Staff 6 A quorum was not present until later in the meeting. 7 8 Guests: None 9 Call to Order – Chair Darby Kiley called the meeting to order at 4:23 pm. 10 Privilege of the Floor – No speakers 11 Agenda Review/Changes – None 12 Approval of June Minutes – Approval of the minutes was postponed because there was no quorum. 13 14 Cayuga Lake Watershed Restoration and Protection Plan – Hilary Lambert, CLWN 15 Hilary Lambert distributed a handout and reviewed its contents: the Table of Contents from the plan and the top 16 priority recommendations for action. She noted the original watershed protection plan was prepared in 2000; that 17 this update of the plan involved an extensive public outreach effort; and that the plan was written primarily by 18 local experts who volunteered their time and expertise. 19 • Frank Proto asked about input received from local governments on priorities for action; Hilary noted that 20 only two or three local governments responded despite several efforts to reach them. 21 • Jose Lozano asked for her thoughts on getting better involvement, and Hilary suggested that involving 22 counties would be key to increasing local government participation. However, she did note that the three 23 counties in the watershed are each very different. 24 • Michelle Henry suggested that WRC members could be liaisons to local governments, and Joan 25 Jurkowich recommended working through the Tompkins County Council of Governments. 26 • Dooley Kiefer asked if this document was considered an official Watershed Management Plan. Hilary 27 responded that this plan, together with the upcoming TMDL, would be considered a Watershed 28 Management Plan. Dooley asked if the other counties have Water Quality Coordinating Committees, and 29 Hilary stated that they do but they differ from each other. 30 31 Hydrilla Treatment Update – Hilary Lambert, CLWN 32 Hilary Lambert distributed a handout used at a recent public information meeting on hydrilla. She reported the 33 Army Corps of Engineers is providing funding for treatment in 2017. She noted there is particular concern in the 34 Aurora area about the impacts of the treatment on swimming and on drinking water quality as the water intakes 35 for the village and college are near the treatment site. She stated that the Community Science Institute will be 36 monitoring for the presence of fluridone during treatment activities. 37 Plans for Fall Workshop to Protect Water Resources – Joan Jurkowich 38 Joan Jurkowich reported that after reviewing the training input they received from local municipalities, the 39 committee members have identified three top priorities: stream corridor protection, road ditching practices, and 40 natural infrastructure. The committee is proposing a fall workshop on road ditching and a spring workshop on 41 stream corridor protection. The road ditching workshop would be a half-day session in early November, and 42 committee members are reaching out to potential presenters, including staff from the Cornell Local Roads 43 program and the Tompkins County Soil and Water Conservation District. She noted the fall workshop would 44 probably cost $500-600. The WRC agreed to support the road ditching workshop, and that the expenditure of 45 funds for this purpose was acceptable. 46 Committee Reports 47 None 48 49 Chair Report – Darby Kiley 50 There was no chair report. However, Darby Kiley noted the presence of a quorum and called for approval of the 51 June minutes. 52 53 Action: Motion by Frank Proto, seconded by John Andersson, to approve the minutes as distributed. The 54 motion passed by the unanimous vote of the members present. 55 Staff Report – Joan Jurkowich 56 Joan noted that Kristin McCarthy was absent due to illness. 57 58 Member Announcements 59 Frank Proto asked if anyone knew of any reports of recent flooding: 60 • City of Ithaca: An excavation site next to the Ithaca Times building flooded on consecutive days. An 61 underground sidewalk vault on the site was open, and water poured into it like a river. 62 • Village of Lansing: The Shops at Ithaca Mall, as well as below-grade apartments along Uptown Road, 63 experienced flooding. 64 • Town of Ulysses: A resident of Maplewood Road reported the deposition of sediment in her yard. 65 Adjournment 66 Chair Darby Kiley declared the meeting adjourned at approximately 5:26 pm. 67 68 These draft minutes will be formally considered by the WRC at its next monthly meeting, and corrections or 69 notations will be incorporated at that time.
