HomeMy WebLinkAbout2024-04-09-TB-FINAL-minutes1 TOWN BOARD MEETING Town of Ulysses April 9, 2024 The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom videoconference. Notice of Town Board meetings are posted on the Town’s website and Clerk’s board. Video recordings of meetings are available on Youtube at https://www.youtube.com/channel/UCWVIs--g9CpHIxdk9YxZyPw. CALL TO ORDER: Ms. Olson called the meeting to order at 7pm. ATTENDANCE: TOWN OFFICIALS: Supervisor- Katelin Olson Board members- Mary Bouchard, Michael Boggs, Rich Goldman, Liz Weatherby Town Clerk- Carissa Parlato Recreation Director- Will Glennon Town Planner- Niels Tygesen MEMBERS OF THE PUBLIC: In person- Roxanne Marino, Bryon & Kim Moore, Jim Dunn Via Zoom- Cynthia Mannino, Anne Koreman APPROVAL OF AGENDA: Motion: Ms. Bouchard moved to approve the agenda as presented. This was seconded by Mr. Goldman and passed unanimously. PRIVILEGE OF THE FLOOR: Mr. Dunn inquired about the use of permeable pavement for the town parking lot. He said that Taughannock Park has had issues with theirs in that they are unable to plow their lot in the winter and cars sink into it in the summer. He asked whether the town would be installing a rapid charging station. Ms. Olson responded that the town already has a (non-rapid) electric vehicle charging station. Ms. Marino followed up on Mr. Dunn’s inquiry. She said that the Village parking lot and Farmer’s Market are under consideration for the rapid charger. They are awaiting other grant funding to make it happen. MUNICIPAL BOARD & STAFF REPORTS: See Appendix for staff reports submitted in advance. 2 Ms. Weatherby shared that the Youth Commission met last week, as did the Comp Plan Committee. The Comp Plan Committee has 2 respondents to the RFP who will be interviewed next week. Ms. Olson said that the Camp Barton real estate transfer had not closed yet. She hopes to get a few weeks notification for the event. Mr. Boggs noted that the WSPPC met last week Ms. Marino said that CSAC is working on Earthcare Day preparations. Ms. Koreman shared the following information from TC Legislature: • Received a $50K park grant for geothermal feasibility and looping in other county bldgs • Looking at transitional housing for homelessness • Rapid response began on 4/1. A 4/11 meeting will help determine future cost structure for county and munis • An engineering study for underserved broadband is scheduled- someone will go house to house to test service, speed, viability • Living wage discussion held • Sales tax was down from last year for Feb. for county & munis • Received $1.5 million for construction grant for airport fire/rescue/snow removal building OLD BUSINESS: UPDATE FROM REC DIRECTOR, WILL GLENNON Mr. Glennon said that spring (Jan. -April) registrations continue to be on par with 2023. The desire for more adult programming is up from last year. Summer camp registration opened on 3/16 and 5 of the 6 weeks sold out that day with wait list numbers in the 20s, demonstrating the value and need of the service. Numbers are limited by the space at the school. Hours are 9-4 with pre & post camp care available. School needs force the program to end earlier in the summer than it would if it were at another location. The school will also likely start charging the camp a fee for use. Adding new programs is also limited by the space available at the school. The wrestling program has experienced this. Mr. Glennon said that transitioning to camp at Camp Barton will allow them to offer more slots, activities, time but will also necessitate additional administration and infrastructure. NEW BUSINESS: DEVELOPMENT DISTRICT 8 – ALTERATION REQUESTED TO ZONING Mr. Moore is requesting an alteration to their Development District in order to add a lean-to on the side of the building of their boat repair business. This is necessary to provide workers with shade from sun and cover for rain as boat work often takes place outside. 