Minutes 10/21/1996VILLAGE OF CAYUGA HEIGHTS BOARD OF TRUSTEES (9� Minutes of a regular meeting of the Board of Trustees of the Village of Cayuga Heights held October 21, 1996 at 7:30 PM in the Village Hall. ® PRESENT: Mayor Anderson; Trustees Bisogni, Collyer, Fleming, Kira, Kozen, Kusse; Attorney Tyler; Treasurer Silber; P.W. Supt. Cross; Police Chief Wall; Fire Supt. Day. OTHERS: Patricia Meinhardt, Ithaca High School Students. Mayor Anderson called the meeting to order, opening it to privilege of the floor. Patricia Meinhardt, Village representative to T.C. Environmental Management Council, discussed with the Board the document developed by the EMC entitled, "Framework for Long Range Environmental Planning in Tompkins County" which relates to the quality of life in the County and the specific environmental issues. She explained that the document was not a plan, per se, but an overall attempt to get ideas on paper. She stated the Committee encourages community participation and asked for specific concerns. Trustee Kozen expressed desire for emphasis on economic growth in the information sector. Issues of traffic, bicycle pathways, availability of land for agriculture and hazardous waste disposal were briefly mentioned, and in connection with the latter, there was Board consensus that Villagers would be willing to pay a small fee for disposal of their hazardous waste materials. In response to her question as to whether the Board felt the Committee was "well- balanced" and "set the right tone" regarding issues, the Board praised the Committee for their efforts. Dr. Meinhardt assured the Board she would return upon request to provide updates. Motion'by Trustee Kira, seconded by Trustee Fleming: VOTED to approve the minutes of a regular meeting held September 16, 19,96 as pre- viously furnished Trustees in copy form. Trustees Bisogni, Collyer, Felming, Kira, Kozen, Kusse voted YES. * ** Mayor Anderson reported on the following: - ITCTC, County MPO, is pursuing a study of the Northeast Subarea Study. Motion by Trustee Kozen, seconded by Trustee Kira: RESOLUTION 4785 - APPROVAL OF FUNDS FOR NORTHEAST SUBAREA STUDY VOTED to support the coordinated effort of the Northeast Subarea Study and to approve an amount not to exceed $3,000 to be used for this Study. Trustees Bisogni, Collyer, Fleming, Kira, Kozen, Kusse voted YES. Trustees were given copies of Lansing Community News - a weekly newspaper promoted by Matthew Shulman (see Minutes of July 15, 1996 under Mayor's Report). No action was taken relative to VCH participation. - Letter from Roger Christian re a proposal to "trigger" a recommitment of'the CHCA to reorganize. The letter was given to Trustee Kozen who will give a recommendation on its feasibility at a future time. - Cornell Cooperative Extension is offering a course on stream management - October 31. Cost - $10.00. - Letter from T.C. Soil & Water Conservation District relative to water runoff con- cerns from residents on Berkshire and Cayuga Heights Roads and N. Sunset Drive (see Minutes of July 15, 1996) stating that since the Village hus access to computerized information, they will not pursue it. - Letter from Eric Patterson re the problem caused by the shared use of the sidewalk along Pleasant Grove Road by pedestrians and bicycles. - Letter from Randy Ehrenberg, Principal of CHES, requesting financial support in the amount of $500 from the Village to aid in implementing a program entitled, "Proposal for the Homework Club 1996 -97" for students at the school who are underachieving. It was formally rejected by the Board on the basis that it is inappropriate. Ms. Ehrenberg will be so informed. Minutes of regular meeting - 10/21/96 2 C C/ CHCA - No monthly report. Fire Supt. Day submitted his report which has been placed on file. Supt. Day reported there were no