1.Call to Order and Pledge of Allegiance
Mr.Goodman called the meeting to order at 5:31 p.m.
2.Report of County Legislature and Common Council
None
3.Fire Commissioner's Quarterly Report (Attachment 1)
Mr.Gilligan reviewed highlights of his report;of note is that calls for this year to date are the
highest they have been in four years but the budget is on track.The study regarding the South
Hill station came back as not-feasible due to costs and another study at an alternate location and
a smaller facility will be done.
Grant for SCBA's was awarded and the items ordered.Two other grants were applied for; one to
support a volunteer bunker program for 4 years and the other for two firefighter positions for two
years.Both will take about a year to find out if the City is awarded them.
Mr.Gilligan noted that there is still a vacancy on the Board for a Town representative.
Mr.Gilligan reported that the County's 911 Center is still experiencing problems with software
crashes that are delaying dispatches and the Chief is working on that.
4.Persons to be Heard and Board comments
Logan Bell (Attachment 2)submitted a petition "Free the Gorges"signed by 113 people; he read
comments from some of the signatories.
Bob Mape (Attachment 3) read a prepared statement -summary is that we all need nature and
we should be encouraging outdoor activities,not inhibiting them and although the accident last
yeeu"was tragic, we don't ban cars and other things that have known bad consequences.This is a
step in the wrong direction.
Kelly,W. King Rd, stated that she would like to be able to take her grandson and swim or wade
in these creeks without worrying about getting a ticket. She stated that she felt there were a lot

of places that were safe and it feels like being punished by the few who might be reckless or
doing something dangerous.
Bruce and Doug Brittain,the Brittains spoke to the sidewalk policy and wall and to remind the
board that the wall and sidewalk do not have to be done at the same time if they are left where
they are. The wall could be done now and there are alternatives to do it a little less expensively
than described at the last meeting because LaBella is already under contract to do construction
documents for $2,500 not the $25,000 stated and the wall could be smaller than what was
presented because it isn't that big now.
The sidewalk can be done after you establish your sidewalk maintenance policy.
Board Comments - Mr. Goodman moved the item regarding the setting of a public hearing for
the Gorge Rangers up on the agenda to accommodate Ms. Holcomb from the City being here to
answer questions on it.
5.5:30 Public Hearing regarding a proposed LOCAL LAW PROVIDING FOR A
MORATORIUM ON NEW TWO-FAMILY DWELLINGS,AND ON THE ADDITION
OF A SECOND DWELLING UNIT TO AN EXISTING ONE-FAMILY DWELLING
FOR A PERIOD OF TWO HUNDRED SEVENTY (270)DAYS
Mr.Goodman opened the public hearing at 6:05 p.m.
Melinda Staniszewska (Attachment 5) read from a submitted letter stating that she has lived on
Coddington Rd for 10 years and due to failing health she was about to build an addition for
income and possible aide and she feels that on the whole she has had more good experiences
than bad with the students in her area and in fact some have really helped her out and noise
hasn't been bad.She added that she feels safer with the students in the area and it is a mix of
full-time residents and students.
Ms.Staniszewska thought the Board should do more investigation and surveys because she
doesn't see a lot of information to back up the claims in the resolution and proposed law.
Larry Fabbroni,stated that he wished in the future the Board would use moratoriums as an
action of last resort after investigating deeper.He spoke to the sections that quote the
Comprehensive Plan and suggests that they are dated.
Mr. Fabbroni did thank the Board for making the changes and said it is a big improvement and if
the Board wants to save some of the existing neighborhoods the Board should look into zoning
them single-family neighborhoods and grandfather in the existing ones.That would protect
Juniper and Northview and around St.Catherine's which are essentially built out already.
Mr.Fabbroni thanked Mr.Goodman for reaching out to the developers who have built South Hill
and consider it something they have done as a positive for the town and not as a negative and
live it every day and police it to keep it clean after big events such as Kendall Day.