3 Ms. Olson confirmed that Mr. Tygesen and the Attorney for the Town agree that the zoning language does not allow a lean-to. RESOLUTION #73 OF 2024: REFERRAL OF DEVELOPMENT DISTRICT 8 ZONING ALTERATION TO THE PLANNING BOARD WHEREAS, the owner of property within Development District 8 seeks an alteration to zoning in this development district; and WHEREAS, the Town Board finds that the request warrants further consideration; NOW, THEREFORE, BE IT RESOLVED, that the Ulysses Town Board directs the Ulysses Planning Board to review the alteration requests for Development District 8 and provide a recommendation to the Town Board. Moved: Mr. Boggs Seconded: Mr. Goldman Olson aye Boggs aye Bouchard aye Goldman aye Weatherby aye Vote: 5-0 Date Adopted: 4/9/24 CITIZEN PRUNERS CONTRACT WITH CORNELL COOPERATIVE EXTENSION Ms. Olson said that Mr. Hillmann is involved with this program to train citizen s in a safe way. The contract will need amending based on advice from the attorney and insurance company before it comes before the board. Town concerns for the roads in the town- sending citizens 55 mph TOWN JUSTICE COURT – DISCUSSION ON CONSOLIDATION OF JUSTICE POSITIONS (FROM 2 TO 1) DUE TO DECLINING COURT CASELOAD, DECLINING COURT REVENUE, AND THE IMPACT OF THE CENTRALIZED ARRAIGNMENT PART (CAP) COURT Ms. Olson presented court data (caseloads, revenue, expenses…) that support the elimination of one of the two Town Justice positions. She said that bail reform in NYS has contributed to a decrease in revenue and Centralized arraignments (CAP Court) has lessened the load for towns . She shared that elimination of a position can only happen at the end of an elected term so now would be the time to do so as Mr. Schlee’s term ends at the end of this year. The board could make this change by resolution subject to permissive referendum. The item will be on the agenda for further discussion at the 4/23 meeting. If the board wanted to pursue it, she suggests a Public Hearing be held even though it is not required. 4 Ms. Olson confirmed that Judge Dresser is willing to carry additional cases. USDA PROPERTY ACCESS REQUEST FOR INSTALLATION OF BOX TREE MOTH AND EUROPEAN CHERRY FRUIT FLY TRAPS RESOLUTION #74 OF 2024: AUTHORIZING PERMISSION TO ACCESS TOWN PROPERTY BY U.S. DEPARTMENT OF AGRICULTURE TO INSTALL BOX TREE MOTH AND EUROPEAN CHERRY FRUIT FLY TRAPS RESOLVED, that the Ulysses Town Board authorizes the Town Supervisor to sign an agreement granting permission for the USDA to access Town-owned property, sites to be determined, for the installation of Box Tree Moth and European Cherry Fruit Fly Traps. General administration ●Attended the monthly youth commission meeting on April 2nd. ●Summer camp ○The job application is posted on the Tompkins County Civil Service site.The positions are not civil service. ○Former staff from previous summer camps have been contacted and are stating their preference for returning or not. ●Spring sports registration opened March 16th. ●Youth wrestling clinic session two has been scheduled and will run on April 12th/13th. ●Application for the United Way funding was completed and submitted on March 28th. This is the funding for 2024-2026 at an amount of $3,000.00 each year for programming for the recreation department and summer camp. ●The summer camp has scheduled three field trips for the campers this summer for weeks 4,5,and 6.The destinations are the Syracuse Museum of Science and Technology (MOST),the Syracuse Zoo,and Seabreeze. ●T-shirts and game jerseys will be ordered in April for spring programs. ●Payment vouchers will be prepared for payout in April for the winter track program and session two of yoga. ●The summer camp permit application has been submitted for renewal to the Tompkins County Health Department.The summer camp safety plan is the next item on the completion agenda and is due April 30th. March 2024 Youth Services Report Middle School Programming: Tuesday afternoon Adventure Club. Served 9 Middle School age youth. Civics Internship: Received 12 registrations for the program. Ten Tburg High students will start March 6 (two decided not to participate.) Program is ready to start, all employment workshops/training are scheduled and staffed, and most of the Town content is ready to go. Youth Employment: Preliminary conversations with employers to begin building the slate for Summer 2024. Other: Attended 16-hour core training in Kingian Nonviolence- hosted by Trumansburg Area Committee for Social Equity (TACSE), facilitated by ‘On Earth Peace’- the mission of this organization is to train and develop capacity of groups and communities in philosophy and methodology of Kingian Nonviolence for community organizing and conflict reconciliation. Attended online onboarding session for Volunteer Tompkins and Give Pulse (platform for volunteer recruitment and organizing.) Efforts to organize student cohort to attend Encore Players’ production were mostly unsuccessful. Due to winter break conflict? Will keep trying to engage students in local theater and arts events.
