Agenda Additions and/or Deletions: No additional items suggested PROJECT SITE UPDATES: *See the Department of Conservation (DEC) update from Karen Cahill, and Stephanie Harrington, Syracuse Office – after these Minutes Therm/DEC/Town of Ithaca Meeting scheduled 6/11/12: This will be an informational meeting about wells being tested to determine whether there is ground water contamination. Therm is not on NYDEC remedial list but it could become listed if contamination is found. REVIEW PROGRESS OF IDENTIFYING “Missed Homes” in Therm Test Area: • C. Brock has contacted several Therm residents about getting home vapor tests but would like some help. Landlords have been difficult to reach. J. Graves and K. Woodcock offered to help contact landlords and neighbors. • Committee members think landlords should be required to test for renter protection. UPDATES by Nels Bohn: Ithaca Falls Overlook - • DOH (Dept. of Health) contacted the City about the fence not being secure enough. • Gary Priscott from DEC identified where to sample the well damaged near the smoke stack. • Road is sufficient for work, fish and wildlife. • Ithaca Development transferred to Frost Travis Property • Brownfield Program Cleanup requires scraping a couple of inches of soil. • Work plan was accepted that should end by 2013. The City/Town Emerson Task Force – • Forty five properties are anticipated in proposed development. The prospective buyer has 90 days to investigate further remedial costs, etc. • C. Brock mentioned trying to forward Walter Hang’s letter about Emerson contamination in reference to its fire reservoir issue. Jose Lozeno is the Waste Treatment Plant contact. Next Meeting Schedule: Monday, September 10, at City Hall, 2nd Floor Conference Room, 7:00-8:30 p.m. Update from Karen Cahill – 6/4/2012: Not much to report. The ISCO injections began at Axiohm on Monday, May 21st and will be continuing for several weeks. Injections are going well, however some slight pink coloration was observed in the storm drain manhole proximate to one of the permanganate injection trenches, so the consultant has temporarily ceased injections in this area and will be hiring a subcontractor to conduct a camera study of storm drain as soon as the permanganate clears. Therm - the onsite groundwater monitoring wells are scheduled to be installed next Monday 6/11. I will be onsite. Regarding requests for a public meeting, the Therm site is not currently listed or in a NYSDEC remedial program so there is not a legal requirement to conduct a public meeting, however, we can certainly hold an informal meeting once there is something new to report. Once the wells are installed and onsite groundwater sampled, then a determination will be made as to the path forward. That may be a better time to meet. Therm is cooperating in the investigation thus far, and although it has taken some time to get these wells installed, the results will assist in better understanding the nature and extent of contamination in the subsurface. In the meantime, Justin and myself are always available via phone or email to assist in alleviating any public concerns. Emerson - the work associated with the supplemental pre-design investigations within Buildings 3 and 4 and as described in the DEC-approved work plan began on Monday May 21st. I visited the site last week, and slab removal operations are ongoing. Update from Stephanie Harrington – 6/4/2012: 315 N. Meadow Street: Chemical injection is completed. Court St. MGP: Site preparations (tree removal and prep. for utility relocation) are underway for the OU2 remedial action. Clinton West Plaza: We expect to have a report in hand later this month that summarizes findings to date of the ongoing groundwater treatment pilot study.
