TGE TREASURER AND ESTABLISHING THE POSITION oF "CLERK-TREASURER'' Be it enacrted by the Board of Trustees of the Village of Cayuga Heights as follows: SECTION I. PIJRPOSE AND INTENT. APPOINTMENT; COMPENSATION. The appointment and compensation for such position will be fixed and determinedby tihe Board of Trustees. The Board of Trustees of the village of Cayuga Heights (the ,,Village Board,,) finds,pursuant to the authority granted to the Village Board md., the Village Law of the State ofNew York, that it is desirable for the good government of the Village Jrcuyogu Heights, itsmanagement a]ld business, the general welfare of the inhabitants and property of theVillageof Cayuga Heights, to provide economical and efficient overall direction and coordinationof the day-to-day activities of the Village of Cayuga Heights, and that it is in the bestinterests of the Village of Cayuga Heights to create an office of Clerk-Treasurer and toauthoize the Village Board to appoint an individual to the position of Clerk-Treasurer, allin accordance with the fuither terms and provisions of this Local Law. SECTIONtr. AI.]ITHORITY. This Local Law is enacted pursuant to the grant ofpowers to local governments provided forin (i) Section 10 of the Municipal Home Rule iaw to adopt and amend local laws not inconsistenLt with the provisions of the New York State Constitution or not inconsistent withany generall law relating to its property, affairs, government or other subjects provided for insaid Section 10 of the Municipal Home Rule Law and (ii) Section g-:00 of Village Law. SECTION III. CONSOLIDATION AND ESTABLISHMENT OF CLERK-TREASURER POSITION. As of the effective date of this Local Law the position of Village Clerk and Village Treasurershall be consolidated into one position to be known as the Village of Cayuga Heights Clerk-Treasurer, v2 - 2.14.11 GENERAL POWERS AND DUTIES The individual duly appointed to the position of Clerk-Treasurr3r shall assurne all duties as provided for under Sections 4-402 (Village Clerk) and Section 4-408 (Village Treasurer) of the Village Law. If an individual is duly' appointed to such position by the Board of Trustees, any reference to the Village Clerk, Village Treasurer, or Village Clerk-Treasurer in the Village of Cayuga Heights Laws and Ordinances, will be deemed to be a reference to the Clerk-Treasuter, and the duties of such office will be assumed and performed by the Clerk-Trea.surer. SECTION W. SUPERSEDING EFFECT. All Local Laws, resolutions, rules, regulations and other enactments ofthe Village of Cayuga Heights in conflict with the provisions of this Local Law are hereby superrceded to the extent necessary to give this Local Law full force and effect. SECTION V. VALIDITY. The invalidity of any provision of this Local Law shall not affect the validity of any other provision of this Local Law that can be given effect without such invalj.d provision. SECTION VI. EFFECTIVE DATE. This Local Law shall be effective as of ,20r1. v2 - 2.14.11
