Review of Correspondence Study Session of the Ithaca Town Board Monday,August 23, 2021 Minutes Board Members Present: Rod Howe, Supervisor; Members Eric Levine, Rich DePaolo, Bill Goodman, Tee-Ann Hunter, Pat Leary and Pamela Bleiwas Staff Present: Marty Moseley, Paulette Rosa, Joe Slater, Mike Smith and Dan Thaete Mr. Howe opened the meeting at 4:30 p.m. 1. Presentation by Liz Graeper Thomas on the Cayuga Lake Intermunicipal Watershed Organization (IO) (Attachment 1) Ms. Graeper Thomas gave a presentation detailing the work of the IO over the past two years revising their Bylaws and the agreements for each municipality. Of note is the new calculation for dues for each municipality based on population and watershed frontage. The Board thanked her and the IO for their work in protecting the Watershed and Ms. Hunter for her continued and tireless work over the years. The Board felt the agreement and terms were reasonable and the item will be placed on the next regular meeting for discussion and action. 2. Committee Reports a. Budget—Ms. Bleiwas reported that they continued review of the draft budget. Mr. Levine added that the agenda sent to all members had helpful budget highlights. b. COC—Mr. Goodman reported that no meeting was held in July; next meeting will continue with the telecommunications law. c. P&O—Ms. Bleiwas reported that the big topic was COVID vaccines and whether to make them mandatory. Discussion followed. Also reviewed the Engagement Survey which had mostly favorable results. d. Planning—Mr. DePaolo reported that they are working on a revision to the Ag Zone for certain allowed uses as proposed by the Learning Farm and how that can be balanced and resolved. Looked at the draft Inlet Valley zoning language and definitions such as agri-tourism and veterinary uses; continue to fine tune and discuss. TBS 2021-08-23 (Filed 9/10) Pg. 1 e. Public Works—Mr. Slater reported that they discussed a petition by the Community Garden; American Rescue funds; stop sign petition; 3-day water storage; Mountin subdivision; Game Farm trail crossing; Christopher tank infrastructure additions by TMobile and AT&T and project updates. f. Ad Hoc/Other Committees i. Parks & Trails—Mr. Howe reported that they continue to meet and Mr. Smith has submitted a grant application for the Culver Preserve and we are active but the draft Plan may not be ready by the Fall. Discussions regarding two illegal lots on Culver Rd and possible addition to the preserve. Coddington Rd property is still working through the process of evaluation for preservation efforts. ii. STR—Mr. Goodman reported that they did have public comment at the last meeting and there is still a lot of discussion from both sides. Whichever way the draft does come out, the full Board will hear from both sides. Discussed concerns about the difference in the allowable days and requirements in the different zones. At the September meeting, the plan is to review the next draft with the goal of bringing it to the full board in October. iii. Inlet Valley Economic Development—Mr. Howe reported that the draft has moved to the Planning Committee for the most part, but the committee continues to hear from other interested parties, and they are meeting with the County and City regarding their ideas, concerns, and thoughts for the area. iv. SJC—Mr. Goodman reported that they continue discussions with VCH for the Kline Rd bypass and the next topic is associated pretreatment standards. 3. Reports from Town Officials Open Gov—Mr. Moseley reported that the Codes Department is at the final comments stage on forms and their sections, and they had begun with the Town Clerks Department but waiting to hear back from NYS on a form. Moved on to Engineering and Public Works and then Planning. Website development — Mr. Howe reported that Mr. Oakley has started doing some drone images and videos and we are looking for a great voice to do some narrating. Mr. DePaolo offered his assistance. Mr. Howe gave updates on some grant opportunities and plans from Ms. Ritter. Conservation Board stipend request discussion Mr. Howe reported that we have received a request for a stipend for Conservation Board members. Mr. Smith explained the membership numbers and levels. The Board was interested in researching the request further, including State guidelines and distinctions between other boards or committees and thinking about other committees at the same time. 5.
