 Minutes of Regular Meeting
 December 11, 2017 Present: Councilpersons: Leslie Connors, Ric Dietrich (Supervisor), Jim Holahan, Jack Miller Excused: Councilperson: Rebecca Brenner Others Present: Town Clerk Pamela Goddard Code Paul Hansen Justices Garry Huddle Public Ted Crane, Ronda Roaring, Katharine Hunter, Matt Ulinski, Ed Bergman, Anne Klingensmith, Pat Woodworth, Charles Tilton. Regular Meeting Opened at 7:08pm Emergency Services Meeting Dietrich informed the Board that Brenner would not be attending as she was participating in a county- wide Emergency Services meeting. Further information about this important planning process will be shared at future TB meetings. Environmental Management Council Applicant Interview The Board interviewed Anne Klingensmith regarding her interest in serving as the Danby representative to the Tompkins County Environmental Management Council. The Board based its discussion on the same questions asked of other recent applicants: •Why do you want to be on this Board? •What do you hope to accomplish in serving on the EMC? •How familiar are you with EMC activities and processes? •What is your experience working in a group toward a common purpose? •What is your vision of Danby in relation to the Comprehensive Plan and EMC? Klingensmith directed the TB to her application and application letter for responses to several of these questions. She informed the TB that she has already attended a meeting of the EMC in order to become familiar with their work. There was a brief discussion of EMC reports to the Town Board, following a question from Roaring. Klingensmith acknowledged that she will be expected to make period reports, as Evans has done during his tenure on the EMC. Dietrich asked for support on water issues and a countywide project being developed regarding watersheds. Klingensmith noted that water matters are a strong interest of hers. She has been involved in water testing through the Community Science Institute. Dietrich further encouraged continued support for rural issues, as has been done by the current EMC representative, Bill Evans. Klingensmith stated that she will be an advocate for the protection of natural environments. Klingensmith also noted her on-going work with Planner Randall and the team compiling the Danby Natural Resources Inventory. Appoint/Recommend for Appointment - Environmental Management Council There was no further discussion of Anne Klingensmith appointment to the EMC. Dietrich reported that Brenner had expressed her support for this appointment. This is a two year appointment. RESOLUTION NO. 72 OF 2017 - ENVIRONMENTAL MANAGEMENT COUNCIL APPOINTMENT Resolved, that the Town Board of the Town of Danby recommends Anne Klingensmith to the Environmental Management Council and further appoints her as the Danby representative to the EMC. Moved by Holahan, Second by Connors. The motion passed.

 Town Board_Minutes_20171211 • Monday, December 18, 2017 Page ! of !1 2 Planning Board Applicant Interview Ed Bergman, applicant for an open vacancy on the Planning Board, attended to answer questions.The Town Board used the same set of standard questions as were asked of the previous three applicants to the Planning Board. •Why do you want to be on the Planning Board? •What do you hope to accomplish in serving on the PB? •How familiar are you with PB activities and processes? •What is your experience working in a group toward a common purpose? •What is your vision of Danby in relation to the Comprehensive Plan and PB? Mr. Bergman responded to these questions. He has been a resident of Danby for seven years. He has particular interest and experience with planning for aging friendly communities in Florida and New York. Mr. Bergman currently works with the Tompkins County mental health and substance abuse sub- committees. He is interested in how planning works at the local level and in the Danby community. Discussion of Board Applicants The Board agreed to wait for further discussion of the applicants to the PB vacancy until the next TB meeting, when the full board will be present. Warrants ABSTRACT #11 OF 2017: GENERAL FUND #497-539 for a total of $25,455.36 Moved by Connors, Second by Holahan. The motion passed.

 In Favor: Connors, Holahan, Miller, Dietrich Approve Town Board Minutes MOTION—APPROVE MINUTES Moved, That the Town Board of the Town of Danby approves the minutes of November 6, 13, and 20, 2017. Moved by Connors, Second by Miller. The motion passed.
 In Favor: Connors, Holahan, Miller, Dietrich Code Officer’s report Code Officer Hansen reported on fire safety inspections being completed in commercial buildings in Danby, such as the churches, American Legion building, Waldorf school, Danby Market, and multi-family dwellings. Fire safety inspections should be done on these facilities every three years. Short Reports Court Report from Huddle. Construction has started on the Court entrance remodel. The grant money funding this should be spent by the end of the year. Huddle informed the board that there will be a jury trial held in the Danby Town Hall in January. Town Clerk’s Report. $2,199,00 received in the month of November for DEC license sales, 1 BZA appeal, 1 Planning Board hearing, 43 dog licenses, and 7 building permits. Of the total amount, $1,869.94 was disbursed to the Town, $256.06 to the DEC, and $73 to the NYS Animal Population Control program. Data has been provided to Tompkins Co. Finance for preparation of the 2018 property tax bills. Year End Financial Meeting A special year-end financial meeting was tentatively set for Thursday, December 28 to start at either 5:30 or 6:00pm. This meeting will be to approve the year end financial warrant.
