HomeMy WebLinkAbout2019.04.15-IO-WRC-PresentationWelcome to the Cayuga Lake Watershed Intermunicipal Organization The municipalities within the Cayuga Lake watershed recognize the enormous and irreplaceable ecological, economic and social value of Cayuga Lake, its tributaries, and its wetlands. The purpose of the Intermunicipal Organization is to bring the watershed municipalities together to work collectively and collaboratively on monitoring, protecting, and restoring the health of the watershed. The IO and Watershed Planning •The IO was formed in the late 1990s as part of a DOS funded watershed management planning process •That initiative produced a 2000 Watershed Characterization and a subsequent 2001 Watershed Restoration and Protection Plan •A subsequent DOS grant provided funding for the 2017 Watershed Restoration and Protection Plan Update Watershed RPP Documents www.cayugalakewatershed.org 2017 RPP -Updated IO Goals Provide a forum for all municipalities within the watershed to interact, exchange information, and work together to protect the watershed as a whole Set priorities from the RPP for action. Approve an annual work plan and budget. Develop funding for municipal and intermunicipal projects consistent with priorities. Review and approve funding requests consistent with priorities. Maintain required financial and administrative functions. Commit to revising the RPP to incorporate the requirements of US EPA’s “9 Elements” planning standards. Commit to reviewing the RPP, Vision & Goals in five years from implementation DOS LWRP Grant Award •$128,000 total project cost •3-year project •3 project components •Redefining the organizational and financial structure of the IO •Designing a set of criteria for prioritizing the recommendations of the 2017 Restoration and Protection Plan Update •Identifying specific projects and preparing conceptual designs and cost estimates to advance watershed goals and capitalize on funding opportunities Accomplishing Project Objectives Cayuga Lake Watershed Network We are contracting with CLWN to: Research and present examples of successful watershed governance structures. Facilitate discussion and implementation of organizational restructuring of the IO Coordinate public outreach and education throughout the project Central New York Regional Planning and Development Board We are contracting with Central New York Regional Planning and Development Board to: •Review and participate in discussion of watershed governance models •Help facilitate restructuring of IO •Take a leadership role in developing criteria for prioritizing watershed projects, identifying priority projects, and helping move projects through the visualization and planning process. Project Advisory Committee We are creating a Project Advisory Committee of representatives from state agencies, local governments, and community stakeholders to work with the IO, CNYRPDB and CLWN. The Committee will help focus the planning process, review and comment upon consultant proposals and work products, and establish working relationships between the many governments and agencies responsible for the restoration and protection of Cayuga Lake and its watershed. Supporting The Project How WRC Can Help •Establish relationships with Water Quality Committees throughout the watershed •Consider membership on the Project Advisory Committee •Engage in the discussion of watershed governance •Encourage County involvement in a regional approach to watershed management •Bring forward water quality improvement ideas to the IO Questions?
