MARCH 23, 2022 5:00 P.M.
SPECIAL TOWN BOARD MEETING
The Special Meeting of the Town Board of the Town of Cortlandville was held at the
Municipal Garage, 3587 Terrace Road, Cortland, New York with Supervisor Williams presiding.
Members present: Supervisor, Thomas A. Williams
Councilman, Jay E. Cobb
Councilman, Jeffrey D. Guido
Councilman, Gregory K. Leach
Town Clerk, Kristin E. Rocco-Petrella
Others present were: Town Attorney, John DelVecchio; Connie White, Town Residents:
David Donlick; Bernice Potter-Masler; Karen Snyder; Andrea Niggli; and Cheryl Ann Crispell.
Supervisor Williams called the Special Meeting to order. The purpose of the meeting was
to appoint a new Councilperson to fill the position vacated by former Councilman, Ted Testa.
Supervisor Williams requested the Board recess the meeting to an Executive Session.
Councilman Leach made a motion, seconded by Councilman Cobb, to recess the Special
Meeting to an Executive Session to discuss personnel. All voting aye, the motion was carried.
The meeting was recessed at 5:01 p.m.
Councilman Leach made a motion, seconded by Councilman Cobb, to adjourn the
Executive Session and reconvene the Special Meeting. All voting aye the motion was carried.
The Executive Session was adjourned at 5:06 p.m.
Members of the public were invited to return to the meeting at this time.
RESOLUTION #92 APPOINT DAVID J. DONLICK AS TOWN COUNCILPERSON
FOR THE TOWN OF CORTLANDVILLE EFFECTIVE
MARCH 23, 2022
Motion by Councilman Cobb
Seconded by Councilman Guido
VOTES: AYE – Williams, Cobb, Guido, Leach NAY – 0
ADOPTED
WHEREAS, due to the resignation of Theodore V. Testa, an elected Councilperson for the Town
of Cortlandville, a vacancy has occurred, therefore
BE IT RESOLVED, the Town Board of the Town of Cortlandville does hereby appoint David J.
Donlick of 3681 Katie Lane, Cortland, New York as Councilperson for the Town of Cortlandville,
effective March 23, 2022, and it is further
RESOLVED, that such term shall expire December 31, 2022.
Supervisor Williams, Members of the Board, and those in attendance applauded Mr. David
Donlick. Mr. Donlick took his oath of office, as given by Town Clerk Rocco-Petrella, and took
his seat at the board table.

No further comments or discussion were heard.
Councilman Donlick made a motion, seconded by Councilman Cobb, to adjourn the
Special Meeting. All voting aye, the motion was carried.
The meeting was adjourned at 5:10 p.m.
