Cross, Superintendent of Public Works%/,] J PERIOD: 6/1/01 through 6/30101 �� REPORT BY DEPARTMENT: A. VILLAGE ENGINEER - 1. PUBLIC WORKS Office Hours 9 A.M. - 4 P.M. Street System: Most of the drainage work on the 400 -500 block of Highland Road has been completed. Curbs on the 300 block of Highland have been removed and the DPW is now in the process of installing new drainage on that section. Asphalt base stabilization is scheduled for late July. New curbing is to be installed in early August and final paving will be done in late August. �— We have received two bids for new granite curb for the Highland Road project. Geneva Granite bid $12.95/If and Syrstone bid $14.00 /lf. I recommend that we contract with the low bidder. Therefore, I am requesting that the Trustees pass a resolution authorizing me to write a purchase order to Geneva Granite Co., Inc. for purchase and installation of 4,0001f +/- at a unit price of $12. /If. .).R //f b. Storm Water System: no report c. Water System: Although we believed that the water problem by the Kendal driveway was coming from the Bolton Point Transmission main, we agreed to do some preliminary excavation just in case it was actually a ground water problem. As it turned out it was a leak in the transmission main, but Bolton Point could not get their contractor there to do the work in time, so the DPW did all of the work. Unfortunately, Bolton Point has identified the cause of the leak to be an unusually' highly corrosive soil condition in that area. They expect to have to dig up the whole transmission main in that area and install some kind of protective coating to the existing pipe. d. Sewer System: no report. e. Solid Waste: Garbage collected for this month was tons. f. Equipment: DPW Fuel Consumption for this month: Gas = 619.10 gallons Diesel= 520.00 gallons Jeff Frisbie attended the auction at the NYS Thruway Authority in Albany, to bid on the used hot asphalt trailer. Although he was the highest bidder (at less the $2000), someone else beat him to the check out and signed it out before he could. g. Buildings and Grounds: Beaver Dam Construction has begun repairing the stone benches and pillars at Sunset Park. I have spoken to the owner at 425 Cayuga Heights Road about moving the stonewall that was built too close to the edge of the road. As per an agreement worked out him, the Village will demolish certain parts of the wall and he will reconstruct the wall farther back from the road. Some of the wall will still be within the Village ROW, and he will be issued a license (permit) to allow it to remain until the Village determines otherwise. This work has been scheduled for 7/25/01. h. Waste Water Treatment Plant: NYS SPDES Report for this month: Daily avg. flow was 1.749 mgd Max. avg. flow was 2.894 mgd w/ 0 permit exception(s) I attended the ISC meeting at the NYSDEC in Cortland to discuss and update the SEQRA process for the Bond Act projects. As the lead agency, NYSDEC will conduct a public scoping session, which is tentatively scheduled for sometime in September. The other ISC municipal members have expressed a desire to complete the negotiation of the intermunicipal sewer agreement before that public scoping session. L Personnel: Mike Newhart is still off duty on Workers Compensation, while receiving full salary from the Village. There was a negotiating session with the Teamsters on 617. The Village's negotiating team has also met to discuss the "financial package ", which will be presented to the Teamsters at the next negotiating session. j. Safety: no report 2. Planning Board Reviews: a. Site Plan Approval: none b. Subdivision Approval: I have received a detailed survey map from Tom McCarthy for the subdivision of his lot(s) into 3 separate building lots. Since' the original proposal, he has elected to provide access to each of the building lots directly from N. Sunset, in lieu of trying to utilize the old "Trail" for a common access to all of the lots. A public hearing has been scheduled for 7 /16/01 at 7:00pm to review the "preliminary" plat and to consider the SEQRA for determination of significance. Please be prepared to attend this early meeting and take time to follow the SEQRA process through to conclusion. 3. Ithaca /Tompkins County Transportation Council — a. Planning Committee:. b. Initial Project Proposals: none c. NYSDOT Projects: none 3. ZONING OFFICER - (see attached report for Zoning Permit Activity) 1. ZBA Actions: none 2. Zoning Enforcement Actions: On 6/15/01, 1 sent out several notices to property owners who had failed to mow their lawns in accordance with the Village Ordinance. The owner of 101 Burleigh Drive is from out of town and was unable to get anyone to job, therefore the DPW had to take the time to do the work. A bill will be sent to the owner. :.
