Cowett, S. Cunningham, R. Segelken, G. Gillespie and D. Hay Deputy Clerk A. Podufalski, Code Enforcement Officer B. Cross, Trustee S. Hamilton Item 1 – Meeting called to order · Chair F. Cowett opened the meeting at 7:00 pm. Item 2- November 24, 2014 Minutes Motion: R. Segelken Second: S. Cunningham RESOLUTION No. 150 APPROVING MINUTES OF NOVEMBER 24, 2014 RESOLVE, that the written, reviewed and revised minutes of the November 24, 2014 meeting are hereby approved. Aye votes – Chair F. Cowett, S. Cunningham, and R. Segelken Opposed- None Abstain- G. Gillespie Absent - D. Hay Item 3- Public Comment · No members of the public present for comment. Item 4- Public Hearing for 435 Wyckoff Rd. · No members of the public present for comment. · Code Enforcement Officer B. Cross informed the Board he spoke with Scott Doyle from the Tompkins County Department of Planning regarding section 239 –l, -m, and –n of the NYS General Municipal Law Site Plan Review. Mr. Doyle stated the Planning Department determined there would be no negative impacts and a letter was sent from the Planning Department stating this finding. Ms. Radke confirmed she received the notice regarding the proposed project and concurred in Code Enforcement B. Cross’s interpretation that project jurisdiction belonged to the Village. · Chair F. Cowett summarized the SEQR discussion from the November 24, 2014 meeting. The Board categorized the project at that meeting as a Type II SEQR action and determined it would be exempt from further SEQR review. · Contractor, Collin Smith, answered the Board’s questions regarding proposed lighting associated with the porch addition and the potential for light trespass to neighboring properties. Mr. Smith stated porch lighting would consist of three recessed can lights, lighting presently illuminating a sidewalk to Wyckoff Road would be removed, and there might actually be a decrease in light emanating from the property on completion of the project. · Code Enforcement Officer B. Cross informed the Board of a correction to his Zoning Officer’s report regarding lot coverage. The report originally stated the footprint of the project is equal to 7.9% lot coverage and did not include land within the City of Ithaca. Code Enforcement Officer B. Cross corrected the report by stating the 7.9% lot coverage does include land within the City. If the land within the City is not included, the lot coverage would be 9.1% which is still less than the 12% maximum allowed. · Mr. Smith answered questions regarding skirting around the porch. Segelken RESOLUTION No. 151 TO CLOSE THE PUBLIC HEARING ON THE PROJECT AT 435 WYCKOFF RD RESOLVE, that the public hearing regarding the site plan review for the proposed project at 435 Wyckoff Rd is hereby closed. Aye votes – Chair F. Cowett, S. Cunningham, G. Gillespie, and R. Segelken Opposed- None Absent - D. Hay · D. Hay arrived at 7:13pm. Chair F. Cowett summarized the site plan review discussion. Aye votes – Chair F. Cowett, S. Cunningham, G. Gillespie, D. Hay, and R. Segelken Opposed- None Item 5-Other Business · The next scheduled meeting for the Planning Board is Monday, January 26, 2015. · Code Enforcement Officer B. Cross discussed with the Board criteria for determining when a site plan review should be required for a change in an existing use permit in the Village’s Commercial District. · Code Enforcement Officer B. Cross was asked why some portions of the sidewalk associated with the Hanshaw Road reconstruction project are concrete and others are blacktop. Code Enforcement Officer B. Cross explained that the portion of sidewalk in the Village differs from the portion in the Town of Ithaca because each municipality had different sidewalk material preferences. · Code Enforcement Officer B. Cross was asked for an update on the Kendal addition project. Code Enforcement Officer B. Cross gave a summary of the prep work performed over the summer. The project start date is set to begin on January 5, 2015. Item 6- Adjourn Chair F. Cowett adjourned the meeting at 7:55 p.m.