Mr. Fabbroni added that he hopes the Board and whatever committee begins this review really
takes a look at the model he has submitted in the past for student neighborhoods for a better
outcome.
Doug Brittain spoke in favor of the moratorium,again stating that it is and better late than
never.
Mr.DePaolo moved and Ms.Hunter seconded the resolution for discussion.
Mr. DePaolo had a friendly amendment adding some additional description to the resolution and
the additional meeting was added to the list of meetings where the law was discussed.
Mr. Howe asked if the waiver process was clearly defined 2ind the Board discussed the
expectation that a letter detailing the request and reason for it would be sent to the Town Board
via the Town Clerk and that letter would be deemed the petition for a waiver.
TB Resolution 2016 -071;Adopt Local Law Providing for a Moratorium on New Two-
Family Dwellings,and on the Addition of a Second Dwelling Unit to an Existing One-
Family Dwelling,for a Period of Two Hundred Seventy (270)Days
Whereas, for the reasons set forth in Section 1 of proposed Local Law 5 of 2016 entitled
Providing for a Moratorium on New Two-Family Dwellings,and on the Addition of a
Second Dwelling Unit to an Existing One-Family Dwelling,for a Period of Two Hundred
Seventy (270)_Days, the Town of Ithaca Planning Committee requested the Attorney for the
Town to draft a moratorium local law for Town Board consideration;and
Whereas,at its meetings on March 7, & 21, April 11,15 & 21 and May 9, 2016 the Town
Board discussed and amended the draft local law for its consideration;and
Whereas, the Town Board of the Town of Ithaca held a second public hearing at the
Town Hall,215 North Tioga Street,Ithaca,New York on the 9'^*day of April,2016 at 5:30 p.m.
for the purpose of considering a revised proposed local law Providing for a Moratorium on
New Two-Family Dwellings,and on the Addition of a Second Dwelling Unit to an Existing
One-Family Dwelling,for a Period of Two Hundred Seventy (270)_Days; and
Whereas, notice of said public hearing was duly advertised in the Ithaca Journal said
public hearing was duly held on said date and time at the Town Hall of the Town of Ithaca and
all parties in attendance were permitted an opportunity to speak on behalf of or in opposition to
said proposed local law, or any part thereof; and
Whereas,pursuant to the New York State Environmental Quality Review Act
("SBQRA")and its implementing regulations at 6 NYCRR Part 617,it has been determined by
the Town Board that adoption of the proposed local law is a Type n action because it constitutes
"adoption of a moratorium on land development or construction"pursuant to 6 NYCRR §
617.5(c)(30),and thus adoption of the proposed local law is not subject to review under SBQRA;

Whereas, the Town Board finds that the proposed moratorium will provide time for
research, discussion and drafting of new requirements for the building of new two-family
dwellings and/or the addition of a second dwelling unit to an existing one-family dwelling in the
various zones of the Town and will allow for investigation into and possible creation of
regulations related to management and oversight of such dwellings and will further the health
and welfare of the community,and is in accordance with the Comprehensive Plan; now,
therefore,be it
Resolved,that Local Law 5 of 2016 entitled Providing for a Moratorium on New Two-
Family Dwellings,and on the Addition of a Second Dwelling Unit to an Existing One-
Family Dwelling,for a Period of Two Hundred Seventy (270)Days is hereby adopted; and it
is further
Resolved,that the Town Clerk is hereby authorized and directed to file said local law
with the Secretary of State as required by law.

Discuss and consider setting a public bearing regarding a proposed local law entitled
AUTHORIZING A MONETARY GIFT TO THE CITY OF ITHACA TO SUPPORT
GORGE RANGERS FOR THE SIX MILE CREEK GORGE
Julie Holcomb,City Clerk was present to answer any questions.Mr.Howe stated that he was
surprised by the comments earlier and asked Ms.Holcomb if she had received similar comments.
Ms.Holcomb responded that she had not and she was also surprised.Mr.Goodman added that
the County had also already discussed it and she did not hear about any comments.Ms.
Holcomb responded that Representative Sigler did make a comment about swimming being a
victimless crime and it is part of the Ithaca experience and perhaps the money should be put
toward life guards and making it a park versus prohibiting swimming.
Mr.DePaolo stated that we could have a very long conversation about this and he sympathizes
with the viewpoints expressed tonight but he also knows it is a horror show down there a lot of
the time too and so there are certainly some public health and safety issues even for the
individuals who are not swinuning.He asked Ms.Holcomb what the City envisions as far as man
hours and duties and Ms.Holcomb responded that it was really Town of Ithaca residents who
called and complained to the City and made us aware of this problem and the drug use and
nighttime parties. They saw photos of the trash and the interviews those residents had with
people there and what we envision is two tesims of two rangers working 40 hours and going in
teams only because the numbers of people there make it dangerous for single person patrols.
Ms.Bleiwas asked if they will have ticketing authority and Ms.Holcombe responded that they
will not but will notify law enforcement when necessary and act as the eyes and ears of law
enforcement if things are getting out of hand. They will be trained in CPR and first aid, help

