ACTION: Martha Robertson moved, and Darby Kiley seconded, to approve the January and February 23
minutes. The minutes were approved unanimously. 24

Possible Amendment to Guidelines for Capital Reserve Fund for Natural, Scenic, and Recreational 26
Resource Protection – Scott Doyle & Ed Marx 27

Scott Doyle and Ed Marx shared with the board the revised possible amendment to the Guidelines for Capital 29
Reserve Fund for Natural, Scenic and Recreational Resource Protection, which the Tompkins County 30
Planning & Sustainability Department would like to present to the Legislature’s Planning, Development and 31
Environmental Quality committee for approval. The version distributed at the April meeting incorporated the 32
changes and comments given by PAB members at the March meeting. 33

Before the amendment was put before the board for a vote, Scott updated the group on the latest 35
developments and they offered him their feedback and asked questions. 36

ACTION: Martha Robertson moved, and Fernando de Aragón seconded, to recommend an amendment to 38
the Guidelines for Capital Reserve Fund for Natural, Scenic, and Recreational Resource Protection. The 39
motion passed unanimously. 40

Resiliency Plan –Scott Doyle & Angela Crowley 43

Scott Doyle and intern Angela Crowley presented their research on municipal resiliency plans. Scott will be 45
applying on behalf of Tompkins County for a grant that New York State is offering to upstate counties to 46
develop community resiliency plans. The rationale behind the funding, which is part of $1 million in 47
planning grants made available through the State’s Environmental Fund Smart Growth Program, is to get 48
ahead of climate change. 49

Such programs will take an integrated “smart-growth” approach and include countywide risk assessment of 51
key infrastructure; outreach engagement strategies including a tangible debris management plan; and 52
continuity of operations planning for small businesses and local governments developed in concert with the 53
Chamber of Commerce. 54

Scott hoped to get feedback from the board members as it would make the grant application even stronger. 56
Some thoughts and questions posed by the group included: 57

Andy Zepp: NYSEG and the other utilities must participate in this process for it to succeed. Angela: New 59
York State wants the key stakeholders (including private sector) involved. 60

Dave H: What role will PAB play in implementing this plan? Ed: County would want to run the program by 62
the board members at various stages of the process for feedback because of the multiple perspectives they 63
offer. 64

Recommendations Regarding Regulation of Renewable Energy Systems – Joan Jurkowich 66

Joan Jurkowich spoke to the group about the County’s recommendations for regulating renewable energy 68
systems. Her talk included a PowerPoint presentation, which she had previously given at a public meeting on 69
March 16th at the Tompkins County Public Library (TCPL). Another public meeting will be held at TCPL on 70
March 29th and one with municipal officials is tentatively scheduled for April 6th. 71

The members offered their feedback, and Joan and Ed asked the members to email them with any further 73
thoughts or questions regarding the County’s recommendations. 74

The Nominating Committee’s recommendations for chair and vice chair of the PAB, David Kay and David 78
Herrick, respectively, were presented to the board for a vote. 79

ACTION: Darby Kiley moved, and Fernando de Aragon seconded, the appointments of David Kay as chair 81
and David Herrick as vice chair. The motion was approved unanimously. 82

Commissioner’s Report – Ed Marx 85

• After carefully assessing and reviewing feedback and comments generated from the meeting last 87
November, the County’s Housing Summit team has developed a series of recommendations for a 88
proposed Housing Solutions team to carry forward. These include completing the County Housing 89
Strategy, considering local anti-discrimination guidelines regarding source of income, developing a 90
package of incentives for housing development at preferred locations, creating an inventory of 91
housing resources and programs for developers and others interested in accessing it, agreeing on 92
success indicators, and extending outreach efforts to build political will. 93

• In addition, TCAD will be convening a developer roundtable, and according to Kathy Schlather ,the 95
Ithaca/Tompkins County Continuum of Care Committee is working on establishing minimum 96
standards for housing. 97

• Martha Armstrong, Dave Herrick, and Ed Marx met to discuss updating of the County’s municipal 99
sewer and water system inventory. 100

• At a meeting of the New York Upstate Chapter of the American Planners Association, municipal 102
planners from Syracuse announced that the city would be completing a comprehensive zoning update 103
for the first time since its zoning laws were established in 1921. 104
