Minutes 9/17/2001Minutes of the Regular Meeting September 17, 2001 Village of Cayuga Heights Board of Trustees Present: Acting Mayor Fleming, Trustees Kusse, Lynn, Collyer, Antil and Dunning, Police Chief Lansing, Supt. Cross, Attorney Tyler Absent: Mayor Anderson, Fire Chief Day, and Treasurer Silber Others: Fernando de Aragon, Gillian Hagfons, Kay Newman, Marybeth Manning and Weston Emerson. At 7:40 PM. Wayne Fleming, acting as Deputy Mayor in Mayor Anderson's absence, commenced the Privilege of the Floor. Fernando de Aragon of the North Campus Gateway Committee presented a slide show of the different concepts that the Committee is working on to find and improve a way for vehicles to move through N. Campus. There was discussion on what would be gained by Cornell instituting a new entrance via N. Campus and concern about impact on Village properties and Pleasant Grove Road. Deputy Mayor Fleming thanked Fernando for his presentation. There were corrections made to the Minutes of August 27, 2001. Deputy Mayor Fleming asked for a motion to approve the minutes with corrections. Motion by Trustee Collyer, Seconded by Trustee Kusse VOTED to approve the Minutes of the September 17, 2001 Board of Trustees Meeting. Acting Mayor Fleming, Trustees Collyer, Kusse, Lynn, Dunning and Antil voted YES There was no report of the Mayor. Trustee Dunning reported on the progress of the Deer project. Paul Curtis is back in town and is in touch with Adelaide Gomer. Police Chief Lansing presented his report, which is on file. There was an arrest of 8 people last month, which solved existing crime in the County. Chief Lansing has attended meetings at Cayuga Heights School regarding the speed of traffic in the school vicinity. The question has been raised to request the institution of a school zone on the Parkway, Hanshaw and E. Upland Road. Chief Lansing is exploring the possibilities of reducing the speed in those areas to 20 mph. Supt. P.W. Cross remarked that a Public Hearing would be needed before this was enacted. Deputy Mayor Fleming is in favor of a school speed zone and will investigate the possibility. Chief Lansing reported that the new police car is now fully operational, with the remainder of the repairs being done at the Village's expense. It cost $400 to get the console installed. Regarding Kendal, Chief Lansing said that Kendal is reporting incidents first hand now but more cooperation from Kendal is needed. Trustee Kusse said that background checks on employees need to improve, but Chief Lansing has discussed this with Kendall and they seem to be doing a thorough job. Chief Lansing proposed that the Village enact an ordinance directing residents who so desire to provide the Fire and Police Dept. access to keys for their properties by purchasing a "lock box" which is controlled by Central Dispatch. Trustee Collyer asked for information on the Fire Protection in Forest Home. Attorney Tyler said that Treasurer Silber is working on it. **************************************** * * * * * * * * * * * * * * * * * * * * * * * * * * * * * ** Treasurer Silber was not in attendance; however, his report was on file. The Abstract of Vouchers was distributed. Trustee Lynn asked about water charges to the City of Ithaca. Supt. Cross explained that a few houses in the Village are not on the Bolton Point system. Motion by Trustee Kusse, Seconded by Trustee Dunning VOTED to approve Abstract of Vouchers as presented. Acting Mayor Fleming, Trustees Collyer, Kusse, Lynn, Dunning and Antil voted YES Supt. of PW Cross presented his report, which was on file. Clean up at the DPW on Sheldon Road is ongoing. The chain gate is up but the chain has been changed to plastic coated cable. The Public Works Committee has discussed the placement of the new salt storage building. 2 A subcommittee of the technical representatives of the ISC was directed to review the possibilities of determining the value of Cayuga Heights WWTP. Personnel β€” A decision has been made to pursue filling the open Sr. MEO position. Applications have been available to current employees and are due back to the office by September 21. A recommendation should be ready by the October meeting. Planning Board Topics β€” Tom McCarthy has asked for street numbers for his new lots on N. Sunset. #208 exists, so the next two numbers, #210 and #212 will be assigned. The Board directed Supt. Cross to notify the proper officials about this change. Trustee Kusse expressed concern about the style of the houses being built β€”he does not want them to be mirror images of each other. Supt. Cross assured him that the houses will be significantly different. The first one will be a Tudor style with brick.. Trustee Collyer asked when the striping on the roads would be done. Supt. Cross said that it is usually done in the fall and will probably be done after the paving is finished. Attorney Tyler presented his report. Chief Day has presented a proposal to Atty. Tyler for his review on the policy for "outside" users of the Cayuga Heights Fire Station. Atty. Tyler will review the proposal and return it to Chief Day, hopefully by the October meeting. Attorney Tyler distributed a letter he received from the attorneys of Mr. Bradshaw and the Village Barn neighbors. After discussion, Deputy Mayor Fleming stated that the letter was lacking merit, because the Village Barn activities long pre -dated the residential dwellings now located in the neighborhood. Clerk Manning reported that due to the New York City disaster, she did not attend the NYCOM Conference.