maintain the trails as far as limb trimming, trash pickup and the like. This is mirrored on a
Cornell program that they instituted after three deaths a couple of years back and they call them
Gorge Stewards and the first couple of years they were heavy on enforcement and the results
were dramatic.Now those Gorge Stewards are giving tours,educating people about nature and
the trails and not kicking people out because the behaviors have changed.
Ms.Hunter stated that she agrees it is Town resident driven and the Board has tried other ways to
curb the issue by having no parking signs etc.,but she would like us to do something positive as
a group with the Town,City County etc. to address the draconian swimming laws and we need to
have a regional discussion about the lack of swimming areas. Ms.Holcomb agreed and this is a
one-year pilot program to see if it is successful and return the natural area to what it was before
and can continue to be a safe place to hike and enjoy nature. Ms.Holcomb stated that she
reached out to the Natural Areas Commission and discussion with the City Attorney for other
areas to swim and although Second Dam is not the safest place to swim, there are other places
but due to the litigious nature of our society right now, no one is willing to do that.
Ms.Bleiwas stated that the Gorge Rangers sounds like a great plan and she would like to see the
public educated about what we are actually doing versus the idea of police with club sticks and
chasing people from the gorge.What is really happening is educating people and making sure
things arenT out of control and people are as safe as possible.
Mr.Goodman stated that he knows one of the speakers personally and he will call him and if the
media contacts him he will express the same.
Ms.Hunter noted that these rules are not at the local level and we are trumped by the State and
people need to understand that.The citizenry have to make some noise about this because they
own the lake but yet are told they have to swim within the ropes under the watchful eye of a 16
year old and that is not how it should be.She shares their frustration and thinks many of us do
and it has to be a collective voice to be heard by the State.You can go to North Carolina and
swim in the unguarded pool but you can't in New York State and why you can't in New York is
a question for the State level.
TB Resolution 2016 -072;Set a public hearing regarding proposed Local Law entitled
"Authorizing a Monetary Gift to the City of Ithaca to Support Rangers for the Six Mile
Creek Gorge"
Whereas,the City has requested that the Town of Ithaca and Tompkins County help the
City with a monetary contribution of $7,500.00 each to assist it in hiring additional Rangers in
2016 to increase their patrols of the Six Mile Creek Gorge lands owned by the City and located
in the Town of Ithaca,now therefore be it
Resolved,that the Ithaca Town Board will hold a public hearing at Town Hall,215 N.
Tioga St.on the 23'''day of May 2016 at 5:30p.m.for the purpose of considering a proposed
local law to authorize a monetary gift to the City of Ithaca to support Rangers for the Six Mile
Creek Gorge.

