Approval of Minutes: Minutes were approved from 5/17/22, moved by a motion from Mr. DePaolo, seconded by Mr. Howe. Carried. 2. Member Comments / Concerns: None a. Consider Modifications to the agenda: None 3. Public to Address the Committee: Bruce Brittain requested that, since the town is already in the area working at the Forest Home Drive and Arboretum Road intersection, they lay curbing on the creek side and tighten up the intersection for improved pedestrian safety and stop sign compliance. He asked the Committee to discuss. Mr. Thaete stated that curbing changes are outside of the scope of the project and cannot be modified for the project at this point, but it can be discussed for a future project if the Committee deems it necessary. He stated that there will be a 3-way stop at the intersection, but that tightening an intersection is the opposite of what the norm is. Mr. Howe stated that the project will move forward as planned. 4. Sand Bank - Restriction by Length – Slater Mr. Slater referenced the Local Law 250, Article 1 Vehicle Length Limits draft with input by Guy Krogh and asked if anyone had any additional input. Mr. DePaolo suggested that in section 250-2, MUTCD should specify “Manual of Uniform Traffic Control Devices (MUTCD)”. The Committee recommended that the item move to the Town Board for final approval. Mr. Slater reminded the Committee about previous discussions about additional advisory signs in Forest Home. His contact at the State is unable to provide information at this time, but when he does Mr. Slater will update the Committee. Mr. Howe asked about the signs for East Shore Drive. Mr. Slater said that they are still pending. He reached out last week and is waiting to hear back as to why they are not posted yet. Mr. DePaolo asked about the number of signs that will be put up on Sand Bank Rd to which Mr. Slater replied there will be three additional signs and he will work with the State for the final locations. 5. Street Lighting Requests – Slater Mr. Slater reported that cost information is still being collected and there are a couple of options to discuss on making modifications to the existing streetlights. The 1st option is through the existing NYPA contract. The 2nd option is, that when this contract for the conversion is complete, to contract with NYPA for maintenance. He is still waiting on pricing for maintenance. Discussion was held regarding some of the requests by residents that include adding additional lights and/or poles, moving lights to other poles, dimming lights, secondary wires, crosswalks, etc. Mr. Howe encouraged being cost-conscious. Mr. Rosen asked about using self-contained solar-powered lights on new poles rather than running electric wires. Mr. Slater will ask about that. Mr. DePaolo commented that installing poles would likely be more costly than anticipated and suggested prioritizing to accommodate requests that don’t require new poles. Mr. Howe asked how long the light modification project will take to which Mr. Slater estimated a couple of months. He will keep the Committee updated. Mr. Slater will continue to get more cost information in anticipation of the requests that he has received. Mr. Howe referenced the town possibly getting rid of current lighting districts in 2024 and fees being rolled into taxes, which would be negligible given the cost of the lighting districts. 6. Green Fleet Policy Information – Slater/Goldsmith Nick Goldsmith reviewed the fuel use and C02e/mile results of the Green New Deal Fleet Policy Information spreadsheet to identify the biggest opportunities for improvement. Mr. DePaolo asked Mr. Slater how thresholds are set for sending out 10-wheelers for maintenance. Mr. Slater referenced the Town’s Snow and Ice Removal Policy. Mr. DePaolo asked about pre-emptive actions. Mr. Ten Kate added that it is done when a large storm is predicted with the worst hills being prioritized. Mr. DePaolo asked about the baseline for reducing fleet-related greenhouse emissions. Mr. Goldsmith replied that it is based on 2009, but more work is needed to align the data. 7. Fleet Replacements for 2023 - Slater Mr. Slater reviewed the proposed 2023 budget year fleet replacements. He explained that discussions held with staff resulted in the decision to downsize from 10-wheelers to larger single action vehicles in areas that are tighter to maneuver. There are green fleet options available in some cases, but the cost is usually doubled and have not been tried and tested. He anticipates being able to pursue those options in the future. For now, he is proposing a lawnmower be replaced with a green fleet option. Mr. DePaolo expressed concern about electric mowers having the necessary range. Mr. Talbut spoke with another municipality who has this proposed model and likes it. They also purchased several spare batteries. Mr. DePaolo asked about charging the proposed equipment/vehicle. Mr. Talbut said that it would need to be addressed in the future, but for now we have the capability as it charges off a 120v service. The Committee was in favor of the proposed vehicle replacements. The proposed fleet replacements will go to the Budget Committee and to the Town Board for final approval. 8. Capital Improvements Projects for 2023 – Thaete Mr. Thaete reviewed the proposed 2023 and 2024 budget years’ capital projects. He explained that two projects from 2022 will likely be rolled into 2023. The cost of oil has increased significantly, impacting the cost of paving materials for the road projects. New for the 2023 budget year is funding for a green energy audit to study the town’s facilities for upgrades and enhancements. Mr. Howe added that the Planning Committee will be focusing on and prioritizing sidewalks. Mr. DePaolo addressed the Mitchell Street Sewer Upgrade in 2024 and questioned if the project will be environmentally reviewed or part of a comprehensive plan, which could affect timing of the project. Mr. Thaete stated that discussions will be held with Planning prior to implementation. For 2022, ARPA funding is not included in the cost of the Forest Home Pump Station and Forcemain Project but, will be utilized in 2023. A note will be added to the 2023 list to reflect ARPA funding, which will reduce the cost to the town. In addition, Donna Shaw requested that the costs be adjusted for the projects that will carry over into 2023 from 2022. Mr. Thaete and Donna Shaw will meet to discuss. 