HomeMy WebLinkAboutAddendum 1 Six Mile Creek Ithaca Reservoir Stream Restoration Town of Ithaca || 215 N Tioga Street || Ithaca, NY 14850 Addendum #01 Questions and Answers from the pre-proposal meeting and/or received via email as of September 2nd, 2022 Ithaca Reservoir Stream Restoration and Sediment Reduction Project: Engineering Planning & Design Tompkins County, New York September 09, 2022 Crooked Canal Wetland Retention Project: Conceptual Plan Addendum #01 2 | Page Q: Clarify technical assistance for surveying and data collection Town of Ithaca, Tompkins County Soil & Water and Cayuga Watershed IO personnel are available to provide assistance with additional data collection if necessary. Offeror shall make clear the extent of additional data needs within their technical proposal. Q: Regarding easements and restrictions on work boundaries A map of the easement through Six Mile Vineyards (Vineyard Reach area) and adjacent to the access road (Mid Reach area) are attached to this addendum. Six Mile Vineyards is a partner on this project and work beyond the Vineyard Reach easement can be proposed without negative impact on proposal scoring. Since the parcel adjacent to both the Mid Reach and Upper Reach areas is currently for sale, there is a strong preference for proposals that do not require work in these areas beyond the boundary of the existing easement. While not prohibited, approaches requiring work outside this easement boundary with be ranked lower than those that do not (all other factors being equal). Q: Regarding residential development stormwater drainage network extent The Town of Ithaca has partial knowledge of the stormwater system underlying the residential community NE of Slaterville Road. Maps are attached to this addendum. GIS files will be made available to the selected Offeror even deemed useful. Q: Does the Town have images of overtopping of the access road? Estimates of the amount of sediment removed on an annual basis? No. Q: Regarding target material costs of $250,000 and additional future implementation costs The RFP instructs Offerors to target a materials and supplies cost of no more than $250,000 with their design approach. In light of ongoing inflationary/cost pressure this ceiling has been raised to $400,000. It is the intention of the Town and its partners to use municipal staff and equipment to implement the final design at a future undetermined date; future construction costs beyond those associated with materials and supplies should not be factored into this target cost restriction. Offeror may choose to provide an estimate of final material and supplies costs for their proposed approach to aid reviewers in accurately assessing future implementation costs but this is not a requirement. Crooked Canal Wetland Retention Project: Conceptual Plan Addendum #01 3 | Page Q: Clarification on expectations for the proposal versus project deliverables with regards to design approach For the purposes of the proposal, Offerors should provide a general overview of their proposed approach to address the issues of sediment and bank erosion within the unnamed tributary and describe what work will be undertaken during the project duration to develop a more complete design concept. The principal goal of this project is to develop a refined design concept that can be used to calculate accurate construction cost estimates, facilitate communications with NYSDEC for preliminary permitting, support grant development, and similar purposes that ultimately led to future implementation. Q: Who will be reviewing proposals? One individual from each of the partnering agencies (Town of Ithaca, Tompkins County, Cayuga Watershed IO) will be reviewing and ranking proposals. Though not necessarily licensed engineers, Offeror should assume all individuals are technically proficient and familiar with stormwater management and stream restoration design approaches.
