REPORT OF PUBLIC WORKS TO: BOARD OF TRUSTEES FROM: Brent A. Cross, Superintendent of Public Works v PERIOD: 8/1/01 through 8/31/01 REPORT BY DEPARTMENT: A. VILLAGE ENGINEER - 1. PUBLIC WORKS a. Street System: The granite curbing on Highland Road has been completed. We have decided to get all of the work done along the edges of the road, such as driveway aprons, lawn repairs, etc. before doing the final paving. This should avoid contaminating the fresh asphalt with topsoil and oil /greases. Therefore the revised schedule is to get all of this work done early enough to allow the final paving to be done by the end of the September. b. Storm Water System: The underground portion of the new culverts has already been installed on Highland Road. The surface inlet hardware has to be installed before the final pavement is placed. c. Water System: no report d. Sewer System: no report e. Solid Waste: Garbage collected for this month was tons. Equipment: DPW Fuel Consumption for this month: Gas = 447.45 gallons Diesel = 513.71 gallons g. Buildings and Grounds: Since the last meeting, the DPW has continued to "clean- up" around the yard at the facility on Sheldon Road. Additionally, the DPW has installed a cable gate system to be closed when the facility is not occupied. As per the resolution at the last meeting, I have notified Post -Frame Solutions (div. Of Secor Lumber) that we intend to contract with them for the salt storage building that they provided the successful bid for. They are preparing a contract to be signed by the Mayor. Additionally, the resolution requires that the Public Works Committee make a final determination for the location of the building on the DPW site. We will take up this issue at the regularly scheduled PWC meeting on 9113/01. h. Waste Water Treatment Plant: NYS SPDES Report for this month: Daily avg, flow was 1.873 mgd Max, avg. flow was 2.572 mgd w/ 0 permit exception(s) On 9/6/01, the NYSDEC conducted a public hearing at the Lansing Town Hall to hear comment on the scope of work for the ISC project that will result in new sewer service to be provided in the Town of Lansing. This meeting was not a forum to discuss the details of the proposed partnership, but limited to public concerns on the impacts that the project might have on the environment. Trustee Lynn and I attended another ISC meeting to discuss the details of the proposed partnership. The group seemed to be pleased that Cayuga Heights has stated our intentions relative to the sale of the WWTP to the partnership. A subcommittee of the technical representatives was directed to review the possibilities of determining the value of the Cayuga Heights WWTP. I. Personnel: Mike Newhart is still off duty on Workers Compensation, but has used up the 13 -week allowance for full pay by the Village, and will now be paid directly by PERMA. Ed Quick has been diagnosed with a severe back injury, and will be off duty on Workers Compensation to have corrective surgery. There were two more negotiating sessions with the Teamsters. We have accomplished most of the terms and conditions type of language and have started to talk about the "financial package" issues of the contract. Although not all of the items have been agreed upon, progress has been made. j. Safety: no report 2. Planning Board Reviews: a. Site Plan Approval: none b. Subdivision Approval: none 3. Ithaca/Tompkins County Transportation Council — a. Planning Committee: no report b. Initial Project Proposals: none c. NYSDOT Projects: none B. ZONING OFFICER - (see attached report for Zoning Permit Activity) 1. ZBA Actions: none 2. Zoning Enforcement Actions: The latest word from the NYSEG engineering department is that they have been instructed to investigate two options: 1) to relocate the entire assembly; 2) build a new enclosure to the minimum sized specifications. No official response has been received. C. BUILDING COMMISSIONER - (see attached report for Building Permit Activity) Due to the recent terrorist situation with air travel, the New York State Building Officials have chosen to reschedule their trip to the International Building Conference to Greensboro, NC in late October. Therefore, I will be attending this month's meeting.
