HomeMy WebLinkAboutContract--NYS Route 13 Water Main SCLIWC Exhibit B 10-07-14.pdf Village of Lansing/Bolton Point Dual Purpose Main Operational and Transition Procedures October 7, 2014 Normal Operation and Procedures The proposed dual purpose (BPWS water transmission and Village water distribution) 18-inch water main crossing under NYS Route 13 will normally function as a part of Village distribution system. SCLIWC shall perform routine maintenance, in accordance to its existing transmission main valve and hydrant maintenance program, on the four (4) 18-inch valves in-line and immediately adjacent to the existing 18- inch SCLIWC transmission main on an annual basis. The Operator of the Village distribution system (currently SCLIWC) shall perform routine valve and hydrant maintenance on the remainder of the valves and hydrants shown on the appended drawing, in accordance with SCLIWC’s distribution valve and hydrant maintenance procedures and at a frequency of not less than annually. From time to time, SCLIWC might require use of this main when undertaking repairs, maintenance, or replacement of the existing SCLIWC 18-inch transmission main under NYS Route 13 immediately west of the dual purpose water main. The following procedures will apply: Procedures for transition from Distribution to Transmission Service and Vice versa In some cases, the transfer of the main from Village distribution to BPWS transmission service will need to occur within one hour or less of discovery of a problem with the existing BPWS crossing of Route 13. SCLIWC shall notify the Village Superintendent of Public Works (Superintendent) or his or her designee as early as possible before transferring the main from Village distribution to BPWS transmission service. It shall be ascertained whether at least one of the two 8-inch Village distribution mains crossing Route 13 is in service before implementing the transfer of service. If not, SCLIWC and the Operator of the Village distribution system shall install a temporary hydrant-to-hydrant supply between the two new hydrants “A” and “B” as indicated on the appended drawing, using minimum 4.5-inch hose rated and reserved for potable water use only and a minimum 4-inch hydrant-mounted pressure reducing valve adjusted to the operating pressure of the Village system. SCLIWC shall maintain an inventory of and supply the required materials. The Operator of the Village distribution system shall notify the Tompkins County 911 Center that the Village distribution system south of Route 13 is subject to limited fire flow. If SCLIWC is unable to contact the Superintendent or designee within a suitable time period, and if the BPWS transmission system can no longer function without the use of the dual purpose water main, and if it has been ascertained that at least one of the Village 8-inch distribution mains crossing Route 13 is in service or the above-described temporary supply has been established; SCLIWC may complete the transition of the dual purpose water main without notification to the Village. SCLIWC shall make notification to the Village as soon as practical after completing the transition. SCLIWC and the Operator of the Village distribution system shall complete transitions from distribution to transmission service, and vice versa, taking all reasonable precautions and following generally accepted procedures to prevent damage to both systems. Such precautions and procedures shall include operating valves so as not to over-pressurize or depressurize either system. SCLIWC shall notify the Superintendent or designee within 24 hours after the need to use the dual purpose water main for transmission service has passed. SCLIWC and the Operator of the Village distribution system shall collaborate to return the dual purpose water main to Village distribution service at a time agreeable to SCLIWC and the Village.
