The meeting was held at the Ulysses Town Hall at 10 Elm Street, Trumansburg. PRESENT: 1st Deputy Supervisor- Nancy Zahler Board members- John Hertzler, Rich Goldman Clerk- Carissa Parlato ABSENT: Supervisor- Liz Thomas 2n Deputy Supervisor- Michelle Wright Board member- Dave Kerness OTHERS PRESENT: Diane Hillman, Glynis Hart (at 7:07 p.m.) MEETING NOTICE: Notice of Town Board meetings are posted on the town's website and clerk's board. CALL TO ORDER: Ms. Zahler called the meeting to order at 7 p.m. GENERAL BUSINESS: APPROVAL OF MEETING AGENDA RESOLUTION 2015-64: BE IT RESOLVED that the Ulysses Town Board approve the agenda for March 24, 2015 with the addition of a proposal to authorize Mr. Goldman as alternate to the Health Care Consortium. Moved: Mr. Goldman Seconded: Mr. Hertzler Ms. Thomas (absent) Ms. Zahler aye Mr. Hertzler aye Mr. Kerness (absent) Mr. Goldman aye Vote: 3-0 Date Adopted: 3/24/15 PRIVILEGE OF THE FLOOR: Ms. Hillman reported that she has been working with Mr. Antweiler on building issues in Jacksonville. The Jacksonville park spring clean-up is scheduled for April 18th OLD BUSINESS: (none) ANNOUNCEMENTS: Mr. Goldman has been in contact with the owner of the white store in Jacksonville. The owner is willing to talk with residents about solutions for the building. Mr. Goldman will follow up. Mr. Hertzler highlighted last Saturday's EMS on the Lakeshore meeting, noting that all in attendance appeared pleased with the outcome. Ms. Zahler commented further on this topic, and also discussed the following: The preliminary Ag Committee meeting being held on March 25. WORKING TOWN BOARD March 24, 2015 The most recent TTHM tests came out low. The town's new consulting engineer will look at reduction plans and provide another second opinion. She and Mr. Antweiler attended a brownfield conference. She will prepare a report to share. The UHS has a brochure and new exhibit. She and Mr. Goldman will meet with Mr. Rachun (Code enforcement Officer) next week. She has started to explore well/septic testing. Mr. Hertzler attended the "What's in Your Water?" talk and shared highlights. NEW BUSINESS: APPROVAL OF APPROPRIATON FROM THE BRIDGE REPAIR RESERVE: RESOLUTION 2015-65: WHEREAS a public hearing on appropriating funds from the Bridge Repair Reserve was duly advertised on March 13; and WHEREAS the public hearing was held on March 24, 2015 at 6:45 p.m. to hear public comment on the appropriation of funds, THEREFORE, be it resolved that the Town of Ulysses Town Board approves the appropriation of $36,018.24 from the Bridge Repair Reserve to pay the Town's share of repairs done to the Seneca Road bridge in 2013. Moved: Mr. Goldman Seconded: Mr. Hertzler Ms. Thomas (absent) Ms. Zahler aye Mr. Hertzler aye Mr. Kerness (absent) Mr. Goldman aye Vote: 3-0 Date Adopted: 3/24/15 AMENDMENT TO THE AG COMMITTEE RESOLUTION: RESOLUTION 2015-66: RESOLVED that the Ulysses Town Board amends resolution # 130 passed on June 25, 2014 that formed the Town of Ulysses Agriculture Committee to replace the following sentence: "A Town Board member will serve as an ex -officio membership shall consist of representatives from the Town Board, Planning Board, Town Staff, and Cornell Cooperative Extension and will only be eligible to serve on the committee while he/she holds the Town office.", With the following new section: "A Town Board member will serve as an ex -officio member of the Agriculture Committee. Other ex -officio members shall consist of representatives from the Planning Board, Town Staff, and Cornell Cooperative Extension. An ex -officio member is only eligible to serve on the committee while he/she holds the Town office." Moved: Mr. Zahler Seconded: Mr. Hertzler Ms. Thomas (absent) Ms. Zahler aye Mr. Hertzler aye Mr. Kerness (absent) Mr. Goldman aye Vote: 3-0 Date Adopted: 3/24/15 APPOINTMENT OF ALTERNATE REPRESENTATIVE TO GREATER TOMPKINS COUNTY MUNICIPAL HEALTH INSURANCE CONSORTIUM BOARD OF DIRECTORS OA WORKING TOWN BOARD March 24, 2015 RESOLUTION 2015-67: WHEREAS, the Town of Ulysses is committed to participating actively in the Greater Tompkins County Municipal Health Insurance Consortium Board of Directors (Health Care Consortium) and WHEREAS, Nancy Zahler was appointed as the Town's representative at our Organizational meeting held January 7, 2015 by approval of Resolution #16 and WHEREAS, Richard Goldman was the Town's previous representative and is willing to serve as the alternate for the Town of Ulysses, now therefore be it RESOLVED, that Richard Goldman be, and hereby is, appointed by the Town of Ulysses as the Town's alternate representative to the Greater Tompkins County Municipal Health Insurance Consortium Board of Directors when Ms. Zahler cannot represent the Town and further RESOLVED, that a certified copy of this resolution be sent to the Tompkins County Legislative office, which provides administrative support to the Health Care Consortium.
