Steinmetz Chief of Police To: The Honorable Kate Supron, Members of the Board of Trustees, Village of Cayuga Heights I hereby submit the annual report of activities for the Cayuga Heights Police Department during the year of 2012. The Police Department has endured major personnel changes during the year stemming from the retirement of Tom Boyce. Tom left the village in late January leaving the position of Chief of Police vacant. In mid-February the Village Board selected mre to be elevated to the position of Chief of Police. This caused a ripple effect of; a vacant Patrol Officer position and the absence of someone working in the capacity of a Sergeant. ln August we filled the vacant Officer's position by hiring David J. Amaro. David came to us with over 3 years of law enforcement experience,, the last two being with the City of lthaca Police Department. ln Septemberthe department promoted OfficerJerry L. Wright, a12year veteran within our department, to the position of Sergeant. ln addition to the changes within the ranks, our Police Clerk, Lisa j. Withrow resigned as her husband had a career change and the family relocated. We were very fortunate to hire Jaclyn D. Carr as our new Police Clerk. Jackie came to us from the Village of Dryden where she was employed for six years, three in the Village Clerk's office and the last three as the Police Department's Clerk. The department continued to be challenged with increased demands as technology continues to change, reporting requirements, and other mandates are instated coupled with the administrative modifications that follow the hiring of a new administrator. The county wide "spillman" system still shows us we will continue to learn and utilize its capabilities We continued to perform special traffic details by utilizing state grant and county STOP D.W.l. funds. This allows the department to have an additional, dedicated officer on these details without the financial burden. The department will continue to research and apply for this additional funding. The department personnel inspire me. As the statics for 2OI2 were analyzed, apparent was an increase for service in almost every category; felony, mi:;demeanor, local law and vehicle & traffic complaints; felony and violation arresU total vehicle & traffic tickets issued. This is reflected in the 11.5% increase for "Calls for service" this year. These increases were endured while facing staffing shortages but in dissimilarity, were done with the reduction of additional man hours for the deoartment. The number of non-vehicle & traffic arrest increased by 4o%. Vehicle & traffic criminal (felony and misdemeanor) arrest increased by 44% with the total number of Uniformed Traffic Tickets issued increasine by a0%. Parking tickets remained consistent with last vear, The department remains committed to providing the community with a police department that meets their needs and will continue offering service oriented programs. Some of the objectives for 2013 are utilizing the Spillman System to make construction of this annual report more efficient, continue identifying and addressing department training needs and establishing a quality assessment and career development program for the department. I am excited about the year 2013, with a full staffing contingent and the diverse capabilities of all; I think the department can prosper while continuing to grow meeting the best standards and practices for the department and ultirnately the village.
