Page 1 of 4 Introduction There are two existing Village water mains that cross the NYS Route 13 right-of-way to serve Village customers south of the highway corridor. One crossing, at the Warren Road intersection is understood to be a 10 inch cast iron pipe and partially installed within a steel casing. This at- grade intersection does not include deep fills associated with entrance/exit ramps and overpass. As such, the main on Warren Road is buried at a customary depth. The second crossing, located adjacent to North Triphammer Road was originally installed at conventional bury depths prior to the construction of the North Triphammer Road overpass. The embankments constructed for the overpass interchange place the 8 inch main at significant bury depths which impede the ability to locate pipe breaks and complete emergency repairs promptly. Both mains are pressurized from the Airport Tank and are interconnected through other Village mains on Sheraton Drive and Uptown Road. This portion of the Airport Tank distribution system south of the highway corridor also supplies customers in the Highgate Circle area through the Highgate Circle Pressure Reducing Valve (PRV). The PRV is connected to the North Triphammer Road main via 1,100 feet of 8 inch pipe installed along the northerly boundary of the Sevanna Park and Lansing West Apartment properties. In addition to the Village water mains, an 18-inch ductile iron transmission main owned and operated by the Southern Cayuga Lake Intermunicipal Water Commission (Bolton Point) crosses beneath NYS Route 13 at a location approximately 1,300 feet west of the North Triphammer Road corridor. The 18 inch pipe is installed within a 32-inch steel casing that was originally bored between the north and south boundaries of NYS Route 13. This transmission main connects the Oakcrest Road Pump Station to the East Hill Storage Tank on Hungerfod Hill in the Town of Ithaca. At present, there is no redundant crossing of the NYS Route 13 corridor for the Bolton Point transmission main. To avoid the extreme excavation conditions involved with repairing the Village’s water main in the vicinity of the North Triphammer Road interchange, a new extension of the Airport Tank distribution system between the north and south boundaries of NYS Route 13 is proposed. The Village crossing will be located in close proximity to and parallel with the Bolton Point transmission main. The adjacency of the Village and Bolton Point mains will facilitate interconnections between the two pressure zones that can provide, on a temporary emergency basis, a redundant crossing for the Bolton Point transmission system. The following sections describe the extents of the new crossing, the method of operation, estimated project cost and method of financing. Proposed Water System Improvements The extents of the proposed crossing improvements are illustrated on sheet C102 and include approximately 402 feet of 18-inch ductile iron pipe, 4 gate valves, 2 fire hydrant assemblies and other necessary fittings. Roughly 196 feet of the 18 inch pipe will be installed in a steel casing to be bored beneath NYS route 13 between the highway boundaries. There will be short interruptions in the Bolton Point transmission system to complete the installation of in-line valves at the two points of connection. A short disruption of service will occur for Village customers downstream of the Highgate Circle pressure reducing station while the interconnection between the new and existing 8 inch mains on the south side of NYS Route 13 is completed. 2 of 3 Project Conditions The water main route will cross an existing drainage channel that runs parallel to the south highway boundary. The channel crossing will require stabilization of the slopes and invert to minimize scour. In addition, several trees and brush will be cleared at both the north and south ends of the pipe route. Soil borings completed in 2014 for the proposed transmission main project indicate bedrock was encountered at a depth of 6.5 feet below existing grade along the south side of NYS Route 13. It is expected that boring for the installation of the pipe casing will not encounter bedrock although rock excavation may be required for the drainage channel crossing. Permanent easements and temporary construction easements must be obtained from Rehold Lansing, LLC and Lansing West Apartments, and 3 Highgate North East to facilitate connecting the new 8 and 18 inch pipes to the existing mains. Water System Operation On a regular basis, the improvements will be operated and maintained by the Village of Lansing as part of the Airport Tank distribution system. The North Triphammer Road crossing will continue to be used to support the looped system until such time as a pipe failure forces closure of that portion of main buried beneath the interchange ramps. When necessary, the operation of isolation valves between the Bolton Point transmission system and Airport Tank distribution system will allow Bolton Point to use the new crossing to effect repairs or replacement of the existing 18 inch transmission pipe. During such occurrences the Village can maintain service to customers south of NYS Route 13 via the Warren Road crossing and/or the North Triphammer Road crossing. Normal operating pressures within the Airport Tank grid at the crossing will be approximately 100 psi. When utilized by Bolton Point the main pressure will temporary increase to 135 psi, however the isolation valves will segregate the higher pressure from the Village’s system. Cost of Improvements The total estimated cost for the proposed public works improvement project is approximately $366,642 based on the following itemized scope of construction. Note, the final installed quantities may vary from the estimated quantities. A proportional share of the project cost will be reimbursed to the Village by Bolton Point per a formal use agreement executed by the two parties. For the purpose of developing the use agreement, the project cost for those items of work associated with the crossing improvements are proposed to be shared per the following percentages.
