Mindlin, L. Garner, J. Stein, E. Huang, and J. LaVeck Mayor Supron called the meeting to order at 9:03 am. First agenda item: Chief Boyce reported finding the replacement part-time clerk and asked for a resolution to hire. Motion: Trustee Hamilton Second: Trustee Karns To pass a resolution #6793 to hire Roger Jagoda as the police part-time clerk at a rate of $14.08 per hour beginning January 24, 2011. Discussion: none Aye Votes: Mayor Supron, Trustees: Riesman, Hamilton, and Karns Absent: Trustees Crooker, Andolina and Szekely Motion passed Chief Boyce also requested the Board to approve sending Officer David Lanning to attend an overnight training class; or in the event of bad weather it may be for two nights. Motion: Trustee Karns Second: Trustee Hamilton To pass a resolution #6794 approving Officer David Lanning to attend an overnight training session, with allowance for one additional night in the event of bad weather. Discussion: none Aye Votes: Mayor Supron, Trustees: Riesman, Hamilton, and Karns Absent: Trustees Crooker, Andolina and Szekely Motion passed Next agenda item: Mayor Supron has asked the Board to schedule a Public Hearing for the proposed Local Law “B” establishing an exemption for portable sheds from the Zoning Permit requirements of section 20 of the Village of Cayuga Heights Zoning Ordinance at the next regular Board of Trustee meeting on February 14, 2011. Motion: Trustee Riesman Second: Trustee Hamilton To pass a resolution #6795 scheduling a Public Hearing for the proposed Local Law “B” establishing an exemption for portable sheds from the Zoning Permit requirements of section 20 of the Village of Cayuga Heights Zoning Ordinance. January 20, 2011 VCH – Special Board of Trustee Meeting Minutes Page 2 Discussion: the Zoning Board of Appeals will have to abide by the laws that are already in place at their regularly scheduled meeting of January 24, 2011. Aye Votes: Mayor Supron, Trustees: Riesman, Hamilton, and Karns Absent: Trustees Crooker, Andolina and Szekely Motion passed Next agenda item: Mayor Supron has asked the Board to approve the appointment being made in mid-term of Angela Korbel as Deputy Clerk with a start date of February 7, 2011 Motion: Trustee Riesman Second: Trustee Karns To pass a resolution #6796 endorsing the appointment of Angela Korbel as the Deputy Clerk beginning no later than February 7, 2011. Discussion: none Aye Votes: Mayor Supron, Trustees: Riesman, Hamilton, and Karns Absent: Trustees Crooker, Andolina and Szekely Motion passed Next agenda item: Mayor Supron indicated the final EIS expenses to be no more than an additional $10,000. As per a conversation with Tim Miller, he will be working on this final phase and will be able to provide final information and will have addressed the submitted comments within the next 25 days. The original amount set aside was $24,000 and the first billing of $12,000 has been paid. There is an additional $3,000 to be incurred for the changes to the document at an additional $15,000 labor costs and $2,000 in printing and direct costs. Due to the volume of comments submitted there is more time and cost involved with addressing them. Motion: Trustee Karns Second: Trustee Hamilton To pass resolution #6797 approve and not to exceed an additional $10,000 of expenses to complete the EIS Deer Management proposal. Discussion: Mayor Supron will explain and review these additional charges at the February 14, 2011 meeting. Aye Votes: Mayor Supron, Trustees: Riesman, Hamilton, and Karns Absent: Trustees Crooker, Andolina and Szekely Motion passed January 20, 2011 VCH – Special Board of Trustee Meeting Minutes Page 3 Next agenda item: Mayor Supron, as background, explained at the August 24, 2009 meeting, the Board of Trustees passed resolution #6534 authorizing the transfer of health care benefits for all retirees to go from the Teamsters Group to the Tompkins County Healthcare Consortium beginning January 1, 2010. In actuality the retirees are under the Consortium Healthcare as of January 1, 2011. Mayor Supron has asked the Board at this time to approve the addition of any eligible employees and future hires to the Healthcare Consortium. Currently, Clerk Mills has volunteered and switched the Consortium beginning January 1, 2011. Motion: Trustee Riesman Second: Trustee Karns To pass a resolution #6798 approving eligible employees hired after October 1, 2010 shall be provided health and dental care insurance through the Tompkins County Health Care Consortium. Permanent, part-time employees may enroll in the Village health plans, upon start of employment or during other such periods as permitted by the insurer. Discussion: Other municipalities working with the Consortium has expressed concerns of the roll over problem where the participants did not receive their replacement insurance and prescription cards.
