Cowett, S. Cunningham, G. Gillespie, R. Segelken and D. Hay Deputy Clerk A. Podufalski, Code Enforcement Officer B. Cross, Attorney R. Marcus Item 1 – Meeting called to order · Chair F. Cowett opened the meeting at 7:05 pm. Item 2- August 25, 2014 Minutes Motion: S. Cunningham Second: G. Gillespie RESOLUTION No. 143 APPROVING MINUTES OF AUGUST 25, 2014 RESOLVE, that the written, reviewed and revised minutes of the August 25, 2014 meeting are hereby approved. Aye votes – Chair F. Cowett, S. Cunningham, G. Gillespie, and R. Segelken Opposed- None Absent - D. Hay Item 3- Public Comment · No members of the public wished to comment. Item 4- 509 Wyckoff Rd. Public Hearing · The public hearing was opened regarding the proposed addition at 509 Wyckoff Rd. · Chair F. Cowett gave a summary of the presentation provided by project developer, Ralph Varn, at the August 25, 2014 meeting. · J. Sauer of 107 Overlook Rd asked about parking changes with the new addition. Gillespie F:\PLANNING BOARD\2014\Sept. 2014- in laserfiche\9.22.2014 Minutes.docx RESOLUTION No. 144 TO CLOSE THE PUBLIC HEARING FOR 509 WYCKOFF RD RESOLVE, that the public hearing for the addition at 509 Wyckoff Rd is hereby closed. Aye votes – Chair F. Cowett, S. Cunningham, G. Gillespie, and R. Segelken Opposed- None Absent - D. Hay · Code Enforcement Officer B. Cross informed the Board he received a letter from the Tompkins County Department of Planning regarding the project’s impact under section 239 –l, -m, and –n of the NYS General Municipal Law. The Planning Department has determined the project will have no negative inter-community or county-wide impacts. · The Board discussed and answered the questions to part 2 of the Short Environmental Assessment Form. Motion: S. Cunningham Second: R. Segelken RESOLUTION No. 145 THE PROJECT AT 509 WYCKOFF RD WILL NOT HAVE A SIGNIFICANT ADVERSE AFFECT RESOLVE, that the Board select the box on the Short Environmental Assessment Form that signifies the project will not have a significant adverse environmental effect. Aye votes – Chair F. Cowett, S. Cunningham, G. Gillespie, and R. Segelken Opposed- None Absent - D. Hay · The Board discussed potential noise ordinance issues caused by the new kitchen ventilation system. · Code Enforcement Officer B. Cross has received no additional comments regarding the proposed project. Motion: R. Segelken Second: G. Gillespie RESOLUTION No. 146 TO APPROVE THE SITE PLAN FOR 509 WYCKOFF RD F:\PLANNING BOARD\2014\Sept. 2014- in laserfiche\9.22.2014 Minutes.docx RESOLVE, that the site plan for the addition at 509 Wyckoff Rd is hereby approved with the following conditions: (1) That prior to a building permit being issued, the applicant will submit kitchen exhaust/ventilator cut sheets to the Code Enforcement Officer so that noise levels associated with the ventilator will be kept as low as possible and shall not disturb adjoining property owners between the hours of 9 pm and 7 am, and (2) That prior to a building permit being issued, specific details and dimensions associated with storm water management, including drainage retention swales, rain gardens, etc. shall be provided to and reviewed by the Village Engineer. Aye votes – Chair F. Cowett, S. Cunningham, G. Gillespie, and R. Segelken Opposed- None Absent - D. Hay · D. Hay arrived at 8:20 p.m. Item 5-Other Business · No other business discussed.
