I don't know how to say this and put this in an email, but Regan Development just had a call with NYSHCR at 1pm to
review the project. While NYSHCR appreciated all the documents/information we could provide them, one of NYSHCR
departments was so concerned about the open pit sand and gravel mine in the back of the site, NYSHCR didn't see how
funding could be available for this site based under NYSHCR site suitable standards. It was a more of a matter of
perspective by this one department and not what anyone did or did not do. It is hard to understand NYSHCR reasoning
based upon the information provided to NYSHCR about the mine, but it is their opinion based upon this factor alone the
project cannot move forward with them.
What this means is the proposed Regan Development mixed use site on NYS Route 13 and across the street from
Walmart will not be progressing any further at the town level for site plan approval. I personally like to thank John,
Rebecca, Bruce, the members of Town's Planning and Zoning Boards, the Cortlandville Fire Department, the
Cortlandville Water Department, The City of Cortland Sewer Department and CODOH for all the information they
provided, I cannot express enough how much 1 really appreciated people getting me information so quickly, responding to
my emails, reviewing and asking informative questions, holding special meetings, listening to me and was willing to be so
helpful in so many other ways.
As this location maybe not progressing, most likely you will see me again. NYSHCR is committed in bring more workforce
housing to Cortland County and Cortlandville is prefer area. Regan Development and I just need to keep looking for
another opportunity in your community.

Based upon above, no action at the next PB meeting is required for this project. As you can imagine the ZBA action and
SEQRA is no longer necessary so send along.

As I appreciated your emails, I will still provide you with requested turn template and radius maps of fire truck per my
3/10/22 email. I will keep my promise even though the proposed project is not moving ahead. Give me a couple of weeks
and you will see that.
Again, I'm so sorry to bring you this bad news as we all worked so hard on this to get it to this point.
