I hereby submit the annual report of activities of the Cayuga Heights Police Department
for the year endiing 2010.
I am happy to rreport that we have not had any personnel changes within the ranks of the
full time police offtcer staff for the 2010 year. Our part-time officer staffhad one change
by Officer Brettt Cary leaving after 15 years of service for our police department. I would
like to take this opportunity to thank Offrcer Brett Cary for his exceptional contribution
of service to the Cayuga Heights Police Department. The rest of our part-time offrcer
staffhas remairred in tack for another year making them a very reliable and important
part of our department. Our Full time Police Clerk, Lisa Withrow, has successfully
completed all the final Civil Service testing and has been appointed to the full time Civil
Service status of Police Clerk. Lisa has been doing a great job and I look forward to
working with Lisa for many years to come.
The 2010 year has been filled with new changes and challenges. The year started with a
leadership change of a new Mayor and three new Trustees. It has been a pleasure to work
with the new Mayor and both the new and more seasoned Board members as we have
endeavored to dleal with the issues that affect the Village of Cayuga Heights. The deer
population issur: has certainly taken up a great deal of time and effort as we keep moving
through the pror:ess of bringing the deer committee's recommendation into a viable real
plan for the Villlage of Cayuga Heights. The Controversy surounding the deer plan
remains a very heated topic on both side of the issue and I do not see either side moving
toward middle ground on their beliefs of this issue. Another issue that we have all been
embroiled in would have to be the TCAT bus issue. We have spent many hours
monitoring, observing, and watching over this situation on the Northway and The
Parkway roads. The Village has even gone to the great lengths of bringing in a Traffic
Engineering and Planning Consultant firm to study the situation. I hope the Traffrc Study
conducted will assist us in making the right changes that will benefit both the Village of
cayuga Heights and TCAT. As for the building committee's hopes of upgrading
Marcham Hall in 2010, we were met with disappointment as we could not continue
because of the economic times. On a happier note, the Law Enforcement Technology
Sharing Services (LETSS) committee, of which I am apart, along with the Tompkins
County IT Department were able to bring the new Computer Aided Dispatch, Mobil data,
and Records lr4anagement System into being a reality for all Law Enforcement Agencies,
Fire Agencies., and EMS Agencies of Tompkins County by the close of the 2010 year.
As you will see as you look over the figures of this report, the amount of time spent on
case wotk, investigation, and general paperwork still remain high. The police department
continues to u'ork hard at keeping up with the ever pressing demand to provide top
quality investigations, good case preparation to avoid extra time and scrutiny in court,
and mandato4r State reports. Our overall Criminal Arrests were down. but our overall
Vehicle and Traffic Law Arrests and tickets were up.
My thoughts fior the future of this department are to continue to equip the department
with the best p,s1s6nnel, training, and modern equipment. We can not and will not allow
our department to fall from our rich heritage of being the best. I will continue to work
with the Law llnforcement Technology Sharing Services (LETSS) committee to keep all
our computer systems (Tracs, CAD, Mobil Data, and RMS) up and running well. There
is still a lot of work to do in getting everyone familiar with the new Computer Aided
Dispatch, Motril Data, and Records Management System and to get all the little bugs
worked out, bril we will persevere to make these systems work the best that we can make
them. I will ftuther work towards making the Cayuga Heights Police Department the
most effrcient, professional, service oriented, police department to better serve our
community.
As I look over the figures of this report, I noticed that the overall Criminal Arrests are
down and the overall Vehicle and Traffic Law Arrests were up. The numbers of parking
tickets were doubled from last year. A lot of time was spent on case reports,
investigations, and training. The other figures were relatively proportioned as in the
previous year.
