TOWN BOARD MEETING
Town of Ulysses
March 26, 2024
The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom
videoconference. Notice of Town Board meetings are posted on the Town’s website and Clerk’s board.

CALL TO ORDER:
Ms. Olson called the meeting to order at 7:01pm.

to extraordinary circumstances)

APPROVAL OF AGENDA:
Motion:
Ms. Olson requested the addition of discussion of well testing to New Business. Ms. Bouchard moved
to approve the agenda with this amendment. This was seconded by Mr. Goldman and passed
unanimously.
PRIVILEGE OF THE FLOOR:
Ms. Marino spoke on behalf of the Water Source Protection Plan Committee (WSPPC). She said that t
last night the committee spoke with NYS Dept. of Health regarding well testing for 20 properties. She
thanked the board for agreeing to add it to the agenda tonight and shared an informational
document.
OLD BUSINESS:
ARPA PROCUREMENT AND PROCESS UPDATE
Ms. Olson updated the board by saying that MRB has been engaged to do the scoping associated with
the new parking lot and stormwater management project.

IT/CYBER UPDATE
Ms. Olson said that the town has just about completed the phases of the IT project with only the
phone system upgrade left. She noted that it has been a difficult transition to move to IT support that
is remote without having someone on -site. In the future it may be necessary to hire a local person to
be on-site to interface with the IT company.
WELL TESTING PROGRAM:
Mr. Zartarian from NYS Dept. of Health Bureau of Water Supply Protection said that his program can
sample 20 wells and collect historical info on well, wellhead, casing, test for coliform, e -coli, nitrates,
sulfites, lead, iron, magnesium… Wells along the lake could be tested for HABs. The results will then
be shared with owners. The town will receive results that are not location specific.
Mr. Goldman asked the town ’s responsibility if a well is found to be contaminated and the
homeowner does not have the means to remediate it.
Mr. Zartarian said that the Healthy Neighborhoods program which can help if the county chooses to
participate.
He added that contaminants could be geological or man -made- they wouldn’t necessarily be able to
tell.
Ms. Olson asked whether contamination findings are shared with the local health depts. or other
agencies. Mr. Zartarian said that they could share with the county or other state agencies in an
attempt to find resources.
Ms. Marino noted that a part of the Water Source Protection Plan will include strategies, education,
and implementation so well testing is relevant.
Ms. Olson and Mr. Goldman confirmed that the town is interested in participating.

3/12/24 Regular Meeting.

Ms. Liddle asked when she should share details on the water/additional well -testing for ARPA. Ms.
Olson said ASAP so we can begin considering
ADJOURN
Mr. Goldman made a motion to adjourn at 7:49pm. This was seconded by Ms. Bouchard and passed
unanimously.
