 November 28, 2017 Present: Councilpersons: Leslie Connors, Ric Dietrich (Supervisor), Jim Holahan, Jack Miller Planning Board: Frank Kruppa (Chair), Joel Gagnon, Jody Scriber, Naomi Strichartz, Scott Davis, Conservation Advisory Council: Matt Ulinski (Chair), Dan Klein, Don Schaufler, Mary Woodsen, Betsy Keokosky, Others Present: Town Clerk Pamela Goddard Planner CJ Randall Bookkeeper Laura Shawley Highway Carl Seamon, Jack Shawley Public Ted Crane, H. Katharine Hunter, Bill Keokosky, Clare Fewtrell, Ronda Roaring, Gopi LaBranch, Joint Boards Planning/Scoping Meeting Opened at 7:10pm ! Comments from Ric Dietrich. Introduction from CJ Randall. Successes from 2017. Outline of potential projects for 2018. Housing needs assessment overview - reference to a Tompkins County document and how this applies to extended Danby wishes. Central Hamlet water and wastewater feasibility studies - Randall noted that there are “pots of money” which could be used for a feasibility study regarding potable and waste water systems for the Danby hamlets. This would/could answer the question of whether such systems are at all feasible in the area defined as the “Danby Hamlet.” Discussion of this in relation to the housing needs assessment and changes which would need to be made to Danby Zoning. Mary Woodsen reported recent news that the New York Times has identified Danby as a “hot spot” for migration in New York State. Naomi Strichartz noted the need for a zoning change to make Senior housing possible. Jody Scriber additionally noted the need for housing accessible to people with disabilities. Discussion of potential targeted areas for development, in relation to the Natural Resources Inventory. Road inventory Zoning audit and amendment of special permits Wind energy conversion systems zoning Stream setbacks based on drainage basin Noise Ordinance Natural Resources Inventory Discussed between Board. More discussion and Q&A. Consensus on priorities for 2018. Natural Resources Inventory will progress and be completed. Road inventory and establish stream setbacks projects will take place in collaboration with Danby Highway and Tompkins County Soil & Water. Zoning Audit and Amendment of Special Permits a high priority.
