Minutes 10/28/1997..:;V VILLAGE OF CAYUGA HEIGHTS BOARD OF TRUSTEES Minutes of a Special Meeting of the Board of Trustees of the Village of Cayuga Heights held October 28, 1997 at 4:30 PM in the Village Hall. PRESENT: Mayor Anderson; Trustees Bisogni, Collyer, Fleming, Kira, Kusse; Supt. of Public Works Cross. ABSENT: Trustee Meinhardt. Mayor Anderson called the meeting to order at 4:30 PM, opening a discussion regarding Bolton Point's request for construction of a pole barn at a cost of $75,000 for which municipal authorization is required for Bolton to expend this sum from its Capital Fund. No action was taken. The First Congregational Church has requested to install directional signs at various locations throughout the Village. Since this is not subject to the sign regulation in the Zoning Ordinances, Trustee approval is required.' Motion by Trustee Fleming, seconded by Trustee Kira: RESOLUTION 4866 - ALLOW DIRECTIONAL SIGNS FOR CHURCH VOTED that, because it is a request specifically from a church, the First Congre- gational Church located at 309 Highland Road be allowed to erect no more than five directional signs at various locations of their choice throughout the Village. Trustees Bisogni, Collyer, Fleming, Kira, Kusse.voted YES. There was lengthy discussion concerning the document from Bolton Point, "Capacity Allocation Proposal" with respect to the water system expansion. Motion by Trustee Collyer, seconded by Trustee Fleming: RESOLUTION 4867 - APPROVE CONCEPT OF BOLTON POINT CAPACITY ALLOCATION PROPOSAL VOTED to approve the concept of the Capacity Allocation Proposal with the under- standing that no cost would be incurred by the Village of Cayuga Heights residents unless the allotted 355,000,000 gallons of water available for use by the Village is exceeded. Trustees Bisogni, Collyer, Fleming, Kira, Kusse voted YES. Options were discussed in connection with the Comprehensive Water System proposal, including methods of transmission of water from Belton Point to the City of Ithaca. There was sentiment that option 3A should be further studied, particularly regard- ing energy costs. Motion by Trustee Fleming, seconded by Trustee Collyer: RESOLUTION 4868 - AUTHORIZE POLICE CHIEF TO•HIRE DONALD SCANLON VOTED to authorize Police Chief Wall to hire Donald Scanlon for the position of School Crossing Guard to fill the vacancy created by the 10/24/97 resignation of Patricia Tobin at the current rate of pay of $8.50 per shift. Trustees Bisogni, Collyer, Fleming, Kira, Kusse voted YES. Trustees were asked to have ready for the November meeting their thoughts about what programs, etc., they would like to get from the Senior Citizens organization in return for the Village's contribution. - Supt. Cross distributed a memo explaining the need for the purchase of a used Bombardier. It will be discussed further at the November meeting. Trustee Collyez moved and Trustee Fleming seconded to adjour the meeting. Meeting adjourned at 5:25 PM Anne Krohto Clerk
