The Police Department has experienced some personnel changes during the year. The full time officers have remained intact with the changes being refleeted in the department's part time employees. After 10 years of dedicated service Officer Karl Bowers stepped down and I would like to take this opportunity to thank him. This left the department with two vacancies for part time police officer. An interview process was initiated, and as a result we welcomed Officer James Landon and Officer Pete Huges to the department. Both have prior law enforcement experience and have already shown their worth to the village and its residents. I would also like to greet James Conlon who was hired in the department's part time police clerk's position. James retired from the Ithaca College Campus Safety Division after 22 years of service, the last l0 as a dispatcher. He is very capable and a perfect fit within our department. Lastly I would like to also embrace Valerie Caward, an additional School Crossing Guard who is utilized when coverage is needed. The 2011 year continued to challenge the Police Department, as with every municipality, with increased demands for service and increased work loads, while maintaining the same department resources. We were able to meet these challenges by using the newly implemented (December 2010), county wide "Spillman" system. Spillman incorporates a Computer Aided Dispatch, Mobil Data, and Record Management Systems. One of Spillman's strongest assets is a county wide, shared data base that can be accessed by all county law enforcement agencies that are on the system. Another value is the search ability of this data and the reports that can be generated from it. The system continues to be a work in progress as we further learn it's capabilities. The Village's Deer Remediation Program is still a topic of high interest. The Police Department will continue to monitor the project to irrsure the safbty of the village, and its resident's. In thc fall of 2010 the Police Department, fbr the first time ever, applied for an S.T.E.P. Grant, (Strategie Traffic Enforcement Frogram), through the NYS Govemors Traffic Safety Committee. The department was awarded the grant with the appiied emphasis being on pedestrian safety in the Cc,rners Community area and sehool zone speed enforeement. We are looking forward to implementing these special details and will eontinue to apply for future traffic grants. When the 201I data is analyzed it reveals a consistent number of felony, misdemeanor, and violation complaints handled when compared to 2010. There was an increase in the number of Village Ordinance complaints handled as the result of additional Dog Control Law violations being reported. Overall the department incurred aToh increase in the total number of complaints handled this year. The number of arrest nearly doubled this year with misdemeanor! violation, and warrant arrest reflecting the most increase. fhe department saw an increase in rthe number of Vehicle & Traffic Lau'arrest, and tickets issued. V&T misdemeanor iarrests doubled and the number of speeding tickets issued increased by 70%. The numbers reflect a lTYo rise in the total number of tickets issued for the year. Parking tickets remained consistent with last year. The other figures were relatively proportioned as in the previous year. The department's proposed 2012 goals and objectives are to maintain our commitment to providing the community with a strong, service oriented police department. This was the foundation our department was built on, and is one of the many reasons that our village is unique. With the use of continuing education, professional development, progressive training, and updated equipment we can meet this challenge. As we increase our knowledge of the Spillman System we hope to utilize our data for tracking incidents and criminal trends so we can target department resources as needed. Another priority will be Vehicle & Traffic enforcement with emphasis placed on pedestrian safety and speed enforcement. Submitted, ames M.
