Call to Order – Chair Darby Kiley called the meeting to order at approximately 4:18 PM. 10

Approval of Minutes – Motion by Frank Proto, seconded by Chris Bordlemay, to approve the minutes of 12
September 19, 2016, with the following correction: Ed Bugliosi asked for time on the agenda to report on lead 13
contamination at the Lansing Rod and Gun Club. Motion passed unanimously. 14

Since Ed ended up not having time to comment at the September meeting, Darby will follow up with him to see if 16
he would like time on an upcoming agenda. 17

Presentation: FLLOWPA – Jon Negley presented a proposed funding request to the Finger Lakes – Lake Ontario 19
Watershed Protection Alliance to the group. Motion by Liz Cameron, seconded by Lynn Leopold, to approve the 20
request. 21

Presentation: Impact of Drought on City of Ithaca Water System – Michael Thorne presented on the drought and 25
its effects on the city’s water supply. In particular, he mentioned high turbidity in the city’s water was the result 26
of high levels of manganese and iron. The discoloration stopped, however, once the water was treated for 27
manganese. In addition, the City of Ithaca water treatment plant is now fully up and running, and they will be 28
tracking manganese more rigorously next summer. 29

Hydrilla Update – James Balyszak: Active treatment for hydrilla in the Ithaca area has been completed. There was 33
considerable discussion among the members regarding the hydrilla infestation near the Wells College boat dock in 34
Aurora. The current focus is on delineation. 35

• Executive – Darby Kiley: The Executive Committee met to discuss water supply and development, and 39
members are reviewing the 2010 Water and Sewer study. 40
• Nominating/Membership – Elaine Quaroni: The deadline for re-applying to the board is October 28. 41

• Watershed Assessments – John Andersson: Members met last week and plan to have their final report 44
finished by the end of the year. 45
• Watershed Rules and Regulations – Chris Bordlemay: Members are working individually on updating 46
rules and regulations. 47
• Cayuga Lake Monitoring Partnership – Darby Kiley: The draft TMDL for Cayuga Lake is expected to 48
be ready in January 2017. 49
• Education and Outreach – Lynn Leopold: The committee continues its work on the paddling brochure. 50

Chair’s Report – Darby Kiley: Lower Taughannock Creek and its tributaries are now considered “threatened” in 52
the most recent 303(d) Impaired Water Bodies inventory. In addition, Trumansburg Creek and its tributaries 53
experienced minor impacts. 54

Staff Report – Joan Jurkowich: The Natural Infrastructure Capital project was well-received by the Legislature 56
and is included in the draft budget. 57
