a. Implementing a size and weight limit to trucks for access to Route 13A (as it was not designed for safe passage of such vehicles, and at the north terminus onto Route 79 are unable to safely navigate the intersection) b. Study the pattern of truck traffic on the safety of citizens using the road as the only viable alternative to Route 13 for accessing the city from the south east. 4. Extend Sidewalk and Create a Bike Lane along Floral Avenue to the town line, where the road widens and a shoulder is available. This may require a further narrowing of the road making it even more prudent to lower the speed limit and constrain truck traffic. We thank you for your consideration in this matter. I was horrified but also not surprised by the accident on Floral Ave. I ride on Floral Ave. regularly, but find it particularly dangerous Northbound between Glenside Road and the Cedar Creek Apartments.
