VILLAGE OF CAYUGA HEIGHTS
BOARD OF TRUSTEES
Minutes of a Special Meeting held by the Board of Trustees of the Village of
Cayuga Heights on February 3.8, 1993 at 7:00 PM in the Village Hall.
PRESENT: Mayor Anderson; Trustees Collyer, Fleming, Janis, Kira, Perry, Pimentel;
Attorney Geldenhuys; Police Chief Wall; Fire Supt. Leonhardt.
OTHERS PRESENT: Paul Lewis, Peter Trowbridge, Tom Niederkorn, Barbara Blanchard,
several other Kendal representatives, two Cornell University students, M/M Boynton,
John O'Connell, Elmer Robinson.
Mayor Anderson opened the meeting stating that it had been scheduled to grant the
request by the Kendal Corp. for a pre- application conference in connection with
their plan to develop the Savage Farm as a Continuing Care Retirement Community.
Paul Lewis, V.P. of the Kendal Corp., opened the presentation stating that Kendal
requested the meeting primarily to "listen and work together," and that more
detail will be forthcoming in the preliminary plan application which they hoped to
submit soon. He clarified the point that, should the project go forward, the Yeh
property is under agreement with Kendal Corp.
Peter Trowbridge, Landscape Architect, presented drawings showing site character-
istics. Trustees raised questions concerning property tax revenues; Trustee Janis
voiced a concern that a number of houses will be placed on the market at the same
time by prospective residents of the Retirement Community. Mr. Lewis said that
the entire facility will open at once, thereby allowing a time frame for the sale
of these houses from Summer, 1993 to the projected opening in Winter, 1995. Mr.
Boynton, realtor, stated it was his experience in such cases that it does not
cause a depression in the market except for those who think their house is worth
more than the general market price.
Mr. Trowbridge reviewed traffic patterns within the site and there.was some discus-
sion regarding secondary emergency access - possibly from Highgate Road. Traffic
volume on N. Triphammer Road was of great concern. Police Chief Wall discussed
safety and security issues. The Village Attorney and Fire Supt. had no questions.
In closing, Mr. Lewis stated they will be submitting a preliminary application plan
showing greater depth and detail in the near future.
