 Minutes of Regular Meeting
 February 19, 2018 Present: Councilpersons: Leslie Connors, Ric Dietrich (Supervisor), Jim Holahan, Jack Miller Excused: Matt Ulinsky Others Present: Town Clerk Pamela Goddard Code Officer Paul Hansen Legislator Dan Klein Public Ted Crane, Ronda Roaring, Pat Woodworth, Charles Tilton, Garry Huddle. Regular Meeting Opened at 7:03pm Privilege of the Floor Ronda Roaring made a request for a lower speed limit on South Danby Road, for the entire length of that road to be posted 45mph. She stated that the County Highway road supervisor was willing to set up a road counter on a section of this road. Supervisor Dietrich provided information regarding the status of a prior request for speed limit review on South Danby Road which is already in process. Danby is awaiting a decision by the NYS Department of Transportation. Roaring made a second request regarding improved cell-phone service in the South Danby Road area. Dietrich responded that securing internet coverage is the current priority for Danby. Improvements to cell- phone service will need to wait until the current project is complete. Appointments - Web Master/Email Assistant Holahan noted that Jordie VanHam has submitted interest in continuing as webmaster/Email assistant for the Town of Danby in 2018. Clerk Goddard informed the Board that there were no other applicants for this position. RESOLUTION NO. 28 OF 2018 - APPOINTMENT OF WEB MASTER Resolved, That the Town Board of the Town of Danby reappoints Jordie VanHam as Web Master for 2018. Moved by Holahan, Second by Connors. The motion passed.
 In Favor: Connors, Holahan, Miller, Dietrich Legislator’s Report Dan Klein made a brief report on selected topics at the County Legislature pertaining to the Town of Danby. Klein reported a sales tax revenue increase in 2017, reversing a two year trend of decreasing sales tax revenue. 2017 saw a 6.2% increase for the Town of Danby, amounting to $654,451.00. There was a 12% sales tax increase in the last quarter of 2017, largely from retail sales and gasoline sales. Klein noted that sales tax collection was up across NY State in 2017. Klein reported that a right-of-way between a gravel business (a.k.a. Angelo’s/Landstrom Sand and Gravel) and the County on Hillview Road, at the site of the old landfill (now County property), has been formalized. Gravel mining is on-going at this site. Property Purchase - Exploration Supervisor Dietrich informed the Board that there are several sites in Town that will need building demolition. The cost of demolition, in some cases, is likely to fall on the Town. Dietrich suggested that the Town may need to create a special fund to manage these potential costs. No specific properties were discussed. Jennings Pond - Memorandum of Agreement Supervisor Dietrich reported on the need for a new three-year agreement between the Town and Buttermilk Falls State Park. A comprehensive three-year agreement with the State and a separate one-year agreement with the local park system are needed.. Final MOAs had not been provided at the time of this meeting. The Jennings Pond Dam is deficient and needs remediation. A date/time for this work has not been set. Repairs to the Dam may impact use of the pond, necessitating closure for some or all of this summer.
 Town Board_Minutes_20180219 • Tuesday, February 27, 2018 Page ! of !1 2 ! Code Report A Planning report was made by Paul Hansen. He reported that the beginning of 2018 has been slow. Fire safety inspections are completed, with another 10 structures inspected. These are primarily multi- family dwellings with some commercial properties. Hansen reported that there are approximately 30 structures in Danby that require fire inspection. Short Reports - Justices The January Justices’ reports were circulated among the Board. Justice Huddle gave a short verbal report about the jury trial held in January. Sentencing will take place at the end of February. Huddle further reported that construction on the court entrance is complete and “all are happy.” Other short reports from Supervisor Dietrich; grant process/awards are being monitored. The Town is still waiting to hear whether we are receiving certain Highway grant awards. Broadband buildout negotiations are ongoing. There may be costs to the Town in the range of $15,000, including infrastructure (poles) and electrical connections. Dietrich hopes that this buildout will enhance internet service to significant areas of the Town. !!!
