SPECIAL TOWN BOARD MEETING The Special Meeting of the Town Board of the Town of Cortlandville was held via Zoom video and telephone conference as permitted by the Executive Order of the State of New York, with Supervisor Williams presiding. Members present: Supervisor, Thomas A. Williams Councilman, Jay E. Cobb Councilman, Jeffrey D. Guido Councilman, Theodore V. Testa Councilman, Douglas E. Withey Town Clerk, Kristin E. Rocco-Petrella Others present were: Town Financial Advisor, Richard Tupper: Supervisor’s Secretary, Patty O’Mara; Town Bookkeeper, Megan Johnson; Town Resident, Robert Martin. Supervisor Williams: Let's get started. Start with the... this is a reconvening of the meeting that we did not adjourn, but recessed on the third… that we left on the third of November. So this is a meeting that is still in progress from then. It's a little bit unusual. Let's start with the Pledge of Allegiance. All: I pledge allegiance to the Flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Supervisor Williams: Thank you. So, as was explained earlier, there will be no... None of the normal Paying the Bills, and Privilege of the Floor, and Purchase Orders, and all that. We did all that on the third. This is a reconvening of that meeting to discuss any questions that Board Members may have concerning the Budget. And, that's the sole purpose for this meeting. It's more a workshop, I guess, than a meeting. But, we are reconvening that meeting from the third of November. And, at this point, I think I'll turn it over to Dick. I know we had one set of questions from a member of the public, which I guess we could review at this point and then we'll take questions from Board Members. Town Financial Advisor Richard Tupper: Thank you, Tom. Actually there were two of them. Bob Martin read a question from his wife and then he sent in three more questions for himself. So… Supervisor Williams: Okay. Let’s work our way through them. Town Financial Advisor Richard Tupper: I’m going to start with Pam's question. Pam had asked us to put all of our expenses and revenues for Gutchess Lumber Sports Complex into a single account. Government doesn't exactly work that way. We need to spread our expenses and revenues into different accounts. Culture and Recreation is where the three Gutchess accounts are now. One of them is 7110.1, that's a Personnel account that's got $50,000 in it. We have a Capital and Equipment account that's got $30,000 in it. And we have a Contractual account. So 0.1, 0.2, and 0.4, which has $40,000 in it. So, since all three of those are separate accounts you cannot combine them into one. We have to keep them separated for the Auditor and for our own bookkeeping. And, those expenses will have nothing to do with the construction. That's just for operations, any equipment that we might need, any new equipment, and any contractual that we currently have. She also asked about the revenue of $191,496. And that is in a separate Revenue account. That's not in the HG account. And that was a number that was estimated revenue for next year. So, what she's asking for is all there. You can look at the HG account if you want to see what we're spending on Construction and Engineering. If you want to see what we're spending on Personnel or Equipment or Contractual expenses, those are all in separate accounts, but they're all labeled Gutchess Lumber. And Bob had asked three questions. The first one was how Machell Phelps came up with the ROI number of $256,000. No one on the Town Board, the Bookkeeper, or the Fiscal Advisor has anything to do with that number, Machell Phelps does all the calculations. I've never seen the formula. Don't have any idea where she comes up with that number. You have to ask Machell directly. As far as the Gutchess Lumber revenue and your question... the revenue was raised to $191,496 and this is our estimate based on six months of baseball and revenue from a sign that were electric signs and from local sports teams. All the revenue numbers in this Budget are all... almost all estimates. How does the Town plan to pay for the items required by PBR for their contract, the ball fields, parking, food, merchandise, facilities, restroom, parking etc. etc.? At the last Workshop, it was stated there are no costs in the Budget nor are there any estimates. We've had no bids on fields, parking, or anything at this point. We have had some estimates from several sources. These are not hard numbers, all the estimates are just to give us some idea of where we NOVEMBER 10, 2021 SPECIAL TOWN BOARD MEETING PAGE 2 might be heading, and none of those, until we actually go to bid, will we have any hard numbers. We have no revenue in this Budget to pay for any of this work, as of today. The HG account, I think, it's probably got somewhere between two and $5,000 in right now. So, that's the only money that we have in the Construction account at this point. We have identified over $960,000 in revenue from several different sources that are slated to be spent on construction at Gutchess Lumber. And, that's from the County, and Grants, and other revenue sources. And you're looking at Parks and Recreation. That's the same answer that we had before. We estimated the PBR revenue for a certain number of months. The baseball revenue is, again, an estimate for what the local teams will be paying us, and we have an estimate on the sign revenue, so that revenue number is a sign… is a compromised number that's not based on anything hard. As are most of our revenue estimates, that's just what they are. We have a full year estimate on revenue for PBR, and for those fields, in 2023 we would anticipate it would be a minimum of $258,000. But that would be for ‘23. And those are his questions. Supervisor Williams: Thank you Richard. Let's go to the Board. Do any Board Members have any questions? Councilman Guido: I do not. Supervisor Williams: Any feature in the budget. Councilman Guido: No, I think these were hashed out pretty well at the last two meetings, so I'm set. Supervisor Williams: Teddy? Councilman Testa: Same, I feel the same. We've been discussing this for a while yet and I think we're fine. Supervisor Williams: As do I. I then would accept…. Or ask for a Resolution to move this Preliminary Budget on to our next meeting on the 17th for adoption as our Adopted Budget. Councilman Guido: I'll make the motion. Councilman Testa: I’ll second. RESOLUTION #310 MOVE THE 2022 PRELIMINARY BUDGET TO THE NOVEMBER 17, 2021 TOWN BOARD MEETING TO BE ADOPTED AS THE 2022 BUDGET Motion by Councilman Guido Seconded by Councilman Testa VOTES: AYE – Williams, Guido, Testa NAY – 0 ABSENT – Cobb, Withey ADOPTED BE IT RESOLVED, the Town Board does hereby move the 2022 Preliminary Budget to the November 17, 2021 Town Board Meeting to be adopted as the 2022 Budget. Town Financial Advisor Richard Tupper: Just for your information, you can make changes to the Budget on the 17th, as long as they are down. Can't make any increases, but you can lower the Budget. So, if you're looking at cutting something, that's fine. If you're looking to adding something that won’t work. Supervisor Williams: Okay, understood. Kristin, are we good? Sorry I'm late. Supervisor Williams: Well, we've been through the conversation, and I guess we're at the point where there are no more questions. Do you have any questions, specific Budget related questions? Councilman Withey: I'm fine. Supervisor Williams: In that case, I will ask for a motion to adjourn.
