Community Police Board
2013 Annual Report
• The CPB operated with a full adult membership for most of the year due to mayoral
appointments late in 2012. However, two commissioners resigned late this year. We did
not have a youth representative at any time; CPB members have encouraged youth
applications.
• Three commissioners participated on a committee to search for a new chief of the IPD.
• One commissioner helped to arrange a meeting with members of Ithaca's Burmese
Community which was also attended by Chief Barber.
• Commissioners operated informational tabling at both the Juneteenth and GIAC festivals.
• All commissioners viewed a documentary "Race: The Power of Illusion ".
• The CPB passed new guidelines for investigations. This was done to reflect current
procedures and to clarify protocols.
• A new meeting date was established to allow time for extend discussion when necessary.
The CPB wishes to acknowledge the cooperation of IPD officers and leadership in
establishing an atmosphere of trust necessary to the functioning of the board. We also wish
to thank Cindie Day and the City Clerk's Office for their assistance and professionalism in
providing help to the Board.
The Ithaca Police Department received 21 written compliments for 43 officers this year.
One complaint was carried over from 2012 and nine complaints were received in 2013.
• Two cases remain open.
• One was dismissed due to lack of jurisdiction.
• One was closed due to lack of contact by complainant.
• Four were determined to be unfounded with IPD officers acting professionally.
• One was resolved to the satisfaction of all parties through communication.
• One resulted in the issuance of an IPD General Order "to provide guidelines to police
officers regarding acceptable criteria for affecting an off -duty arrest."
