A complete Preliminary Site Plan submission must be filed in the Planning Department at least 30 calendar days prior to the Planning Board meeting at which preliminary approval is requested. A complete application includes a PDF/digital submission containing the following items, plus hard copies of materials where noted: o Completed & signed Development Review Application- please apply online here: https://ithacany.viewpointcloud.com/ o Payment of Preliminary Site Plan Review fees (found on the back of the Development Review Application Form —we accept credit cards online, and cash or check written out to "Town of Ithaca"). o Completed & signed Owners Authorization & Certification form.https://Ifweb.tompkins- co.org/WebLink/DocView.aspx?id=301797&dbid=9&repo=TownOfIthaca o Detailed project narrative— 10 copies, explaining project and any attachments, reports, plans, etc. o Completed & signed Short Environmental Assessment Form (SEAF) or Full Environmental Assessment Form (FEAF), Part 1, if required. Planning staff will determine which form is required for your project. o Two full size sets in 24" x 36"' size, and 10 reduced (11" x 17") sets of the required drawings and documents listed below. PROJECT PLANS/DRAWINGS Drawings should be clear, legible, accurate, and contain sufficient information to evaluate the project. All drawings require the name and seal of the licensed land surveyor, engineer, architect and/or landscape architect who prepared the materials and are associated with the project. All drawings must contain the following: o Project title and address, with town, county, and state. o Graphic scale of no less than 1"=20', or at a scale of adequate size to clearly identify all features and infrastructure throughout the limits of the project and corresponds to a ratio on a US engineering scale. o North arrow. o Preparer's name and address. o Date, including revision dates. 1 Please also include: o Key Map, when more than one sheet is required to present plans. o Context/Vicinity Map showing the general location of the property. o Site Survey/Existing Conditions Plan that shows: o Name and address of all owners of the property. o Exact boundary lines of the tract, indicated by a heavy line. o Easements, names of easement owners, and recording information for easements. o Rights-Of-Way (ROW) and owners of the ROW. o Existing buildings and all other structures on the property. o Existing parking areas, including number of parking spaces. o Existing streets, driveways, loading areas, sidewalks, and curb cuts. o Existing bicycle and pedestrian facilities. o Existing hydrologic and typographical features, including drainage and runoff patterns, flood hazard areas, streams*, slopes, ponds, and wetlands* *site plan applications should show the approximate limits of any streams regulated by the Town Stream Setback Law https.Ilecode360.com/l6064379, if project limits fall within 100'of the outer edge of stream setback zone 2.See§270-219.5 D(13) https.Ilecode360.com/0ttachment//T1944//T1944-2700 Appendix A.pd f o Existing lighting and signage. o Existing woodlands, brushlands, significant habitats, and rare plants. o Existing known cultural features, structures or sites listed (or eligible for listing) on the State or National Registers of Historic Places. o Unique Natural Areas on or adjacent to the project site. o Site Plan that shows the location of: o Property lines with dimensions and area, including property lines of adjacent properties. o Identification of any buildings or structures to be removed. o Proposed buildings and other structures (accessory structures, dumpsters, fences, walls, etc.). o Proposed streets, driveways, sidewalks, trails, and curb cuts, with appropriate profiles. o Proposed on-site circulation, including parking spaces (numbered, with dimensions noted), bicycle and pedestrian facilities, loading areas, stacking spaces with dimensions and setbacks. o Proposed landscaping and planting plans, including proposed buffers. o Location of proposed site signage, with setbacks (directional signs, freestanding signs, etc.). o Location of proposed outdoor lighting. o Accurate outlines and descriptions of any easements and/or areas to be dedicated or reserved for public use or acquisition, with the purposes indicated thereon, and of any easements or areas to be reserved by deed covenant or otherwise for common uses of some or all property owners, tenants, or other users of the property in the project. o References to any separate instruments, including restrictive covenants, that directly affect the land in the project. o Building Elevations that include: o Scaled elevation drawings of all existing structures to remain. 2 o Proposed building architectural elevations with dimensions, including maximum height above grade. o Rendered elevations showing all facades keyed to building materials. o Proposed building materials and colors. o Rooftop equipment and mechanicals. o Schematic floor plans, including square footage. o Grading& Drainage Information that includes: o Existing and proposed contours at one (1) foot contour intervals and spot elevations. o Limits of grading, description of cut and fill information (volumes, fill material composition). o Stormwater Pollution Prevention Plan (SWPPP), pursuant to Town Code Chapter 228 and all applicable NYSDEC Rules and Regulations, including location of erosion/sediment control structures and other stormwater management measures. o Existing trees to remain and existing trees proposed to be removed (species and diameter at breast height noted). o Utility Information that includes: o Location of existing utilities, including size and flow direction of sewers, water supply lines, and culverts. o Plan and profile of proposed utilities, including size and flow direction of sewers, water supply lines, and culverts. o Location of existing and proposed fire hydrants. o Location of existing and proposed electric, gas, and telephone lines and appurtenances (transformer boxes, valves, etc.). o Landscaping/Planting Information including: o Location and type of existing vegetation. o Planting schedule, including type and quantity of proposed plant materials (common and botanical names), root specifications and size at time of planting.