6.Discuss Chainworks DGEIS comments
Ms. Ritter reported that this is on the agenda to keep it on everyone's radar due to the short time
for comments. Planning staff and the Planning Board continue to compile comments; so far
there are some inconsistencies in number of units and questions about how they talk about
number of beds instead of units which implies college students,the term "affordable"and
whether they really will be, how they talk about the trail being important but no firm
commitment,and questions on trip generation figures and how they have done the analysis and
again in various places how they are addressing and answering the affordability issue.
Staff will be putting comments together for the meeting on the 18^*^for the Planning Board and
then for review at the study session for submission on by the deadline on the 25**^.Ms.Ritter
added that Planning staff are not looking at the health section because that is not our area of
expertise.
Mr.DePaolo stated that there are a number of people looking at the chapter on health impacts
and there is a group working on coordinating comments.He would like to review the Planning
comments at the study session and he will make his comments available and if the Board would
like to use his comments as the Board's comments,we can do that at the study session.
Mr.Goodman stated that he is looking mostly at the transportation impacts and the Gateway
Trail and he would like the Board to make a comment on that; that it should be given a higher
importance than is implied in the DGEIS and asked how that should be done. Ms.Ritter
responded that the Planning Board comments will be submitted and the Board comments could
be added to those. She added that the problem seems to be what the alternative trail would be
while the section of the trail is being monitored for contamination.People cannot come to a
decision on what the alternative will be while that is happening and there are steep hills on each
side and there is concern about machinery and workers that they don't want trail users around.
Mr.DePaolo noted that we do have the PDZ process to make sure the trail is given the
importance and timing that we would like to see.
7.Discuss sidewalk maintenance policy
Mr.Goodman stated that this started again with the Forest Home sidewalk question and the
existing policy is from 2003 as well as the portion of the code that talks about maintenance was
distributed.Mr.Goodman stated that he keeps hearing about sidewalks versus walkways and he
is not clear what the difference is. Ms.Ritter responded that the sidewalk policy was developed
by the Transportation Committee because they wanted to see more sidewalks in subdivisions and
the she thought the difference became lore in a way and that is a question that has to be
answered.
Mr.Goodman noted that the law allows for residents to maintain sidewalks but it seems when we
talk about walkways we maintain them but that isn't written in a policy.Discussion followed
and the question really is who pays for the initial construction 2ind who maintains it over time.

Ms. Brock noted that a lot of the language comes right from Town Law and there are a lot of
ways sidewalks can come to be and different ways to pay for and assign maintenance.
Discussion turned to existing sidewalks that are maintained by homeowners'associations or
individual property owners such as Larissa Lane (resident) and Holly Creek (HOA);the
Hanshaw Walkway was an actual local law that the board agreed to maintain because there was
opposition to the walkway. Warren Walkway was grant funded and associated with a school so
the Town agreed to that maintenance. Ms.Brock stated that the board could reverse that and
require property owners to maintain it but there would be some push back.
Mr. Goodman stated that he is more interested in what we are going to do moving forward in
terms of building them and whether we want to look at sidewalk districts or having residents pay
for it rather than looking at existing sidewalks. He suggested a subcommittee be formed to look
at options and a clearer direction. Ms. Leary and Mr. DePaolo stated they would join Mr.
Goodman in an ad hoc committee and Mr.Goodman asked for a sense of the board on where to
go and what direction to research. Ms.Ritter suggested that the Transportation Study would be a
place to start and also the City's sidewalk policy and how they got to their funding mechanism
could help the Town develop something similar.
Mr.Goodmsin stated that he was leaning toward having the property owners pay for sidewalks
and Ms.Leary stated that she was not in favor of having homeowners pay for sidewalks 2ind Mr.
DePaolo asked if there was a difference between town owned roads and state or county roads as
well as eeisement issues that may come up in cases of "rights by use" and will assessments go up
and is that a good or bad thing,so there are a lot of questions that need to be answered.
8.Discuss and consider request for encroachment license for a property on East Shore
Drive
Mr.Goodman stated that the board did do a field trip to the site and it seemed the board was not
interested in allowing this encroachment.Mr.Goodman moved to not honor the request for an
encroachment license,Mr.DePaolo seconded.
Discussion - Ms. Leary thought it was a good use of the property and was in favor of granting
the encroachment.Ms. Bleiwas stated that after viewing the property and how steep the grade
was and realizing that there would have to be a serious structure to build the proposed driveway,
and despite promises that we would not be responsible for rebuilding, she did not see how it
wouldn't be a problem to have a destroyed structure there in the event of a sewer line problem.
Mr.Howe stated that he would abstain from the vote because he was not able to make it to the
site to form an opinion.Vote:Ayes -Goodman,Hunter,DePaolo and Bleiwas;Nay -Leary;
Abstention -Howe Motion passed 4-1-1

Whereas the Town of Ithaca received a grant from the Park Foundation to support the
Town and City of Ithaca Sustainability Planner position known as the Sustaining SustEiinabiiity
through Inter-Municipal Cooperation;now therefore be it
Resolved that the Town Board does accept these grant monies and authorizes the Town
Supervisor to execute any agreements or documents associated with same.