9. Project Updates • 2022 Sewer Rehabilitation Project – Bids will be coming in on 6/28. • Ridgecrest Water Main Project – Will be bid early to mid-July. • Public Works Trench Drain Project – Delayed until July. • Roof Replacement Projects – On hold due to supply chain delays. • Troy /King Water Main Project – 50% complete. • Forest Home Walkway – 95% complete. Handrail pending. • Forst Home Crosswalk – Going before the Town Board to be awarded. • Forest Home Pump Station – Behind schedule. Working with Consultant. • Public Works Fuel Station – Had kickoff meeting with consultant. They are gathering information. • Development Review – o Tareyton Development - no further information. o Strawberry Hill Development is resubmitting for a preliminary review. o Westhaven Homes is progressing. o Ranic Golf Course – sketch plan information will be presented to the Planning Committee. o Christopher Circle Lease – Communicating with Sprint/T-Mobile. Should have a lease amendment in the near future. Mike Smith reported that the Culver Road Preserve application will be submitted with a few minor adjustments. He communicated with the grant administrator and there are many more applications than funding to cover them. Joe Talbut reported that there is a tree/shrub planting event in the Pew Trail area, with Mike Smith’s assistance with the application process through the Arbor Day Foundation. Mr. Slater reported that Public Works is planning their first round of road paving in the near future. The streetlight upgrades are in progress. Saunders Park will open in the next six weeks or so. Crews are working on Chase Lane installing pipes to preserve the road shoulders. Director of Engineering Town of Ithaca 114 Seven Mile Drive Ithaca, New York 14850 RE: Strawberry Hill Residential Development Public Works Dedications FE Project #2022.006 Dear Mr. Thaete: As per our discussions, the proposed Strawberry Hill Residential Development is a cluster subdivision that includes public utilities, roadways and infrastructure. Similar to a traditional single-family residential subdivision, the Applicant will develop the 52 parcel subdivision in phases with the intent to dedicate over the public infrastructure to the Town upon completion of each phase. No property will be retained by the Applicant upon completion of the full project. Attached please find the Subdivision and Site Plan drawings for the project. The following is a summary of the actions required by the Town Board for the development of this site: Right-of-Way Width The Applicant requests that all proposed public roads be developed within a 50-foot right-of-way instead of the required 60-foot as outlined in Section 234-23-B in the Town Subdivision Regulations. The proposed 60-foot is not necessary since this site is developed as a cluster subdivision, all public utilities are provided within the reduced 50-foot right-of-way and the proposed 50-foot right-of-way also matches the existing adjacent roadway network. Existing Road Vacating The original planning for the development of this site included the construction of a portion of the western leg of the Strawberry Hill Circle that also provided access to tax map 60.1-1-46.1. As the Project Team worked with Town on the concept plans for the current project, Town Staff recommended relocating the roadway to achieve safer vehicular turning movements, reduce the surface area of roads to be maintained by the Town, and to simplify roadway snow removal. Consistent with the Town’s recommendation, the Applicant requests vacating of the existing public road right-of-way (~0.367 acres). This 50’ right-of-way will be relocated to provide access to tax map 60.1-1-46.1 and easements will be provided to retain the utilities that are currently located within the vacated right-of-way. All roads will be constructed in accordance with Town requirements and specifications, which the Town Staff have provided to the Project Team. As mentioned above, we propose a 50-foot right-of-way for dedication. See Sheet C3 and C4 of the project drawings for the proposed layout. Based on a 50-foot right-of-way, the total area of roadway dedication is 1.963 acres. The Harwick Road extension is approximately 905 lf and Eastwood Avenue extension is approximately 795 lf/ Sanitary Sewer and Public Water Public water will be extended through the site with a connection to the existing 8-inch watermain at the corner of Harwick Road and Strawberry Hill Circle. The proposal is to extend an 8-inch watermain along all proposed public roads with appropriately spaced fire hydrants. The system will also include looping of the watermain within the development to ensure that there are no dead-end lines. Sanitary sewer provided in a similar manner. The South and North Clusters (Lots 1-19 and Lots 20-33) will be tributary to the existing manhole located at the intersection of Harwick Road and Strawberry Hill Circle. The West Cluster (Lots 34-45) will be tributary back to the City sewer as part of the Eastwood Avenue extension. As discussed with Town Staff, this will require final approval from both the City and the Town to ensure that the billing is correctly applied. All utilities are depicted on Sheet C6 of the project drawings. Stormwater Management As with any new land development of this size, NYSDEC SPDES Regulations require a full Stormwater Pollution Prevention Plan (SWPPP) and stormwater mitigation. The Team is in the process of working with Town Staff on the final design of the stormwater collection and mitigation system. The design intent is to provide stormwater mitigation for the project that requires minimal maintenance. The current design depicts a traditional stormwater collection system along the proposed roads that directs runoff to four stormwater bioretention areas. These areas will utilize the existing site topography to collect runoff in shallow (2’) depression areas that would act like wetland meadows during storm events. Stormwater practices have been designed so that Town Staff can easily access the practices directly from public rights-of-way. These areas will require minimal maintenance which will include mowing twice a year and traditional maintenance associated with storm sewers. Green/Open Space The benefit of a cluster subdivision is that it concentrates development within proximity to the roads and retains as much green/open space as possible to the benefit of all residents. This also provides additional buffer areas to sensitive areas such as stream and adjacent properties. The subdivision includes two green space areas Area A is in the northern part of the development and is 2.877 acres. Area A includes a proposed trail that connection the road turn-around to the extension of Eastwood Avenue. This Area includes the bioretention areas 2 and 3. Please note that a portion (0.341 acres) of this green space is located on the north side of the creek within the City corporation line. The Applicant will work with the City Staff in coordinating future dedication of this portion of the road. As per our discussion, the elements that require Town Board approval first need to be proposed to the Public Works Committee (PWC) for discussion.
