District 6 A quorum was present. 7 8 Guests: Dooley Kiefer, Maureen Reynolds (County Clerk) 9 10 Call to Order – Chair Darby Kiley called the meeting to order at 4:25pm. 11 12 Privilege of the Floor – No one spoke. 13 14 Membership Oath of Office – Tompkins County Clerk Maureen Reynolds administered the Oath of Office to 15 newly appointed and reappointed members of the Council. 16 17 Agenda Review/Changes – None 18 19 Approval of December 2017 Minutes – A motion by Frank Proto, seconded by Linda Wagenet, to approve 20 the December 18, 2017, minutes was passed by the members present. 21 Membership/Nominating Committee – Election of 2018 Officers/Update on Board Recruitment 22 •Marjory Rinaldo-Lee moved, and Barry Goodrich seconded, the 2018 slate of officers for nomination:23 Darby Kiley (Chair) and Frank Proto and Elizabeth Cameron (Vice Chairs). Motion carried.24 •In regards to the vacant USGS seat, the committee is waiting for recommendations from Ed Bugliosi.25 •All voting seats have been filled except for Business and Industry.26 Committee Overview and Signups 27 Watershed Rules and Regulations – Roxy Johnston 28 29 Roxy recommended not continuing the Rules and Regulations Committee. She and Chris Bordlemay Padilla have 30 not been able to make substantial progress due to job demands and other time constraints. She’d prefer to pursue 31 the issue independently through her work with the City of Ithaca (and Chris through his job at Cornell) and come 32 to the Council for expert advice as needed. Frank thought it wise to report what was just discussed to Anna Kelles 33 as she chairs PDEQ and would have oversight. It was Darby’s opinion that the committee should remain but that 34 its future direction and area of focus be up for discussion. It could be that the needs of the committee have 35 evolved. Michelle Henry said she’d heard through staff from the Finger Lakes Water Hub that the NYS 36 Department of Environmental Conservation is planning to review the State’s Watershed Rules and Regulations. 37 38 Monitoring Partnership – Roxy Johnston 39 40 The Committee will continue its work monitoring the southern end of Cayuga Lake. There is still no TMDL from 41 the NYSDEC. 42 43 Road Ditching – Kristen Hychka 44 45 Kristen reported that the Committee is active — they’d met just prior to the meeting — and welcome new 46 members. Moving forward, the members plan to explore other topics for workshops such as stream remediation. 47 48 Emerging Contaminants – Jose Lozano 49 50 The committee has not met for the last two months, but plans to meet in February. 51 52 Soil Health – Emelia “Mia” Jumbo 53 54 The committee continues working on the Soil Health brochure and is considering design options. 55 56 Water Quality Strategy – Darby Kiley 57 58 A new committee needs to be created to craft the next itineration of the Water Quality Strategy (2019-2021). 59 The plan is to have a draft in place by summer and to adopt the final document at the October meeting. 60 61 Water Withdrawals 62 63 Dooley Kiefer, Cynthia Brock, and a few other members thought “water withdrawals” was worth examining as a 64 potential committee topic. The subject, specifically water withdrawals in relation to public policy, was recently 65 brought to the Council’s attention by guest Mara Alper, who spoke during Privilege of the Floor at previous 66 meetings. 67 68 Darby then passed around a draft Committee List for members to review. 69 70 Committee Reports (as needed) 71 72 Outreach and Education – Lynn Leopold 73 74 The Committee would like the Clean Boating Brochure to be a large-format piece (17 x 22) and needs to know 75 what the budget would be for publishing it. The map would take up one side. They have gotten a couple of 76 printing quotes from Arnold ($800 for 1,000 copies and $1,000 for 2,000 copies). They are still debating whether 77 the map should include Cayuga Lake in its entirety or solely the area that abuts Tompkins County. Linda Wagenet 78 asked if they’d considered including only the essential information in the brochure and keeping the map digital. 79 Jose suggested the Active Captain website as a possible link for the brochure. 80 81 Letter of Support for IO Watershed Summit-funding from Engaged Cornell – Darby Kiley 82 83 Darby Kiley asked the Council to approve a Letter of Support for the Engaged Opportunity Grant application for 84 the Cayuga Lake Watershed Intermunicipal Organization (IO) and Cornell partners to host a Watershed Summit. 85 The only suggested edit to the Letter of Support came from Frank Proto, who advised finding a contact name for 86 the letter instead of addressing it to “To Whom It May Concern.” 87 88 Lynn Leopold moved to approve the Letter of Support, with Frank’s edit incorporated, on behalf of the IO for an 89 Engaged Opportunity Grant.) Sharon Anderson seconded the motion, which was passed by the members 90 present. 91 92 Chair Report – Darby Kiley 93 94 Committee members need to submit their annual reports by mid-February. 95 96 Staff Report – None 97 98 Member Announcements 99 100 •Ed Gottlieb reported that Governor Andrew Cuomo vetoed the chain pharmacy takeback bill. NYSDEC101 has asked Ed to create a stakeholders group, comprising individuals from industry, municipal102 government, and environmental stewardship, to convene and discuss the topic and then report back to103 Governor Cuomo in May 2018.104 •Steve Penningroth reported that NYSDEC will be testing the soil at Nate’s Floral Estates as part of105 groundwater monitoring.106 107 Adjournment 108 109 Chair Darby Kiley adjourned the meeting at 5:25 pm. 110 111 112 These draft minutes will be formally considered by the WRC at its next monthly meeting, and corrections or 113 notations will be incorporated at that time.
