HomeMy WebLinkAboutCB Minutes 2007-12-06 Town of Ithaca Conservation Board December 6, 2007 Final Minutes PRESENT: Chris Benedict, Diane Conneman, Lenore Durkee, Mike Goettel, James Hamilton, Brent Katzmann, Susan McCutcheon, Jon Meigs, Larry Sallinger STAFF: Sue Ritter Persons To Be Heard: None Member Concerns: Larry outlined that an Ithaca Journal article stated that both PB and CB were against the Town's building moratorium. Larry would like to see a clarification as the CB did not vote on the matter. Chair and Coordinator Reports: Chair: Discussion over a brochure outlining a tour of the Town of Ithaca prepared by the Municipal Historians of Tompkins County and Office of the Tompkins County Historians (including various recreational areas, scenic views etc). Coordinator: Ithaca College has developed a draft of the environmental impact statement for the planned Athletic and Events Center. This document is being evaluated to see if it matches the approved scoping document. The December 10th TB meeting will discuss the biological study of the NE which includes a survey of plant species and intends to outline areas of ecological significance. On December IIth a public informational meeting to discuss the Town's proposed stormwater management law will occur. Business: Minutes: November meeting minutes were accepted as corrected. 2008 CB meeting schedule was discussed and was accepted with the removal of italics at the end of the second paragraph, pertaining to ERC meetings. James moved, Lenore second. Diane Conneman was nominated as CB chair by James. Diane accepted the nomination. Larry moved, Lenore seconded. Unanimous vote proceeded. Brent Katzmann was nominated as CB vice chair by Chris. Larry motioned, Lenore seconded. Unanimous vote proceeded. Recommendation to the Town Board concerning draft of Town Stormwater Management and Erosion Control Law Sue Ritter provided printouts of the upcoming public presentation outlining this proposed law. Discussion centered on a potential enforcement issue. Sue followed by saying the Town would be the ultimate enforcer of the law. Susan asked for clarification of a "disturbance". The concept of Stormwater Crediting was discussed (allows for the use of better site design practices to give credit for increasing infiltration). Larry followed by asking for an addition to the law that would require a deed restriction so that the inspection and maintenance agreements/requirement of stormwater management facilities would be binding on all subsequent landowners. Sue followed by pointing out the section of the law where this requirement is currently written. Lenore asked about the status of the drafted Stream Setback Law. Sue followed by saying that work on the Stormwater Law has taken precedence because it needs to be put into effect by Jan. 1, 2008 as required by the NYSDEC. James motioned, Larry seconded the affirmative recommendation on the draft Stormwater Management and Erosion and Sediment Control Law. Unanimous vote followed. Regular Reports and Updates: ERC: Nothing. SRC: Diane talked with Herb Engman regarding a presentation by the SRC to the TB and he informed her that there may be an additional TB meeting in Jan where the SRC could give its presentation, if the Jan 11th meeting does not work out. TOMPKINS COUNTY EMC: None SIX MILE CREEK VOLUNTEER MONITORING PROGRAM: Last sampling occurred on Nov. 27th which was timely to a recent storm event. CITY OF ITHACA NATURAL AREAS COMMISSION: None Other Business: Discussion followed about CB committee assignment, but it was agreed that members would further discuss this at the Jan. 2008 meeting.
