Dear Supervisor Williams,
Enclosed please find a notice that, on or about March 18, 2022, Homer Solar Energy
Center, LLC ("Applicant" or "HSEC"), will submit a Joint Application for a Clean Water Act
Section 404 Permit from the United States Army Corps of Engineers, as well as a Clean Water
Act Section 401 Water Quality Certification from ORES ("Joint Application"). This Joint
Application is submitted in connection with HSEC's proposed major solar electric generating
facility of up to 90 megawatts ("MW") in the Towns of Homer, Cortlandville and Solon,
Cortland County, New York (the "Facility").
The attached notice is being published in local newspapers, distributed via mail to all
persons residing within one (1) mile of the proposed Facility, posted online to the Project
Website and ORES docket, and distributed to state and local stakeholders in accordance with the
ORES regulations (19 NYCRR g 900-1.61(c)), iu ensure stakeholders and'inernbers of the public
are aware of this filing. We also wanted to provide this directly to your office as a courtesy.

CERTIFICATION
This notice announces that, on or about March 18, 2022, Homer Solar Energy Center, LLC ("HSEC" or "Applicant"), a
subsidiary of EDF Renewables Development, Inc., will file a Joint Application for wetlands and related permits, including
a request for a Water Quality Certification (WQC), with the U.S. Army Corps of Engineers (USACE) and New York State
Office of Renewable Energy Siting (ORES), respectively, relating to its proposed 90 megawatt (MW-AC) solar -powered
electric generation project to be located in the Towns of Cortlandville, Homer and Solon, Cortland County, known as the
Homer Solar Energy Center.
On July 22, 2021, the Applicant submitted an application under Section 94-c of the New York Executive Law seeking a
Permit for a Major Renewable Energy Facility from ORES (Matter # 21-00976). The Joint Application that is the subject
of this notice covers the permits/approvals required to construct and/or operate the Project under the Clean Water Act § 404
from the USACE and for Water Quality Certification from ORES (Clean Water Act § 401 and 6 NYCRR Part 608). No
public comment period is required for the Joint Application at this time.
The Joint Application includes, among other things: a description of the Project, including details on Project components,
Project design, Project construction, and related information; an analysis of the environmental setting of the Project; results
from analyses conducted to assess potential impacts to aquatic resources, streams and jurisdictional waters from construction
and operation of the Project; proposed measures to minimize environmental impacts; and reasonable alternatives. The
Application also addresses compliance with the Endangered Species Act and the Historic Preservation Act.
The Project will have the following environmental impacts relevant to the Joint Permit Application under review.
Construction of the Facility will temporarily disturb 11.403 acres of federal wetlands in the project area; only 0,382 acres
of federal wetlands will be permanently disturbed. The Facility will not result permanent fill and forest conversion impacts
to state -regulated wetlands and will result in 4.58 acres of permaneat impacts to 100400t Slate regulated adjacent areas.
Pursuant to the ORES regulations, this notice is being provided in accordance with 19 NYCRR § 900-1.4(b)(1) and § 1.6(c)
and will be published at least three (3) days prior to the filing of the Joint Application with ORES. A copy of the Joint
Application will be served on the Chief Executive Officer of each municipality in which any portion of the Projccl is located,
as well as those persons and agencies enumerated in 19 NYCRR § 900-1.6(a).
This Joint Application, when filed with ORES, will be available on the project's dedicated website (www.hornersolar.com)
or on the ORES website at (hops://ores.nv.cov/oernnit-am)lications) under Matter Number 21-00976. Documents may also
be viewed at the following public repositories: Cortland Free Library, 32 Church Street, Cortland, NY 13045 and Lamont
Memorial Free Library, 5 Main Street, McGraw, NY 13 10 1. Libraries often have free internet access.