11.Discuss and consider authorization for a temporary Records Management Project
position
Mr.DePaolo suggested adding "other duties as assigned"in the resolved clause because the
description of duties does include clerical coverage for departments and this will not be a purely
Records Management position.
Ms.Hunter asked where the money was going to be coming from and asked for more specificity
in the future in resolutions.Ms.Drake responded that the funds will be coming from Codes,
Planning and Town Clerk budget lines as the First Deputy Town Clerk is funded.
TB Resolution 2016-074;Authorize a Temporary Records Management Proiect Position
Whereas,the Records Management Advisory Committee and the Personal and
Organization Committee have discussed the request by the Meinagement Team for an additional
position on a temporary basis to assist with a Records Management Project involving Municity
and Laserfische (description provided);and
Whereas,the Committees recommend approving the additional position in the title of
Deputy Town Clerk for the period of June 2016 through December 2018 with the 2016 expenses
to come from the existing budget;now,therefore be it
Resolved,that the Town Board hereby authorizes the Town Clerk to hire an additional
Deputy Town Clerk for the period of June 2016 through December 2018 to work on the Records
Management Project as described and other duties as described.

Thickening.Grit Removal and Administration Building Improvements at the Ithaca Area
Wastewater Treatment Facility
Whereas,the Ithaca Area Wastewater Treatment Facility (lAWTF)requires constant
upgrading to meet the rigorous water quality and clean energy standards embodied in its long
range planning goals, and
Whereas,lAWTF staff and the Special Joint Committee (SJC) have reviewed the
findings from the March 2016 Primary Treatment and Anaerobic Digester Improvements
Feasibility Study prepared by GHD Consulting Services,Inc.("GHD"),and

Whereas:A modification of the Agreement for the Expenditure of Highway Monies is
required by NYS Town Law upon any changes/modifications to the agreement,and now
therefore be it
Resolved:The revised Agreement for the Expenditure of Highway Monies shall read:
AGREEMENT between the Town Highway Superintendent of the Town of Ithaca,
Tompkins County,New York and the undersigned members of the Town Board.
Pursuant to the provisions of Section 284 of the Highway Law, we agree that moneys
levied and collected in the Town for the repair £ind improvement of highways,and received from
the State for State Aid for the repair and improvement of highways, shall be expended as
follows:
HIGHWAY:
1. GENERAL REPAIRS. The sum of $185,000 shall be set aside to be expended for
primary work and general repairs upon 7 miles of town highways,including sluices,culverts,

16.Report of Town Officials
Ms.Terwilliger reported to the board that the yearly inspection associated with the Conservation
Easement and Stormwater Operation and Maintenance agreement for the IC Wetlands Mitigation
sites. The Board accepted the report.
Mr.Goodman reported that the Management Team discussed adding another gate to the Aurora
Street entrance to the parking lot.There is still a lot of traffic coming in and out and blocking
people in.
17.Report of Town Committees and Intermunicipal Organizations
Mr.DePaolo reported that there is an issue with Cooperative Extension administering Youth
Employment as directed by Cornell. There will be a meeting tomorrow night and he will have
more details.
18.Review of Correspondence
Ms. Hunter asked about the notice regarding Therm requesting a tax abatement for its expansion.
Mr.Goodman did not think the town has a lot of say in this but it is expanding and will provide
more jobs.Mr.Bates added that it does help the town in that they are accepting ownership of the
streets within the campus which helps with 911 addressing.