bids received for Engine 202. He will place ads in national magazines for the sale of same. New engine delivery date - first week in January. Treasurer Silber's monthly reports are on file in the Village Office. Motion by Trustee Fleming, seconded by Trustee Kira: RESOLUTION 4786 - APPROVE REAPPROPRIATIONS VOTED to approve the following reappropriations as recommended by the Treasurer: 1 /Acquisition of DPW Truck: $26,785 From:G /F Unappropriated Surplus; $15,000 from W/F Unappropriated Surplus and $15,000 from S/F Unappropriated Surplus To:A5110.2 $15,000; A5142.2 - $11,785; G8120.2 - $15,000 and F8350.2 - $15,000. 2 /Reappropriation of Revenue received from Kendal: $25,000 to A1710; $25,000 from G/F Unappropriated Surplus; $50,000 To: A5112.41. 3/ Acquisition of Chain for Sewer Plant: $24,202 From S/F Unappropriated Surplus To: G8130.2 - Sewer Plant Equipment. All of the above were planned and funded in 1995 -96 for projects which could not be completed in time. Trustees Bisogni, Collyer, Fleming, Kira, Kozen, Kusse voted YES. VOTED to approve the Abstract of Warrants dated 10/21/96 in the following amounts: General Fund - $68,067.63; Sewer Fund - $28,619.96; Water Fund - $17,187.77 with a change to a Sewer Account for Yaws to read: G8130.46 and to add Crandall Automotive - A1640.45 - Central Garage Contract Exp. for tank removal - $2,000. Trustees Bisogni, Collyer, Fleming, Kira, Kozen, Kusse voted YES. Motion by Trustee Fleming, seconded by Trustee Collyer: RESOLUTION 4788 - IMPOSE CHARGE OF TEN DOLLARS FOR CHECKS RETURNED FOR INSUFFICIENT FUNDS AS PER GENERAL MUNICIPAL LAW VOTED resolved that the Village of Cayuga Heights shall impose a charge of $10.00 for each instance where a payment to the Village is made by check or other written order which is returned for,insufficient funds. (GML Sect. 85). Trustees Bisogni, Collyer, Fleming, Kira, Kozen, Kusse voted YES. Motion by Trustee Fleming, seconded by Trustee Kira: RESOLUTION 4789 - ADD TWO DOLLAR FEE TO STATE - MANDATED MAILING OF UNPAID TAXES PER REAL PROPERTY TAX LAW VOTED resolved that the Village of Cayuga Heights shall charge property taxpayers a fee of $2.00 for the State - mandated mailing of a notice of unpaid taxes. (RPTL Sect. 987). Trustees Bisogni, Collyer, Fleming, Kira, Kozen, Kusse voted YES. Village Attorney Tyler reported on the following: 1 /he is working with Supt. of P.W. Cross on internal guidelines for the DPW. Draft copies were distributed to Board members for their perusal and comments. 2/ Time - Warner - no change. 3/ He has decided to catalog the Village's property holdings with Supt. Cross's help. Police Chief Wall presented his monthly report which is on file. Motion by Trustee Fleming, seconded by Trustee Kira: RESOLUTION 4790 - AUTHORIZE CHIEF WALL TO PURCHASE LIGHT BAR VOTED to authorize Chief Wall to purchase a light bar for the 1997 Ford Explorer at a cost of $600.00 to be expended from the equipment account. Trustees Bisogni, Collyer, Fleming, Kira, Kozen, Kusse voted YES. Supt. of P.W. Cross submitted his report which has been placed on file. WWTP: NYS SPDES Report for October: Daily avg. flow 1.834 mgd; Max avg. flow 2.594 mgd; with 1 permit exception. Minutes of regular meeting - 10/21/96 �Do Motion by Trustee Kira, seconded by Trustee Fleming: 4 RESOLUTION 4791 - AUTHORIZE TRANSFER OF LIST OF OVERDUE TAXES AND CERTIFICATION TO THE COUNTY FOR RELEVY VOTED to authorize the Tax Collector to transfer the List of Overdue Taxes and Certification to Tompkins County for relevy. Trustees Bisogni, Collyer, Fleming, Kira, Kozen, Kusse.voted YES. Motion by Trustee Fleming, seconded by Trustee Collyer: RESOLUTION 4792 - APPROVAL TO HIRE JULIA HUGHES AS COURT CLERK VOTED to hire Julia Hughes o fill the vacated position of Court Clerk on a permanent, part -time basis at an hourly rate of $9.50.
