Attending: • Council Members present: Matt Ulinski (chair), Joel Gagnon, Mary Woodsen, Ruth Sherman • Council Members absent: Clare Fewtrell, Don Schaufler, Bill Evans • Non-Members present: Elizabeth Keokosky (secretary), Ronda Roaring (citizen of Danby), C.J. Randall (town planner) Meeting opened at 7:10 pm Minutes approval postponed to end of meeting Agenda Review (Additions or Deletions) None Public Comments/Privilege of the Floor (later referred to as PoF) None Agenda Presentation by C.J. Randall, Town Planner on Natural Resource Index (?) (NRI) C. J. presented a series of “base” ARCGIS maps for Danby to get comments from the members of the Council. Comments on each map below: Esthetic and accuracy concerns – First look at basic natural resources – critique. 1) Basic Map • Roads/ wetlands • Questions on streams or wetlands – • Information surrounding as context - not distracting – keep • Tioga county info needed • increase transparency on state lands • indicate county designated agricultural districts or show farm land instead of agricultural districts? • Make difference between seasonal and minimum maintenance roads clearer • Balance between too much and too little • PoF: show Danby State Forest on an overlay Town of Danby Conservation Advisory Council Minutes Page 2 of 4 2) Arial map in May of Tompkins County tax parcels • group liked 3) Bedrock geology – foundational info • 5 geological layers • Legend doesn’t reflect colors on the map – change colors so both are the same 4) 100 year flood zone • Questions on how up-to-date – source 1972 data? • Danby may be part of Seneca Lake and Upper Susquehanna data collection to update flooding • In 2015 - some roads in Danby flooded more than indicated on map • FEMA data out of date? • Should add buffers? • County highway part of Road Project 5) Ground Water Resources • Bedrock well • Labeled gpm = gallons per minute • Get bedrock depth? • PoF: Tallow Hill Road doesn’t exist- Comment – reverted to its owner • Questions about abandoned roads showing up, or not – Danby Highway department has project checking on where roads begin and end. • Don’t add parcel data 6) Protected Lands • Conservation easements and state lands • How protected is State Land? – Dept of Corrections is allowed to use land 7) Slopes • Show slopes with topographical gradations and contour lines instead of current binary black and white • DEM digital elevation model layer - under it – try different configurations to see which is best • LiDAR map – aerial mapping technology 8) Soil Map • Labeling so dense it is difficult to read • (refer to Soil key) refer back to Tompkins county soil survey – will be a pop out section • color – no labels? 9) Wetlands, Streams, Hydric Soils Town of Danby Conservation Advisory Council Minutes Page 3 of 4 • add Tompkins County wetland data • road names needed? • Use DEC or NWI definition of wetland? • Arguments and inconsistences about wetland boundaries shown • Next step is ecological communities General Comments: C.J will send maps to members via email Ruth thought addition of Vegetation map from Tompkins County would be useful Joel commented on usefulness of all maps in same scale C,J. Will display as/with Story map (have pictures) to play with Matt: may be able to get a 96” Monitor for exhibit of maps Report updates • Town Management Plans - Matt still working on them - needs Don and Joel’s to get together with him. • Matt put an article in DAN – wants to do another one. Any other ideas or articles – send to him • Neighborhood Get Together – Matt will follow up with Bill • Reviewed Poster display for Earth Day – What to put on poster? Map of Danby overlay on easement and protection layer. Blow up of Rack card. UNA info. Quote from Town’s Comprehensive Plan about protecting rural character. • Summary of what is involved in Easement. Boiler plate. Clare interested. Matt getting Clare the Easement Template • Joel report on Mary Wimsatt - keen to proceed walking property with members to start process – Monday and Wednesday bad for her. Friday good time for most members. Joel will schedule with her for week from this Friday, or following Friday? Has around 40 acres. • Mary given up on getting an easement on person across road from her. Has a naïve view of complications involved. Easement could possibly take 3-4 months, if straight forward. Often involves multiple people to come to decisions. Appraisal alone takes 2 to 3 months. Still don’t have enough experience to make a standard checklist. No Executive Session Draft January and February 2018 minutes approval, with Joel’s corrections which have been incorporated Joel moved to approve both minutes, Matt seconded.
