Lansing Chief of Police To: The Honorable Waller Lynn Members of the Board of Trustees Village of Cayuga Heights 1 hereby submit the annual report of the activities of the Cayuga Heights Police Department for the year coding 2003. The year has passed by very quickly it seems. Unlike last year we lost no one to retirement, but did have a new hive in the pan time officer ranks. With the promotion of Officer Wright to full time we freed up a part time position. That position was filled by Brett George, who is a full time Sgt with the Tompkins County Sheriffs once. We also had some additions to the family ranks when Officer Wrights wife April gave birth to twin girls a little early. Emma and Gracie both were able to overcome the early arrival and are doing just fine now. We continue to keep up with all the extra trainings and meetings that have come about since the establishment of the Olice of Homeland Security. Officers attended six different trainings to keep our department up to speed, keeping us prepared for emergencies that might come about involving homeland security issues. The meetings attended by the Chief addressing these issues were many, taking him all over the state from Albany, Rochester, Binghamton and right here in Ithaca. I'm happy to say that the faxes, e- . mails and teletypes regarding this topic have started to decrease. With the appointment of the former State Police Commissioner to the position of Director of Homeland Security for New York State, I feel this will keep that office on the cutting edge for addressing issues involving training and communication with local law enforcement The County approved the budget for building of the new 911 cmergency dispatch center on lands located by the airport. The building was to be finished by December 2003, but last weeks lour of that building on January 21° indicates that there is a lot more IcR to do before moving in. Along with this the County approved the rebuilding of our communications infra - structure so that it will meet the needs of Emergency Services in Tompkins County. It is still unknown just how much of the cost for equipment needed, will be funded by the County. Changing over will mean that agencies will have to have new radios and also keep the old radios so that they can speak with those departments not making the change. The continued support of the Village Board and residents has not gone unnoticed and we appreciate your making this a great place to work. We hope that the coming year will bring about some positive changes in the way law enforcement in the county can serve the public. With the new 911 dispatch center, more training for personnel, the City of Ithaca dispatch coming on board at central dispatch, and the possibility of the radio system getting the upgrade it has needed for a long time. Those changes will give better response time, greater radio coverage and safer environment for the officers serving the community.
