RE: Stormwater Pollution Prevention Plan, 2230 N. Triphammer Road
REPORT: As part of the submittal for the Site Plan Review of this project, TG Miller Engineers
have prepared a Stormwater Pollution Prevention Plan (SWPPP) dated 8/22/13. As
required by NYSDEC and the Village’s MS4 local law, the plan is to be reviewed by the
Village’s Stormwater Management Officer (SMO), who will sign the appropriate
NYSDEC forms to be submitted prior to commencement of excavation.
As the Village Engineer and SMO, I have reviewed the SWPPP for compliance with the
Village and NYSDEC regulations, both during construction and long term post
construction management. The construction phase soil erosion and sedimentation will
be controlled through conventional practices such as silt fences and sediment traps.
The post-developed stormwater will be handled through on-site “green” practices to
reduce run-off and provide quality treatment. The quantity treatment will be provided
through modification of the two existing stormwater basins at the west side of the site.
I have reviewed the design of the SWPPP for technical issues such as soil conditions,
local hydrology (rainfall intensity), storm frequency, coefficients of run-off, peak
discharge, quality/quantity calculations and outlet structure design. I find all of these
parameters to have been accurately quantified and thoroughly analyzed in the
preparation of the final design features. It is my opinion that they have prepared a plan
that will be in compliance with all of the technical standards, but more importantly, to
prevent increased run-off/pollution from affection properties that are downstream of this
site.
I recommend that the Planning Board accept the SWPPP for this project and make the
submittal of the final Notice of Intent to NYSDEC as a condition of final approval.