3)County Communications and 911 Programs:
a)In November,1have communicated to the Tompkins County Director of
Emergency Response and the Director of the 911 Center expressing my concerns
with the delayed dispatching of emergencies by the 911 Center. Since last fall,
there have been issues with the CAD software that causes the computer aided
dispatch workstations to lock-up or crash.Sometimes this has resulted in a delay
in processing the information fi-om the caller,or a delay inthe CAD providing a
recommended response. We are still experiencing delayed dispatching due to the
CAD software crashing, and I've not heard if anything has been done about fixing
the problem.
4)Grants and Donations
a) On April 23^^,2015,theCityof Ithaca receiving a grantto fund the replacement
of our 15-year-old Self-Contained Breathing Apparatus. The grant award was for
$413,000,with the City required to provide a 10%match. The SCBA purchase
was putoutto bid on March 28^,and one bid was received.We expect the new
units to arrive in a month and a half to two months.
b) On January 13'^2016,1 submitted an application foran Assistance to Firefighting
Grant Application to FEMA. The grant application was for the replacement of the
department's Breathing Air Compressor.The current compressor is 15 years old
and nearing itsend of use. We are requesting funding for $60,000.
c) On March 25^,2016,1 submitted two grant applications tothe Staffing for
Adequate Fire and Emergency Response (SAFER)program. The first grant
application requested funding for a volunteer and bunker program. The grant
would pay for equipment, physicals, and training for up to 20 new volunteer and
bunking members over four years.If awarded the grant would also fiind a part-
time program administrator. The total amount requested is $356,744. The second
grant application requested funding for 4 Career Firefighters.If awarded, the
grant would fund salaries and benefits for 4 Career Firefighters for two years.
After the grant period, the City would either pick up the cost for the four
additional firefighters or eliminate the positions. The total amount requested is
$634,016.There can be no reductions in staffing during the grant performance
period. Common Council approval is a prerequisite to the award of the hiring
grant.
5)Collegetown Fire Station

a)Kingsbury Architects completed their study on relocatingthe Collegetown Fire
Station to another location on East Hill, as well as the cost of repair work that is
needed for the current fire station.
We have contracted with Kingsbury Architects to look at another location on
Maple Ave, and to review the cost and programming with a reconfigured station
that would be 30 percent smaller than the existing fire station.
5)Apparatus
a) We havefinalizeda contract with Seagrave FireApparatus Inc., for the purchase
of a new pumper. We expect the new pumper delivered by the end of the year.
b) Heavy Rescue -Common Council authorized in the 2016 Budget to fund the
refurbishment of our 1989 Saulsbury Heavy Rescue. The project involves the
removal of the stainless steel rescue body from the existing 1989 Simon Duplex
chassis, refurbishing body, and then installing it on a new truck chassis. The
estimated cost is $450,000.This project is instead of a full replacement of the
truck and body, which has been estimated to cost $800,000.I will be submitting a
request to the Town of Ithaca Board for approval to move forward with this
project.
c)Ladder Truck Damaged - The 2013 Pierce Ladder Truck was damaged during a
training evolution in March. We are waiting for estimates on the repair, and a
timeline when the repairs will be completed. We expect the truck to be out of
service for at least another two months.

Board of Fire Commissioners
Report to Ithaca Town Board
May 9,2016
The following is a summary of the Board of Fire Commissioners quarterly report to the Ithaca
Town Board for the first quarter of 2016.
Included with this report are:
• The Fire Chiefs Report given at the April 12,2016 BFC meeting. This includes the Fire
Marshal's Report & Fire Prevention Bureau activity.
• The department call activity reports for January 1- March 31.2016.Total calls 1228
(Highest total in last 4 years).
• The financial operations summary through March 31,2016.
Fire Department Operational Staffing (March 3 K 2016V
• As of March 31,2016 the active Uniformed staff totaled 63 (1 Chief, 6 Assistant Chiefs,
8 lieutenants, & 47 Fire Fighters plus 1Deputy Chief on per diem). In addition there is I
Administrative Coordinator for a total of 64 personnel.
• Asst. Fire Chief VanBenschotenretired Feb. 23, 2016. Lt Tom Deis was promotedto
fill the vacant Asst. Fire Chiefs position and FF Otis Jackson was promoted to
Lieutenant to the opening created by Deis's promotion to Asst. Chief.
• Two recruit firefighters (Mark Stillwell and Lucas Albertsman) are currently intraining
at the NYS Fire Academy in Montour Falls. They are expected to be ready for shift
assignment by July or August.
2016 Budget - was approved by Common Council Nov.4,2015.The total 2016 operating
budget approved (including benefits and debt service) is $9,874,646. Expenditures for the first
quarter intotal were within the department's operating budget.
SCBA Equipment-The department was awarded a Federal grant of $413,000 to replace its 15
year old SCBA equipment. There is a 10%local match requirement for this award. The bid for
this equipment was awarded to LaFrance Equipment Corporation of Elmira,NY. For $455K).
The units are expected to be delivered in the next two months.
Station 9 (Collegetown)-the report from Kingsbury Architects on the feasibility of relocating
the Collegetown Fire station to another location on East Hill as well as the cost of repair work on
the current facility was provided to the Board of Fire Commissioners in April. A second study
has been contracted with the firm to look at an alternate site on Maple Ave and to review the cost
and programming of a station that would be 30% smaller than the existing fire station.
Apparatus A contract has been made with Seagrave Fire Apparatus,LLC to purchase a new
pumper at a cost of $529,316 with additional equipment purchases the contract should not
exceed a total cost of $550,000.
The 1989 Saulsbury Heavy Rescue truck will be refurbished at a cost of $450,000.This will
involve using the existing steel body and moving it to a new truck chassis. The cost of a new
body and chassis would have been $800K.
Grants The department has submitted two SAFER (Staffing for Adequate Fire and Emergency
Response) grants. One is to support a volunteer/bunker program that would support equipment,
physicals,and training for up to 20 new bunker/volunteers over a 4 year period of time. The
total funding requested is $256,744 including funds for a part time program coordinator. The

Other grant was to add 4 additional career staff to the department for a 2 year period. The
positions would be fully funded on the grant and require no reduction from current staffing
levels. At the end of the period the City would have to determine if the positions would
continue to be supported on the department's operating budget. The amount requested is
$634,016.
Board of Fire Commissioners
The BFC meeting agendas/minutes (dating back to October 1987)may be accessed from the

The Board has begun working on guidelines and procedures for recognizing meritorious service
by career and volunteer members of the department.
There is currently one opening on the Board of Fire Commissioners available to be filled by an
individual recommended by the Town Board.
As noted previously, given the Board's role in overseeing the operation of the department and
the effort to increase the effective use of volunteer's in the department it would strengthen the
Board if the individual appointed had experience/knowledge/skills in one or more of the
following areas - human resources/workforce/volunteer recruitment/ working with volunteers/
organizational uses of social media/website development/organizational
development/Marketing/previous experience with the fire service. A priority for the position
would be to seek an individual with the aforementioned skills,who would also enhance the
diversity of the Board and reflect the community served by the fire department.
The time commitment for a board member is approximately 1-3 hours per month. The Board
meets monthly on the second Tuesday of the month at 4 pm at Central Fire Station.

Volunteer Program Development
There are currently 14active members of Volunteer Company No. 9 who serve the department.
There are two new provisional members of the Company who are awaiting training to become
active volunteers with the Department,
An ad hoc committee consisting of 2 members of the Board (Commissioners Gilligan &
Guttridge),Chief Parsons,Assistant Chief /Training Officer Tracy, plus Company 9 Captain,
David Cornelius is reviewing recruitment plans for volunteers,activity requirements,and
training for volunteers.The volunteer handbook is being reviewed as part of this effort.
rAArecruitmenteventwas held Saturday, Apr. 23 at Central Fire Station, in conjunction with
FASNY's "Recruit New York"statewide effort to recruit Volunteers to the Fire Service.

Other Items &Items in progress:
1 There has been an on-going issue with the CAD (computer aided dispatch) system used
by the 911 Center. The software crashes at times causing a delay in processing 911 calls
or in providing a recommended response for a given incident.
2 Charter Review- the Board will be continuing its discussion of the role of BFC. The
Mayor as part of his state of the city address indicated that he expected to have Common
Council review the various city boards and committees with the goal of utilizing them
more effectively and making them more efficient.
3 Resource recovery/False Alarm Policy -Currently on hold pending review with the City
Attorney.
4 County Fire-Disaster - EMS Advisory Board-no new action on this issue.
5 Training Center Facility Project -no construction has been authorized due to the training
site being located on land designated as City Park land.

lesson learned should be how to make it safer.Hiking and swimming in the gorge has untold positive
benefits, mentally,emotionally,physically and psychologically both to the individual and to societyat

nature isa powerful force within usthat drawsusaway from the concrete,glassandsteel ofthe urban
environment and into the flowing water around us.
When the truck slammed into Simeon's,we did not respond by halting truck traffic or closing the
road.When there isa trafficfatality, we don't ban cars. Oursociety has not banned tobacco or alcohol,

been triggered by the Forest Home Wall project.However,
Rebuilding wall will not require Town to take over ownership or maintenance of walkway
